Attachment 0003 - BASIS OF AWARD

I. Basis of Award

The U.S. Government will evaluate quotes submitted in response to this Request for Quote (RFQ) as established in the Attachment 0003 - Basis of Award and in accordance with FAR 13.106-1, FAR 13.106-2, FAR 13.106-3 and FAR 13.5. The government intends to make one contract award to the responsible Offeror conforming to the solicitation that will be most advantageous to the government, considering the following: Technical Experience, Leadership Development Approach, Staffing Plan, and Price.

1. The Technical Experience criteria will be evaluated on an acceptable/ unacceptable basis outlined in Section II (1). If Offeror receives an acceptable for technical experience, the Offeror will move on to the Oral Presentations as outlined in Section II (2) and Section II (3). If unacceptable, the Offeror will not move forward to the oral presentations portion of the solicitation and will not be considered for award.

2. The government will conduct a comparative analysis of the oral presentations to assess which oral presentation presented a superior approach and understanding of the requirements outlined in Section II (2) and Section II (3). The best value will be determined for Leadership Development Approach and Staffing Plan by comparing differences in the value of non-price features with differences in price to the government. The government will not assign formal adjectival ratings for the Leadership Development Approach and Staffing Plan but will describe the advantages and disadvantages of the various elements of each factor to assist in the comparison with Price. In making this comparison, the government is more concerned with obtaining superior non-price features than with making an award at the lowest overall price to the government. However, the government will not make an award at a significantly higher overall price to achieve slightly superior non-price features.

3. The government reserves the right to make a selection based upon initial submissions, so the Offeror should submit their best terms in the initial quote. The government also reserves the right to make no award. Award will be made to the responsible Offeror whose quote conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in this document, and the Performance Work Statement (PWS), and provides the best value to the government based on the results of the evaluation as discussed herein.

4. Per FAR 13.106(a)(2) the government is not required to state the relative importance assigned to each evaluation criteria. Price is not expected to be the controlling factor in the selection of an Offeror, but the degree of importance of price as factor could become greater depending upon the equality of the quotes for the non-price criteria being evaluated.

II. Evaluation Criteria

1. Technical Experience (written) (ten page limit including resumes). The government will evaluate the Offeror’s technical experience on an acceptable/unacceptable basis. If the Offeror is found to be unacceptable, the Offeror will not move on to the Oral Presentations. In order for the government to determine an Offeror Acceptable, the Offeror must demonstrate the necessary experience outlined in subparagraphs a through f below, with the methods for effective writing, briefing and presentation skills, conflict management, professional interviewing, project management and delegation that will be tied into training modules.

The government shall evaluate the Offeror on the following:

a. Served as a civilian in the government workforce in the Department of

Defense (DoD) or Department of Army (DA) for a minimum of five years.

Civilian Service must have been with the last 10 years and/or Offeror must be currently doing business with the DoD or DA with acceptable performance.

b. A minimum of 5 years experience in coaching participants, one-on-one and in a team environment, in areas of conflict resolution, mediation techniques, coaching and counseling practices, personal accountability, and communication, and/or a certification in executive coaching.

c. A minimum of 5 years experience in designing and delivering all of the leadership development modules listed in section 6 of the PWS.

d. Certified to administer and provide feedback on Benchmark By Design 360 Degree Assessment (or comparable 360 Degree Assessment) and MBTI Step II in-depth personality instruments/assessments. Must provide copy of certifications with quote.

e. A minimum of 5 years experience delivering and explaining assessments on topics such as Team Building, Problem Solving, and Communication.

f. A minimum of 5 years experience developing, customizing, delivering, and explaining personality and behavior assessments, and ability to provide participants with useful methods of applying this knowledge when working with different personalities in the workplace and with customers.

g. Letters of availability signed by the resources to be employed on this contract.

2. Leadership Development Approach to all three tiers (Oral presentation). The Offeror shall submit its Leadership Development Approach in a PowerPoint as outlined in Section 1, paragraph 7 of Attachment 0002 – Instructions to Offerors.

The Offeror shall be evaluated on the following:

a. The government will evaluate the Offeror’s demonstrated knowledge and a clear understanding of military fundamentals, military and civilian cultures along with demonstrating how to apply core Army values to civilian leadership.

b. The government will evaluate the Offeror’s demonstrated approach to providing a sequential leadership development program that will impart in participants the knowledge, skills and abilities to become effective leaders at all three tiers. This should include the design, development for each tier and how each tier will be facilitated. To include course curriculum for each tier that is relevant not only to Department of the Army Civilians but also remains current with private industry trends.

c. The government will evaluate the Offeror’s demonstrated training methods to be used in the leadership development program to include but not limited to team building activities, communication activities and conflict management techniques.

d. The government will evaluate the Offeror’s demonstrated approach to utilize various assessment tools in support of the curriculum and how these results will be interpreted and conveyed to the participants.

e. The government will evaluate the Offeror’s demonstrated approach to one-on-one coaching to all participants of each JTL Tier throughout the course of all programs.

f. The government will evaluate the Offeror’s demonstrated ability to implement best business practices for leadership development.

3. Staffing Plan (Oral Presentation). The Offeror shall be evaluated on the following:

a. The government will evaluate Offerors organizational chart and how instructors are assigned to each JTL Tier, and the respective instructors’ responsibilities.

b. The Government will evaluate the Offeror’s contingency plan to handle emergency situations when it may be necessary to utilize substitute instructors, per paragraph 4.5 of the Performance Work Statement (PWS).

III. Price

a. Per FAR 13.106-3(a), award must be made to offeror whose proposed price is determined fair and reasonable. Price quotes will be evaluated to determine fair and reasonableness in accordance with FAR 13.106-2 and, if only one response is received, 13.106-3(2). If only one acceptable Offeror the U.S. Government reserves the right to require additional pricing data from the Offeror to determine the reasonableness of an offer.

b. As part of the evaluation, line item prices that are significantly overstated or understated despite an acceptable total evaluated price may be rejected by the Government if the contracting officer determines the lack of balance poses an unacceptable risk to the Government.

IV. Solicitation Requirements, Terms and Conditions

Offerors are required to meet all solicitation requirements such as terms and conditions, representations and certifications, and technical requirements. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being ineligible for award.
