Aviation Custodial Services - W519TC-23-R-2008 Site Visit Questions
14-15 MAY 2023
1. The average amount of daily consumables to be fulfilled by the contractor.
A: Unknown, should be analyzed by the Contractor.
2. The average number of occupants per building or on site in general.
A: In general, about 1600 occupants for all sites.
3. The total number of trash cans/plastic liners.
A: Should be one can per office
4. The exact work to be done in the warehouses and hangars.
A: Sweeping, Mopping, dusting and garbage removal. Refer to PWS for all additional requirements.
5. If the soap dispensers are to be provided by the Government or the contractor. If by the Government, approximately how many?
A: Soap dispensers are already in the buildings. At least two per bathroom.
6. The general time ranges for cleaning the bathrooms during working hours.
A: Please refer to the PWS.
7. If the list of the site visit attendees would be published soon on SAM.gov.
A: No
8. Regarding the Job in Pantry and dining area, whether our janitors will be responsible for washing the dishes and dining the food?
A: No
9. During the site visit we saw Tea Boys with in-office facilities. Please enlighten us, on whether we have to provide tea boys along with Janitors.
A: Tea Boys are not a requirement in the PWS.
10. Within the warehouse facility, whether our janitors will be used for Loading and unloading of materials.
A: No
11. Cleaning outside the facility coming under this SOW or not A: No
12. Are we responsible for operating heavy machines for cleaning the Airfield area?
A: Only any machinery that the Contractor thinks is necessary to efficiently complete a task. For example:
Cleaning hangar floors.
13. What about the maintenance, Cleaning and Irrigation of the landscape areas, are these part of scope?
A: Landscaping is not a requirement in the PWS.
14. What about the roads and grounds cleaning, is it part of the scope if yes is this within the perimeter fence?
A: No
15. What about the cleaning of the parking lots?
A: No
16. What about air field at heliport and Heli parking hangars at AVUM, is these cleaning is part of scope?
A: Yes, This is why we did a walk through in those areas.
17. What about the waste management, is this the only removal from point of generation of waste and collection at main point in each facility or disposal to the land fill is also part of scope?
18. A: Only to the collection point.
19. What about liquid waste like sewerage, is this the part of scope and what is the sewerage infrastructure on all sites?
A: No
20. Is this only the cleaning scope for floors, toilets etc. and no maintenance related task is the part of this scope?
A: Correct, no maintenance tasks.
21. What about the pantry rooms at different buildings only cleaning is the scope or hospitality service and material is also included, if yes please advise quantities of the hospitality material.
A: Hospitality is not a requirement of the PWS.
22. What about is any waste oils and liquids removal and cleaning is also the part of scope?
A: There is no waste oil removal requirement.
23. What about the disposable supplies like tissues or air refresher supply to offices is the part of the scope?
A: Contractor is responsible. Refer to PWS.
24. What about drab station officers accommodation and soldiers accommodation is part of scope or not?
A: Only common areas.
25. What about the shelves of the warehouses are these cleaning is part of scope of work?
A: Yes, for dusting.
26. What about the liquid hand soap is there any specification or general SAG approved any liquid soap can be used?
A: Contractor determines specifications.
27. Hand sanitizer dispense and refilling has to be provided by the contractor?
A: Contractor is responsible. Refer to PWS.
28. How much outdoor area to be cleaned of a building/office is the responsibility of contractor?
A: Refer to PWS
29. Will government allow to use their equipment's to the contractor in the high reach surfaces if required ?
A: Yes
30. As we have not visited all the buildings kindly let us know the total area to be service in the contract?
A: Refer to attachments in SAM.gov. Site visit allowed access to all buildings.
31. Khashm Al Aan Heliport (KAH), Required Building List please?
A: Refer to attachments in SAM.gov.
32. External Facade Cleaning Include? Required Scope of work.
A: Not a requirement.
33. Outdoor common areas cleaning Include? Required scope of work.
A: No cleaning for outdoor common areas.
34. To estimate the quantity of Supplies and consumables , could you please share the approximate number of users at each of the 3 locations ?
A: See question 2
35. Reference to B.08 KAA & DAA Bldg List, It does not provide a clear picture of the efforts. Could you please provide a breakdown of each building area tentatively divided into following Categories:
a) Exposed Concrete floor (site visit was provided to make assessment) ___ SQM
b) Epoxy coated Concrete floor _(site visit was provided to make assessment) __SQM.
c) Carpet__(site visit was provided to make assessment) _______SQM.
d) Resilient floor including Raise floors _(site visit was provided to make assessment) __ SQM.
e) Mable, Terrazzo and Porcelain (Offices and Common Area floors)__(site visit was provided to make assessment) _SQM.
f) Ceramics , Porcelains Resilient ( Kitchens, Restrooms and any other wet area floors__(site visit was provided to make assessment) __SQM.
36. Is KO permitted to hire a work force from other sources not directly under his sponsorship ?
A: KO will allow to responsive vendor meeting all provisions of the bid solicitation
37. Is KO permitted to involve a sub-contractor for some of his tasks?
A: Vendor is allowed to subcontract
38. Reference to PWS Para-7.3.1. “The Contractor is responsible to ascertain actual square footage.” In case of a significant difference in footage, will the contract price be adjusted accordingly upon verification of the area after the contract award?
A: No
39. Are there any areas to be cleaned where a manlift , scaffoldings or crane is required? For example :
a) Removal of bird nesting and droppings from overhead structural members of pre-engineered metallic buildings and sunshades.
A: No
b) Exterior glass or finishing surfaces of ATC Towers A: No
40. Is cleaning of following items/ areas is required ?
a) Mechanical Equipment like Packaged AC units and related ducting and air diffusers
A: Only Dusting
b) Ceiling and wall mounted electrical fixtures
A: Only Dusting
c) Curtains, Blinds, and drapes
A: Yes
d) Windows and Glass panels
A: Yes
e) Suspended Ceilings
A: No
f) Electrical Panel boards, UPS units Transformers and control equipment
A: Only dusting
g) Planum areas under raised floors and above suspended ceilings
A: No
h) Roof surfaces, Downspouts, and gutters
A: No
i) Kitchen equipment, furniture, and appliances in DFACs
41. Reference PWS Para -1.6.1 “A fully qualified workforce shall be on board no later than the second week of the contract award.”
a) Does it mean that the KO is required to mobilize all his workforce to start the work on all 3 locations?
A: Mobilization is the vendor’s responsibility
b) How much time the Government is required to process the access permits after submission of KO’s documents ?
A: Upon award vendor will provide a list of personnel/vehicles which will be submitted to MNG for vetting.
42. Reference to site visit (Date: May 14 & 15), please clarify the following:
a) During the site visit, we visited the kitchen/DFAC as well. Is kitchen hoods, exhaust ducts and grills cleaning / de-greasing being in our scope?
A: No
b) Are playgrounds part of our scope?
A: No
c) Flight Line Cleaning or floor degreasing or spill kits, is part of our scope?
A: No flightline cleaning
d) Is our scope include the following:
i. vertical surfaces cleaning
A: Do not understand the question.
ii. HVAC Ducts cleaning, A: Only outer surfaces
iii. 1st or 2nd floor window cleaning from outside, (reference MNG Aviation Institute)
A: Only first floor windows.
iv. Hazardous waste generated by aircraft maintenance (Ref. SOW Para-1.6.3.3)
A: Not responsible for Aircraft waste.
v. Hazardous spills clean-ups and disposal
e) Is the Mezzanine floor in warehouses included in our scope?
A: Yes
f) In Simulator buildings, is cleaning of HVAC Units in our scope?
A: No
43. 1.1 OBJECTIVE/SCOPE Page no 02: The Government will award a Firm Fixed Price contract vehicle." Kindly confirm vehicle will be provided by government.
A: A vehicle will not be provided.
44. 1.3 PLACE OF PERFORMANCE. Page no 01" "Please share Building details of Khashm Al Aan Heliport (KAH) Its not available in attachment " A: A site visit was provided to allow assessment of each site and facilities.
45. 1.2 PERIOD OF PERFORMANCE. Page no 01. The period of performance is for a one-year base period with four, one-year option periods." Pls confirm the period is of 66 months ?
A: There will be one base year (could be less than 12 mths to make necessary alignments) and four one year options. The government is not obligated to exercise 52.217-8.
46. 1.3 PLACE OF PERFORMANCE. Khashm Al Aan Airfield (KAA); 2) Khashm Al Aan Heliport (KAH); and, 3) Dirab Airfield (DAA)." What is distance between these locations?
A: Covered during site visits.
47. 1.1 OBJECTIVE/SCOPE Page no 03, 1.9.2- Heating, Ventilation and Air Conditioning controls shall not be adjusted by the Contractor’s employees." This will require technician to handle HVAC?
A: HVAC is not a requirement. This refers to adjusting temperatures in the buildings.
48. 1.13 PROTECTION OF GOVERNMENT PROPERTY. Page no 05. 1.13.2- The Contractor shall return areas damaged because of work under this contract to their original condition, to include painting, refinishing, or replacement if necessary." is this applicable for all areas?
A: Yes, if the damage was caused by the Contractor, the Contractor is responsible for the repairs in any area of occurrence
49. 5.5 MONTHLY SERVICES. Page no (including glass in partitions and doors) to a height of 7 feet above the floor level. Page no 10, High Dusting/Cleaning. High cleaning includes cleaning horizontal and vertical surfaces over 7 feet above floor level including all overhead piping and ceiling areas. All dust litter and soil shall be removed from all surfaces" This requires specialized work at height cleaning technique and will require special equipment’s etc . Will this equipment be provided by government? Can we sub-contract this activity?"
A: Government equipment will not be provided. Contractor can subcontract at own cost.
50. The contractor shall complete the transition of its workforce with the incumbent transitioning out within 30 days of NTP. Minimum 60 days would require for transitioning specially when it comes to completing all access documents, security Clearances and other formalities for coordination with government agencies.
51. Please confirm accommodation for contractor staff will be provided by government free of cost.
A: No
52. Please confirm government will provide all storage facilities for contractor?
A: Yes
53. Please confirm government will provide offices with internet, telephone facilities to contractor?
A: No
54. Is it mandatory the staff shall be under the sponsorship of the Contractor Or can we outsource skilled staff from reputed 3rd party manpower suppliers?
A: Subcontractors allowed
