SOLICITATION AMENDMENT 4
The purpose of this Solicitation Amendment 4 is to:
1. Answer contractor submitted questions.
2. All other terms and conditions remain unchanged.
The following have been modified:
QUESTIONS AND ANSWERS
Q1. "Are the 3.5" rollers necessary. The manufacturer Marvel uses 2.5" diameter rollers on their roller tables which is standard with that machine. Also, the marvel tables are fabricated to bolt to the machines and have the correct height and mount in the infeed and outfeed of the machine."
A1. 2.5" diameter rollers will be acceptable.
Q2. "Does the end user need a vertical style miter saw or can it be a horizontal style? There is a difference and depending on the application, perhaps a horizontal style does not work."
A2. A vertical style miter saw is needed IAW the scope of work (ATTACHMENT A02 RIPD E4000-25-2-03
SAWS FINAL-COPY).
Q3. “This specification may be incorrect:
4.3.5 EXTENSION ROLLER TABLE: 10'0" long. (Min.) Out feed table must be able to support 5,000 lb. (min.) 3.5" diameter ball bearing rollers (min.) on 6" centers. (Max.)
1st Section Dead Roller Table, 10' (F106): They attach to the machine on either the in-feed or discharge (outfeed) sides of the machine. They are
FIRST.
If you want a 10' infeed conveyor and a 10' discharge conveyor, you order
(2) of the above and we specify when ordering from the factory (1) for infeed and (1) for discharge.
Extension Dead Roller Table, 10' (X106) ONLY attach to other Dead Roller Tables, NEVER the machine.
A F106 is $X as it has more legs and the ability to mount to the machine than a X106 which is $X and can only mount to another conveyor section.
If someone bids as is currently specified, they will be less expensive, but be supplying a conveyor section that will not be able to mount to the discharge side of the machine without a first section conveyor."
A3. Thank you for pointing this out, you are correct. The intention is to have an infeed and an outfeed table which attach to either side of the machine.
Q4. “4.3.2 HYDRAULIC HOLD-DOWNS: Nesting fixtures for top clamping for multiple cutting. Vertically mounted hydraulic clamps on each vise jaw Min. Capacity:
24" High.
Question:
Will the customer accept hydraulic hold-downs top clamping with a minimum capacity of 21" high?
With a 48" shuttle on an Amada-Marvel VT5063SW (2150APCS) the maximum vertical clamping is 21".
Optional extended feed shuttles, 8', 13' & 18' have 25" vertical, but the other specifications in the RIPD speak to a 48" shuttle machine, not an extended feed machine.”
A4. Hydraulic hold-downs top clamping with a 21" high capacity will be acceptable.
Q5. I would like to point out that Amendment 3 made acceptable: hydraulic hold downs top clamping with a 21” high capacity.
In reviewing the revised RIPD these (2) sections were updated on A02+RIPD+E4000-25-2- 03+SAWS+REVISED+042125+(004).pdf to reflect that:
4.4.6 HYDRAULIC HOLD-DOWN: (Nest clamp) mounted on the machine table. For vertical clamping of structural shapes or multiple bar work. Capacity 15” horizontal, and up to 20” vertical, using extension sections with clamps.
4.4.7 HYDRAULIC HOLD-DOWN SHUTTLE: (Nest clamp) mounted on automatic index table. For vertical clamping of structural shapes or multiple bar work. Capacity 15” horizontal, and up to 20” vertical, using extension sections supplied with clamps.
But, this section was not:
4.3.2 HYDRAULIC HOLD-DOWNS: Nesting fixtures for top clamping for multiple cutting. Vertically mounted hydraulic clamps on each vise jaw Min. Capacity: 24” High.
A5. Sections 4.4.6 and 4.4.7 have not been modified in the A02+RIPD+E4000-25-2- 03+SAWS+REVISED+042125+(004) as you referenced. Those sections have not been modified from the original version of the RIPD.
As for 4.3.2, there were no changes made, but hydraulic hold-downs top clamping with a 21" capacity remains acceptable. That section was not altered because a 24" capacity may be possible for another vendor.
When completing the tech review, a non-compliance with section 4.3.2 and subsequent explanation of a 21" capacity as discussed will be deemed as a minor non-compliance and will be accepted.
Q6. How is the government handling tariff pricing?
While the Saw we will be offering is made in the US, it is constructed employing globally sourced components and as such, like all the machine builders we represent, in the now volatile and ever-changing tariff landscape, is issuing this statement to buyers on purchase contracts:
If new tariffs, duties, taxes, or other government-imposed charges are introduced or modified either prior to or after the execution of a contract, the parties agree to promptly and in good faith renegotiate the pricing to reasonably reflect the financial impact of such changes. Any agreed-upon adjustments shall be documented in writing.
A6. There has been no guidance from the administration and there are no set processes in place to account for these volatile times. In some situations, there may be FAR clauses in our solicitations that would apply to such changes, depending on the dollar value and/or acquisition strategy being used for a requirement, such as 52.229-3 regarding taxes, 52.216-2, 3, 4 regarding equitable adjustments, or DFARS 252.225-7013 regarding duty free taxes. For this scenario, this is a competitive, firm fixed price action and contractors are to quote their best pricing at the time of solicitation, including shipping FOB destination, as indicated in the solicitation. Since there has been a pause on tariffs currently and they may or may not be in place at the time of award/delivery, and since the Government isn’t aware where contractors receive their supplies from, it would be the contractor’s responsibility to decide if the pricing should include them based on the delivery schedule outlined in the solicitation, but noting that the Government will accept early deliveries if at no additional charge. I must stress again that this is a competitive, firm fixed price contract and the low contractor will be expected to hold their pricing as quoted for the time frame specified in the solicitation.
