ATTACHMENT 0002 – FAR 52.212-1 ADDENDUM TO
INSTRUCTIONS TO OFFERORS
W519TC-25-Q-A006
I. Submittal of Quote
1. Quotes shall be received no later than the date identified on Page 1 through Page 4 of the Request for Quote (RFQ) W519TC-25-Q-A006. Quotes received after this time could be rejected and not considered for award. All quotes shall be submitted electronically to Ms. Angela Venes at angela.m.venes.civ@army.mil, Ms. Meghan Overton at meghan.a.overton.civ@army.mil and Ms. Kathleen M.

2. Do not assume electronic submission will be instantaneous. File size and number of files to be uploaded will be factors. Offerors should allow adequate time for submission completion and verify with the Government that all files were received.
3. All MS PowerPoint, MS Word, MS Excel documents, Adobe PDF documents, or assessment samples, shall include the following on each page:
• Complete offerors name
• Volume number
• File name and date
• RFQ number in the header and/or footer.
4. The acceptable electronic formats are MS PowerPoint, MS Word, MS Excel documents or Adobe PDF. All Adobe PDF and MS Word documents should be submitted with the ability to highlight and copy the text/data of the document.
Any documents submitted that are protected in such a way which does not enable the ability to highlight/copy/paste the text/data will not be accepted.
5. Oral Presentations will only be held for offerors found to be technically acceptable under the Technical Experience criteria as outlined in Attachment 0003 - Basis of Award. Notification of the Technical Experience rating will be provided Friday, April 18, 2025 to the offeror via email.
6. Each offeror moving forward to Oral Presentations is required to present the Leadership Development Approach and Staffing Plan utilizing MS PowerPoint slides. Slides will be limited to a combined total of no more than 50 slides, inclusive of all three tiers described in Attachment 0001 – Performance Work Statement (PWS) – JTL25 – FINAL (27FEB25).

7. Oral Presentation shall not exceed four hours for Leadership Development
Approach and Staffing Plan. The offeror must provide a point of contact for scheduling the oral presentation. The slides are to be submitted electronically, with the complete quote package (Oral Presentation Power Point Slides and Price Quote), by 12:00pm CDT April 25, 2025.
8. The oral presentations will be presented in Building 390 at Army Sustainment
Command Headquarters on Rock Island Arsenal. The oral presentations will NOT be videotaped or otherwise electronically recorded.
9. In no way will the information contained on the electronic copy that was originally submitted be changed or verbally corrected during the oral presentation from that of the original submittal.
10. Each offeror will be given ten minutes to prepare the briefing room and equipment prior to starting the oral presentation. Offeror will not be able to connect to the internet through the Government’s network. After the oral presentation, the offeror will be excused to allow time for the Government team to meet. The offeror will then return for a question and answer (Q&A) session.
11. Contract Specialist will coordinate with qualified Offerors whose Technical
Experience was found to be acceptable via email during the dates of April 18 – 22, 2025 to establish a presentation time. Each offeror will be scheduled to provide an oral presentation and participate in the Q&A session in person. Only key personnel responsible for project performance such as program/project managers and supervisors shall give the oral presentation. No paid or professional presenters are allowed. The offeror is allowed up to a total of five representatives that may participate in the oral presentation and Q&A sessions.
12. Briefing charts and oral presentation shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation.
Each offeror may determine and use the format (Adobe PDF or MS PowerPoint) of their choice for the briefing charts. Each chart shall contain the following legend:

13. The charts and oral presentation should not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how the offeror intends to meet this requirement. Offerors shall assume the Government has no prior knowledge of the offeror’s capabilities and will base its evaluation on the information provided in the offeror’s oral presentation. There shall be no reference to price in the briefing charts or oral presentation.
II. General Offeror Instructions
1. Quotes shall clearly demonstrate an understanding of each of the Government’s objectives and requirements.
2. Failure to provide quotes in accordance with the instructions and format specified in the RFQ shall render the offeror’s quote incomplete. The quote will not be further evaluated and will not be considered for award. The Government is not obligated to engage in any meaningful exchanges with an offeror who fails to provide all of the required documents for evaluation.
3. An authorized official of the firm shall sign the Standard Form 1449 and all certifications requiring signature.
4. Offerors must be registered in the System for Award Management (SAM) and have a CAGE Code.
5. Include the quote number in the header and/or footer of each quote document.
6. This instruction describes the type and extent of information required and emphasizes the significant areas to be addressed in the quote. Review the Attachment 0001 – Performance Work Statement (PWS) – JTL25 – FINAL (27FEB25) contained in this RFQ for further insight into the areas that must be addressed. Include sufficient information to enable the Government Technical Team to make a determination relative to the Offeror’s understanding of the requirements in each of the evaluated areas. It is the Government’s intent to award a Firm Fixed Price (FFP) CLIN for JTL Tier I, and a FFP CLIN for the JTL Program Completion Plaque to meet the Government’s guaranteed minimum.
7. The offeror must not merely re-state the technical acceptance requirements stated in the RFQ but rather must provide convincing documentary and narrative evidence. The offeror shall provide sufficient detail to substantiate the validity of all stated assertions of their ability to meet the evaluation requirements. Clarity and completeness are essential. Data not submitted with the quote, but submitted previously, or presumed to be known (i.e., previous projects performed for the USG) will not be considered part of the quote. The Government is not obligated to make another request for the required information nor does the Government assume the duty to search for data to cure problems it finds in quote.
8. The Contracting Officer may make an evaluation determination for the purposes of efficiency consisting of only those quotes that have a reasonable chance of award or make no award should no quote prove to be acceptable based on the evaluation criteria. Any offeror quote eliminated from further consideration will be notified in writing/EMAIL.
9. Offerors should note the provisions at FAR 13.106-2, "Evaluation of Quotations or Offers". (b)(3) - If using price and other factors, ensure that quotations or offers can be evaluated in an efficient and minimally burdensome fashion. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers.
10. Although the Government does not intend to conduct meaningful exchanges, it reserves the right to conduct meaningful exchanges if needed. Additionally, the Government reserves the right to request clarifications during the evaluation process as needed. Clarifications do not constitute meaningful exchanges and an offeror is not allowed to change their quote in response to a request for clarification. All quotes shall be handled in accordance with FAR Subpart 3.104, Procurement Integrity.
11. The quote shall be valid for 60 days from the required submission date unless an alternate period is clearly stated in the RFQ or an extension is given.
12. Quotes, modifications, revisions, or withdrawals of quotes received after the date established in the RFQ for receipt of quotes will not be accepted.
13. The Government is not obligated to provide responses to questions submitted by offerors, but will consider them and incorporate changes into the RFQ as deemed necessary.
14. To be considered for award, the offeror must submit a complete response to this
RFQ using the instructions provided. In the event of a conflict between the offeror's quote and the RFQ, the RFQ shall take precedence.
III. Evaluation Criteria:
1. The offeror shall demonstrate their knowledge and experience in the following categories:
a. Technical Experience/Key Personnel (Written) (Must be technically acceptable in this area prior to moving on to Oral Presentations)
b. Leadership Development Approach (Oral Presentation)
c. Staffing Plan (Oral Presentation)
d. Price
IV. Technical Experience/Key Personnel (Written) (Ten Page Limit Including
Resumes):
1. Offeror shall demonstrate in writing to include resumes and any certifications by 3:00pm CDT on April 8, 2025, that key personnel or a combination of key personnel have the following experience:
a. Served as a civilian in the government workforce in the Department of Defense (DoD) or Department of Army (DA) for a minimum of five years.
Civilian Service must have been with the last 10 years and/or offeror must be currently doing business with the DoD or DA with acceptable performance.
b. A minimum of 5 years’ experience in coaching participants, one-on-one and in a team environment, in areas of conflict resolution, mediation techniques, coaching and counseling practices, personal accountability, and communication, and/or a certification in executive coaching.
c. A minimum of 5 years’ experience in designing and delivering all of the leadership development modules listed in section 6 of the PWS.
d. Certified to administer and provide feedback on Benchmark By Design 360 Degree Assessment (or comparable 360 Degree Assessment) and MBTI Step II in-depth personality instruments/assessments. Must provide copy of certifications with quote.
e. A minimum of 5 years’ experience delivering and explaining assessments on topics such as Team Building, Problem Solving, and Communication.
f. A minimum of 5 years experience developing, customizing, delivering, and explaining personality and behavior assessments, and ability to provide participants with useful methods of applying this knowledge when working with different personalities in the workplace and with customers.
g. Letters of availability signed by the resources to be employed on this contract.
V. Leadership Development Approach to all three tiers (Oral Presentation)
1. The offeror shall submit its Leadership Development Approach in a PowerPoint as outlined in Section 1, paragraph 6. The PowerPoint must address the following:
a. Offeror shall demonstrate knowledge and a clear understanding of military fundamentals, military and civilian cultures along with demonstrating how to apply core Army values to civilian leadership.
b. Offeror shall describe its approach to providing a sequential leadership development program that will impart in participants the knowledge, skills and abilities to become effective leaders at all three tiers. This should include the design, development, and execution plan for each tier. The offeror shall also include course curriculum for each tier that is relevant to the Department of the Army Civilians, and remains in keeping with current private industry trends.
c. The Offeror shall demonstrate training methods to be used in the leadership development program to include but not limited to team building activities, communication activities and conflict management techniques.
d. The Offeror shall describe its approach to utilize various assessment tools in support of the curriculum and how these results will be interpreted and conveyed to the participants.
e. The Offeror shall describe its approach to one-on-one coaching to all participants of each JTL Tier throughout the course of all programs.
f. Offeror shall be evaluated on its ability to implement best business practices for leadership development.
VI. Staffing Plan (Oral Presentation)
1. The offeror shall submit its Staffing Plan in a PowerPoint. The PowerPoint must address Section 4.5 of the PWS to include the following:
a. Offeror shall present its organizational chart and identify the instructors assigned to each Tier and their respective responsibilities.
b. Contingency plan to handle emergency situations when it may be necessary to utilize substitute instructors, per paragraph 4.5 of the Performance Work Statement (PWS).
VII. Price:
1. The Offeror shall submit their pricing using the MS Excel Price Matrix
(Attachment 0004). The Offeror shall completely fill out the Price Matrix by entering the required information in the blue highlighted cells. No action is required by Offerors in relation to any other cells in the price matrix. If an offeror fails to submit unit prices for all CLINs and all ordering periods the Government may consider the quote unacceptable and the Government may reject the quote.
2. The offeror is required to submit a per student price for each quantity range in CLINs 0001 and 0002 for each of the five ordering periods. In CLIN 0003 the offeror will submit a per student price for each ordering period for the quantity of 16 students. In CLIN 0004 the offeror will provide a unit price for each plaque per student. The Total Evaluated CLIN Price will be the sum of the evaluation price for each ordering period in each CLIN.
The offeror's Total Evaluated Price for the purpose of evaluation will include five 12-month ordering periods. The Total Evaluated Price will be the sum of the Total Evaluated CLIN Price for CLINs 0001 through 0004.
3. All prices shall be stated in current U.S. dollars, rounded, and displayed to two decimal places.
4. The Price Matrix is locked to prevent inadvertent changes. The Offeror shall not alter the Price Matrix in any way. If an Offeror changes the price matrix, its quote may be considered unacceptable and ineligible for award.
