Amendment 0001 to solicitation W519TC-25-Q-A006 makes the following changes:
1) Incorporates ATTACHMENT 0002 AMENDED 03APR2025 - FAR 52.212-1 ADDENDUM - Instructions to Offerors;
2) Incorporates ATTACHMENT 0003 AMENDED 03APR2025 - JTL Basis of Award;
3) Incorporates ATTACHMENT 0005 - Answers to Questions Received 24-28MAR2025 From Industry
4) Extends the Technical Experience/Key Personnel volume submission deadline from 3:00 p.m. CDT April 8, 2025, until 12:00 p.m. CDT April 11, 2025.
5) Clarifies an error in the Notice ID associated with the pre-solicitation synopsis that was previously posted on the https://www.sam.gov portal from March 7-21, 2025; the Notice ID was incorrectly shown as W519TC-24-Q-A006 on the pre-solicitation notice, and should have instead been shown as W519TC-25-Q-A006.

SECTION A NARRATIVE (A.K.A. EXECUTIVE SUMMARY)
1. REQUIREMENT. The U.S. Army Sustainment Command (ASC) has a requirement for Journey to Leadership (JTL) Program. The JTL Program is a dynamic, multi-tiered leadership development program, developed and administered by US Army Sustainment Command (ASC) G-3 Training. The intent of this program is to train current and future leaders in a broad range of leadership concepts, to utilize/administer various leadership tools and techniques, and to enhance their leadership competencies and interpersonal skills. Benefits to program graduates are huge and include specific work skills /techniques, one-on-one interaction with senior leaders, and broad-spectrum networking opportunities for work-related issues, as well as a better understanding of various organizations missions. This requirement shall be performed IAW the Performance Work Statement (PWS) dated February 27, 2025 (Attachment 0001).
2. SOLICITATION. The solicitation number for this requirement is W519TC-25-Q-A006 and is hereby issued as a Request for Quote (RFQ) using FAR Part 13.5 - Acquisition of Simplified Procedures for Certain Commercial Items.
The solicitation document and incorporated provisions are those in effect as a 100% Small Business Set-aside in accordance with (IAW) FAR 19.502-2.
3. CONTRACT TYPE. This requirement is being solicited as a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract and will result in a Firm Fixed Price Contract to a responsible Offeror. This acquisition will be conducted using an Acceptable/Unacceptable rating for Technical Experience and a comparative analysis per FAR 13.106-1 for the Leadership Development Approach and the Staffing Plan.
4. ORDERING PERIODS. The specific ordering periods guaranteed minimum quantity are identified below. The guaranteed minimum is the only guaranteed order to be awarded under this solicitation, and specifically represents the

minimum guaranteed quantity as defined in FAR and DFARs clauses contained in this solicitation document, either in full text or by reference.
The contract will include five ordering periods:
Ordering Period 1: 28 May 2025 - 27 May 2026
Ordering Period 2: 28 May 2026 - 27 May 2027
Ordering Period 3: 28 May 2027 - 27 May 2028
Ordering Period 4: 28 May 2028 - 27 May 2029
Ordering Period 5: 28 May 2029 - 27 May 2030
Maximum possible quantity in one ordering period is one session of each Tier.
5. The guaranteed minimum is one session of JTL Tier I and at least 16 JTL Program Completion Plaques to be awarded via a task order simultaneously at the time the base IDIQ contract is awarded. The date for this session will be decided at time of award.
6. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE. The NAICS code is 611430, Professional and Management Development Training. The Product Service Code (PSC) is U008, Education/Training - Training/Curriculum Development.
7. SYSTEM FOR AWARD MANAGEMENT (SAM). All Offerors MUST be registered in the SAM database in accordance with FAR 52.204-7 and DFARS 252.204-7004. Lack of registration in SAM will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov.
8. COMMERCIAL AND GOVERNMENT ENTITY (CAGE) CODE. Offerors are requested to enter their CAGE Code on their quotes in the block with their name and address. The CAGE Code entered must match the name and address provided.
9. SOLICITATION INFORMATION. In addition to FAR provision 52.212-1, "Attachment 0002 - FAR 52.212-1 ADDENDUM - Instruction to Offerors" provides specific instructions regarding preparation and submittal of quotes.
Evaluation of the quotes shall be IAW the criteria stated in "Attachment 0003 - JTL Basis of Award".
a) The evaluation criterion is as follows:
i. Technical Experience (Written) - Must be technically acceptable in this area prior to moving on to Oral Presentations
ii. Leadership Development Approach (Oral Presentations)
iii. Staffing Plan (Oral Presentations)
iv. Price Quote
b) All questions related to this solicitation must be submitted by 3:00pm CDT on March 28, 2025 8:00 am CDT on March 31, 2025. The government is not obligated to provide responses to questions submitted by offerors but will consider them and incorporate changes into the RFQ as deemed necessary.
c) Technical Experience -
- The written Technical Experience (Acceptable/Unacceptable) is to be submitted by 3:00pmCDT on April 8, 2025 .12:00 p.m. CDT on April 11, 2025
- Offerors will be notified via email by 4:00 p.m. CDT Friday, April 18, 2025, of the result of their Technical Experience submittal.
- Offerors found to be technically acceptable under the Technical Experience criteria as outlined in Attachment 0003 - JTL Basis of Award will forward to the Oral Presentation phase.
d) Oral Presentations (Includes Leadership Development Approach and Staffing Plan) -
- Contract Specialist will coordinate with qualified Offerors whose Technical Experience was found to be acceptable via email during the dates of April 18 - 22, 2025 to establish a presentation time. Oral Presentations will be held in person at the Army Sustainment Command in building 390 on Rock Island Arsenal the dates of April 28 - May 9, 2025.
- MS PowerPoint Presentation slides must be submitted in advance no later than 12:00p.m. CDT April 25, 2025. No changes to the MS PowerPoint slides will accepted after this date and time.
- No paid or professional presenters are allowed.
e) Price Quote -
- Offerors whose technical proposals are determined technically acceptable shall also submit Pricing quotes electronically by 12:00 p.m. central time April 25, 2025 utilizing Attachment 0004 - Price Matrix.
- Certified Cost or Pricing Data is not required to be submitted with an Offerors quote. However, if an Offerors proposed price cannot be determined fair and reasonable, the U.S. Government reserves the right to request Other than Certified Cost or Pricing Data.
f) For additional instructions and information relating to technical experience, oral presentation, and price quote submittals reference Attachments 0001-0004.
g) Offerors should note the provisions at FAR 13.106-2, "Evaluation of Quotations or Offers". (b)(3) - If using price and other factors, ensure that quotations or offers can be evaluated in an efficient and minimally burdensome fashion.
Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers.
h) Although the Government does not intend to conduct meaningful exchanges, it reserves the right to conduct meaningful exchanges if needed. Additionally, the Government reserves the right to request clarifications during the evaluation process as needed. Clarifications do not constitute meaningful exchanges and an offeror is not allowed to change their quote in response to a request for clarification. All quotes shall be handled in accordance with FAR Subpart 3.104, Procurement Integrity.
i) The Offeror's quote shall be valid for 60 days after the closing date.
10. Note that the following FAR and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this requirement, are hereby incorporated by reference, and will also be included in the resulting contract award.
