About this file

This document is an Amendment (0004) to a Request for Quote (RFQ) W519TC-25-Q-A047 for a Blanket Purchase Agreement (BPA) for lumber and utility poles issued by Pine Bluff Arsenal (PBA). The amendment extends the solicitation closing date from 10 October 2025 to 15 October 2025 at 1500 CT, provides answers to contractor questions, and updates the Statement of Work (SOW).

Key changes include removing hardwood from the SOW, clarifying that quantities will be determined at the time of individual orders, requiring standard sizes (green treated and heat treated), and specifying no pre-cut or non-standard length materials. The BPA will use a competitive process where PBA solicits quotes from awarded BPA holders for each call order, with award made to the lowest-priced, technically acceptable offeror. Delivery is a firm requirement within 7 business days, with PBA working Monday-Thursday, and contractors may submit mixed loads. Pricing will reflect current market rates at the time of each call order.

Questions:

1. Are there any ideas of quantities that may be ordered at any given time?

1a. A ballpark idea would help with pricing being that this is custom cut material.

2. It states hardwood on the spec sheet for the board items. Could this be Southern Yellow pine?

3. Do you require smooth or rough sides on this lumber?

4. What are the required treatments and framing specifications for the Utility poles?

5. What is the required quantity, or do you just need one each?

6. We want to confirm that you want the wood pre- cut to the sizes specified in the SOW?

7. The lengths you are requesting are not standard. We just wanted to confirm that you are looking for non standard lengths?

8. Is it ok if we quote standard lengths close to the requested length?

W519TC25QA0470004

9. I noticed that the BPA includes three categories: Hardwood, Softwood, and Power Poles. Since softwood is the core of our business, and with access to a facility located right in Pine Bluff, we are well-positioned to effectively supply the softwood requirements for this BPA. My question is, are we able to submit a bid focused on supplying just one or two of these categories, rather than all three?

10. My other question relates to pricing expectations for lumber. Since lumber is a commodity with prices changing weekly, is the intent of the BPA to award a select group of firms based on their ability to perform, with those firms then bidding on weekly lumber needs? Or is there another structure planned to account for price fluctuations?

11. Is there flexibility in delivering within 7 business days of the call order? Or is that a firm requirement?

12. The hardwood lumber, do you have a preference on the type of hard wood?

13. Do you mean untreated as in not pressure treated? Also, do you want it green and would it be OK to apply an anti mold during the warm weather months; because if you cut green lumber when it's warm it will mold really quick if you can't control the conditions which is humidity and only way to really control that mold growth is to treat it with an anti mold inhibitor just wanted to know.

14. What are the qtys that are required for each board?

15. Over the course of the BPA will we be able to alter our pricing due to the swings in the market?

16. Do we know if these will be ordered by the truck loads?

17. Will we be able to send in mixed loads?

Answers:

1. Quantities will be determined at times of individual orders.

1a. No custom cut materials. All will be standard sizes. Green Treated and Heat Treated.

2. The SOW has been updated, and Hardwood has been removed.

3. The SOW has been updated, and Hardwood has been removed.

4. Class 3 utility poles are wood poles with an average strength rating of 3,000 lbs, commonly used for residential or light commercial utility lines and secondary distribution lines. Specific dimensions like pole height, weight, and circumferences (top, middle, and bottom) vary based on the pole's length but must meet minimum ANSI O5.1 standards

5. Quantities will vary. We typically buy bundles of all materials.

6. No pre-cut materials

7. No non-standard lengths

8. No non-standard lengths

9. Hardwood has been removed from SOW. Bid as you see fit but would like to see all materials.

10. PBA will solicit quotes from the awarded Blanket Purchase Agreement (BPA) holders . at that time Award will be made to the lowest priced, technically acceptable offeror for each individual call order.

This allows the Government to benefit from current market pricing while ensuring a competitive process.

11. It is a firm requirement. Pine Bluff Arsenal (PBA) works Monday- Thursday. We have no deliveries on Friday.

12. The SOW has been updated, and Hardwood has been removed.

13. Green Treated and Heat Treated. Yes, Mold inhibitor will be allowed upon request.

14. It will vary based on maintenance requirements. We typically buy in bulk.

15. Yes, since this is a Blanket Purchase Agreement (BPA) when call orders are placed, bids will reflect the prices at that current time.

16. It will vary based on maintenance requirements. We typically buy in bulk.

17. Yes, you may send it in mixed loads.

Note: PBA can unload all delivered materials.
