L.1. GENERAL INSTRUCTIONS. These instructions are a guide for preparing proposals in response to Solicitation # W519TC-25-R-0001 for ASP/TSA 3.0 services located at Camp Arifjan, Kuwait. They describe the extent of information the Offeror shall provide and emphasize the significant topic areas the Offeror shall address in its proposal. Each Offeror shall submit a maximum of one proposal. The Government will not reimburse the Offeror for costs incurred in association with the preparation of its proposal. The Offeror is expected to review the PWS contained in Section J of this RFP for further insight into the areas that the proposal must address. The Offeror shall include in its proposal sufficient information to enable the Government to determine the Offeror’s understanding of the requirements in each of the evaluated areas. Offerors are cautioned that repeating language of the PWS with a statement of intent to perform does not reflect understanding of the requirement. Offerors shall not specifically prepare samples or descriptive literature for submission with its proposal. Adherence to the prescribed format is required. Data not submitted with the proposal, but submitted previously or presumed to be known, will not be considered as part of the proposal.

Failure to provide a proposal in compliance with the instructions specified in this RFP shall render the Offeror’s proposal non-compliant. The proposal will not be further evaluated and will not be further considered for award. The Offeror must provide information in sufficient detail to allow the Government to make an assessment of the Offeror’s ability to successfully execute the ASP/TSA 3.0 effort. The proposal shall be prepared in a clear and legible manner. In addition, the Offeror shall write the proposal in English and the proposal must be specific and complete as described in these instructions. However, the Government reserves the right to conduct discussions if determined necessary by the PCO. The Government reserves the right to:

limit the competitive range for the purposes of efficiency; award without discussions;

make an award to other than the low Offeror; and make no award should no Offeror prove to submit an acceptable offer based on the criteria set forth in this solicitation. The Government will not open discussions for the sole purpose of allowing Offerors to add detail to proposals.

The Offeror shall complete Box 12 of Standard Form 33 and indicate within its proposal submission that its offer shall be accepted within 180 calendar days of the RFP closing date.

L.9.6.1. Pool. An indirect cost pool is a logical grouping of indirect costs with similar relationship to the cost objectives. For example, maintenance overhead pools include indirect costs that are associated with maintenance effort. A descriptive summary of the costs proposed in each pool, in both account names and dollar amounts, is required to be submitted with an Offeror’s proposal.

L.9.6.2. Base. The indirect cost base is the base costs to which the indirect cost pool is allocated. For example, the indirect cost allocation base for fringe benefit rates is usually labor dollars; the indirect cost allocation base for labor overhead rates is usually labor dollars; and the indirect cost allocation base for G&A rates is usually total cost input or value added. Offerors shall describe the indirect cost allocation base in both account names and dollar values.

L.9.6.3. Proposal shall also include an appropriately detailed description of how proposed indirect rates have been applied to proposed direct costs.

L.9.6.4. Pool and base information shall be supported by budgetary data and incurred cost data (historical data).

L.9.6.5. Budgetary Data. Offerors shall provide budgetary rate data for 2017 through 2022 depending upon availability. If budgetary data for 2016 has been used to estimate proposed 2017 through 2022 rates, provide that explanation. If any portion of proposed 2017 through 2022 forecasted rates are discreet estimates, provide that explanation and supporting data. The budgetary data shall include the pool and base summary information as explained above.

L.9.6.6. Incurred Cost Data (Historical Data). Offerors shall provide incurred cost data for 2014, 2015, and 2016. Labor brokers are not defined as major subcontractors. Subcontract costs shall be proposed within the cost labor CLINs.

L.9.7.1. Major subcontractors (or affiliated divisions/subsidiaries, etc.), shall also submit a cost proposal as discussed in the paragraph below.

Offerors and all proposed teammate(s) and all proposed major subcontractor(s) are required to provide cost information for this requirement. Within the major subcontractors proposal, the teammate(s)/major subcontractor(s) shall identify on the first page which Offeror it is subcontracting for and must submit its information in a timely manner; otherwise, it will be considered late and will not be reviewed. The Offeror also shall ensure that its proposed teammate(s)/major subcontractor(s) submit its information timely and all the calculations that pull forward to the Offeror’s proposal are consistent with the teammate(s)/major subcontractor(s) overall proposed price, along with identifying supporting data and explanations. The Offerors are responsible for ensuring that the proposals of these other entities conform to the same criteria including supporting data and explanations.

L.9.7.2. The Offeror must ensure its proposed teammate(s)/major subcontractor(s) submit required cost information by the closing date established by the RFP/amendment. If the proposed teammate(s)/major subcontractor(s) wish to provide its cost information independently to the U.S. Government, it shall include the RFP number, the prime Offeror’s name, and the teammate’s or major subcontractor’s company name.
