Aviation Custodial Services - W519TC-23-R-2008 RFQ Questions & Answers
1. Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbents’ name as well as the contract number?
A: There is an incumbent currently performing these services. The incumbent is Northrop Grumman -Vinnell Arabia Company. Contract Number: W90BRJ-22-C-0006.
2. We would like to inquire about whether there is a previous contract/Incumbent of the same scope of work as this requirement.
A: See Question 1 above.
3. “In order to be considered for award your quote submission shall contain legible copies of your business license and VAT certificate for the Kingdom of Saudi Arabia. (KSA) Failure to provide the copies of the KSA business license and VAT certificate with your quote submission, shall deem your quote non-responsive and ineligible for award.” – Would a subcontractor business license be enough, or should the prime contractor be a business in KSA?
A: The Prime Contractor needs to be licensed to conduct business in KSA.
4. I would like to request an information. If we can bid on the above subject and by signing a JV on the local companies in the region?
A: Yes, Joint Ventures are authorized. However, the Joint Venture shall be registered in the System for Award Management and have a valid VAT Certificate and appropriate Business license for the Kingdom of Saudi Arabi.
5. Reference to above subject solicitation no. W519TC-23-R-2008 Aviation Custodial Services, would it be possible to have a site-visit. If yes, what’s the procedure and when it can be done.
A: The United States Government is in the process of setting up a site visit and the information will be posted to System of Award Management website.
6. Could you please provide me with the previous award notice or an estimate of the previous winner’s total amount awarded for cross reference if possible?
A: The Unites States Government cannot provide the information requested as it is currently being performed as a subcontract to a contract and considered propriety information of the contract holder.
7. Are you able to provide me with any of the following:
a. ROUGH ORDER OF MAGNITUDE (ROM) of this contract?
A: The United States Government cannot provide this information.
b. DOLLAR RANGE of this contract?
c. NOT TO EXCEED $ (NTE) of this contract?
d. PREVIOUS AWARDED VALUE of this contract?
8. Hence, the QNCS team intends to visit the site for additional evaluations; following that, we will be able to provide the commercial offer realistically. The suggested site visit is scheduled for January 17, 2023, a Tuesday. We are very grateful for allowing us for a site visit.
9. In the attachments there was a File: File Name (B.08 Heliport Drawings) it contains of architectural drawings and layout for all buildings of 2) Khashm Al Aan Heliport (KAH).
That's why everything is clear for KAH Base. But there are no architectural drawings or BOQ for these two locations 1) Khashm Al Aan Airfield (KAA) & 3) Dirab Airfield (DAA)I downloaded file (B.08 KAA & DAA Bldg. List) it contains of the Building Names and the areas only but there are no architectural drawings or layout for these two locations, It's important to have the drawings to know how many toilets, kitchens, also the floor type, etc in each building because we'll supply Materials, Equipment, Tools.
Since there is no site visit and the architectural drawings are not available, I think AVN knows the labors numbers who are workings in each location from these three locations, so they can just provide with the current labor numbers and it'll be easy to calculate for materials supplies.
No question asked.
10. Is it possible for us to visit the site? This will help us to know more about the scope of work.
11. Are we required to submit a technical proposal? If yes, what are the parts to be included in the proposal? (ex: past performance, QA plan, etc.)
A. This is a Request for Quote. A technical proposal is not required.
12. To estimate the quantity of supplies and consumables, could you please share the approximate number of users at each of the 3 locations?
A. Due to security precautions, cannot share number of personnel at the 3 locations.
13. Reference to B.08 KAA & DAA Bldg List, It does not provide a clear picture of the efforts. Could you please provide a breakdown of each building area tentatively divided into following Categories?
a. Exposed Concrete floor_______ SQM
b. Epoxy coated Concrete floor __________SQM
c. Carpet ______________________SQM
d. Resilient floor including Raise floors _________ SQM
e. Mable, Terrazzo and Porcelain (Offices and Common Area floors)______SQM
f. Ceramics, Porcelains Resilient (Kitchens, Restrooms and any other wet area floors ______SQM
A: It is the responsibility of the Contractor to obtain this information during the site visit.
14. Is KO permitted to hire a workforce from other sources not directly under his sponsorship?
A: This is a question for the Saudi Arabian Government.
15. Is KO permitted to involve a sub-contractor for some of his tasks?
A: Yes
16. Reference to PWS Para-7.3.1. “The Contractor is responsible to ascertain actual square footage”, in case of a significant difference in footage, will the contract price be adjusted accordingly upon verification of the area after contract award?
A: See Q#13
17. Are there any areas to be cleaned where a manlift, scaffoldings or crane is required?
For example:
a. Removal of bird nesting and droppings structural members of pre-engineered metallic buildings and sunshades.
b. Exterior glass or finishing surfaces of ATC Towers
A: No requirement for scaffolding or crane.
18. Is cleaning of following items/ areas is required?
a. Mechanical Equipment like Packaged AC units and related ducting and air diffusers
b. Ceiling and wall mounted electrical fixtures
c. Curtains, Blinds, and drapes
d. Windows and Glass panels
e. Suspended Ceilings
f. Electrical Panel boards, UPS units Transformers and control equipment
g. Planum areas under raised floors and above suspended ceilings
h. Roof surfaces, Downspouts, and gutters
i. Kitchen equipment, furniture, and appliances in DFACs
A: Yes, to all except the DFAC.
19. Reference PWS Para -1.6.1 “A fully qualified workforce shall be on board no later than the second week of the contract award.”
a. Does it mean that the KO is required to mobilize all his workforce to start the work on all 3 locations?
A: The Contractor shall mobilize for all three locations.
b. How much time the Government is required to process the access permits after submission of KO’s documents?
A: No later than 3 weeks after.
20. RFQ FAR 52.212-2 Evaluation – Commercial Items; Para. 3(a): Text states that award will be based on Lowest Price, Technically Acceptable and that “Technical and past performance, when combined, are less significant when compared to price.”
DISCUSSION: Absent detailed Sections L and M, this Offeror will submit its solution on SF 1449 per FAR 52.212-1, Instructions to Offerors – Commercial Items. FAR does not quantify number of past performance summaries, page length, or recency. QUESTION:
In completing an LPTA evaluation, how will the Government objectively score the offerors’ technical and past performance?
A: This is a request for quote. Only the quote will need to be provided. The Government will use U.S. Government past performance websites for past performance. If the Contractor does not have any past performance on record, the Contractor will receive a neutral rating.
21. PWS Para. 1.6.1 and Para. 6.14.1.2: Para. 1.6.1 states that the Contractor will have a fully qualified workforce on board no later than the second week of the Contract Award.
Para. 6.14.1.1 states that “The Contractor shall complete the transition of its workforce with the incumbent transitioning out within 30 days of NTP.” DISCUSSION: Basing onboarding of workforce in days from award seems to conflict with the second paragraph that allows 30 days of transition from the notice to proceed (NTP).
QUESTION: Please define the transition period and the event (award or NTP) that starts the clock for this effort.
A: The Contractor shall be fully able to perform all requirements of the contract NLT 30 days after the NTP at all three locations.
22. PWS Para. 3.1 UTILITIES: Text states that “The Contractor shall provide and maintain, at own expense, the necessary service lines from existing Government outlets to the site of work. DISCUSSION: This opportunity is a Firm Fixed Price contract. PWS does not describe for the Offeror the magnitude or cost of providing the necessary connecting lines. QUESTION: Please provide enough information concerning the service line requirements for the Offeror to price this task.
A: This paragraph will be removed.
23. PWS Para. 4.1 GENERAL: Text states that “Material, equipment, and supplies provided shall be of acceptable commercial grade and quality.” DISCUSSION: Requirement for acceptable commercial grade and quality is vague and non-descriptive. QUESTION:
Please provide additional information that ensures Offerors acquire equipment and supplies that meet a defined standard other than “commercial grade” which is difficult to quantify without additional guidelines.
A: The contractor shall determine the material, equipment, and supplies necessary to accomplish the requirement to the PRS standards.
24. QASP, Para. 1.3 Performance Management Strategy: Text states that “The Contractor’s Quality Control Plan (QCP) will set forth the staffing procedures for self-inspecting the quality, timeliness, responsiveness, customer satisfaction, and other performance requirements of the PWS.” Discussion: The RFP does not appear to provide a CDRL schedule or mention the due date for delivering the QCP. Question: When should the Offeror deliver its QCP to the Government?
A: 30 days after contract award.
25. Airfield / Building Diagrams: Diagram 8 shows 8-Mess Hall Building 012. DISCUSSION:
Custodial work for unit dining facilities is much different from providing custodial support to offices, hangars and ready rooms.
a. QUESTION 1: Does the #8 diagram portray the dining facility at Khashm Al An and if so, is there not a dining facility at Dirab?
b. QUESTION 2: Is the custodial work for the dining facility 012 intended just for the common areas or does it include all space in the DFAC?
A: DFAC services, to include cleaning the DFAC is not a requirement of this contract.
26. Kindly find our company’s questions regarding the above referenced RFQ below:
a. Are there specific requirements or standards for the restrooms’ supplies ex: 2 ply toilet paper, 2 ply paper towels that do not degrade during the drying process, disinfectant solution, disinfectant hand soap, bleach?
A: The contractor shall determine the material, equipment, and supplies necessary to accomplish the requirement to the PRS standards.
b. What is the restocking level of the restroom supplies?
A: See 26.a.
c. Hours of operation per day are included. How many days per week?
A: Ref: 1.4 Standard work hours, 5 days/ week.
d. CR will be provided office facility at KAA. What about DAA?
A: Office will be provided at DAA.
e. Are you providing storerooms for the contractor to store his material and equipment?
A: Yes
f. What is the category of waste required to be emptied from the dumpsters?
A: Dumpsters are emptied by another contract.
g. Should the cleaning of open spaces like Motor Pool Sunshades be included?
A: No
h. Are the Command of Company buildings at KAA all partitions of the same building or just separate buildings of the same size?
A: Question needs clarification. May be answered during site visit.
i. 4.1 GENERAL. The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 3 of this PWS. Material, equipment, and supplies provided shall be of acceptable commercial grade and quality. What is the required acceptable level of commercial grade and quality of these supplies?
A: The contractor shall determine the material, equipment, and supplies necessary to accomplish the requirement to the PRS standards.
j. Will there be any site visit.
A: The United States Government is in the process of setting up a site visit and the information will be posted to System of Award Management website.
k. When is the anticipated date of award?
A: 60 to 90 days after RFQ closes.
l. Are you providing storerooms for the contractor to store his material and equipment?
A: Yes
m. How many trash cans / containers that their plastic liners should be changed every day. What are the sizes?
A: It is the responsibility of the Contractor to obtain this information during the site visit.
n. What is the total size of carpet and rug areas that will be shampooed and cleaned in each site?
A: No carpets on site.
o. What is the total size of floor areas that will be waxed in each site?
A: No waxing required for this contract.
27. Performance Work Statement (PWS) 1.1 OBJECTIVE/SCOPE Page no 02: “The Government will award a Firm Fixed Price contract vehicle."- Kindly confirm vehicle will be provided by government.
A: No
28. Performance Work Statement (PWS) 1.3 PLACE OF PERFORMANCE, Page no 01, Please share Building details of Khashm Al Aan Heliport (KAH), it’s not available in attachment.
29. Performance Work Statement (PWS) 1.2 PERIOD OF PERFORMANCE, Page no 01, “The period of performance is for a one-year base period with four, one-year option periods.”
Please confirm the period is of 66 months.
A: 52.217-9 Clause has been corrected to 60 months.
30. Performance Work Statement (PWS) 1.3 PLACE OF PERFORMANCE. “Khashm Al Aan Airfield (KAA); 2) Khashm Al Aan Heliport (KAH); and 3) Dirab Airfield (DAA).” What is distance between these locations?
A: -Distance between KAA and DAA is about 45KM
-Distance between KAA and KAH is about 2 KM -KAA and KAH are both Khashm Al An
31. Performance Work Statement (PWS) 1.1 OBJECTIVE/SCOPE, Page no 03, 1.9.2-
“Heating, Ventilation and Air Conditioning controls shall not be adjusted by the Contractor’s employees.” Will this require technician to handle HVAC?
A: This paragraph was removed.
32. Performance Work Statement (PWS) 1.13 PROTECTION OF GOVERNMENT PROPERTY, Page no 05, 1.13.2- “The Contractor shall return areas damaged because of work under this contract to their original condition, to include painting, refinishing, or replacement if necessary.” Is this applicable for all areas?
A: This paragraph was removed.
33. Performance Work Statement (PWS) 5.5 MONTHLY SERVICES, Page no “(including glass in partitions and doors) to a height of 7 feet above the floor level. Page no 10, High Dusting/Cleaning. High cleaning includes cleaning horizontal and vertical surfaces over 7 feet above floor level including all overhead piping and ceiling areas. All dust litter and soil shall be removed from all surfaces.”
a. This requires specialized work at height cleaning technique and will require special equipment’s etc. Will this equipment be provided by government?
A: Currently the government have some equipment to be utilized by the contractors.
Scissor lift to reach very high area.
b. Can we sub-contract this activity?
A: The contractor shall determine the organization, material, equipment, and supplies necessary to accomplish the requirement to the PRS standards.
34. Performance Work Statement (PWS)- “The contractor shall complete the transition of its workforce with the incumbent transitioning out within 30 days of NTP.”
a. Minimum 60 days would require for transitioning especially when it comes to completing all access documents, security clearances and other formalities for coordination with government agencies?
A: The requirement remains as stated.
35. Please confirm accommodation for contractor staff will be provided by government free of cost.
A: No
36. Please confirm government will provide all storage facilities for contractor?
A: Yes
37. Please confirm government will provide offices with internet, telephone facilities for contractor?
A: The Government will not provide offices with internet, telephone facilities.
38. We are interested in knowing the prequalification process in order to be on your general bid slate for the future requisitions.
A: All opportunities are posted to SAM.gov
39. List of consumable materials to be supplied to the three different locations is not provided. Is it possible to provide the material data that is required for the site?
A: Contractors will ascertain consumables for this project.
40. Attached drawings showing each office, recreation area, etc. will be typical in all three locations. If not, please provide us the information regarding the Restrooms, food court area, and offices that come under this SOW.
41. Please provide us with clarification regarding the supply of tissue dispensers.
A: Tissue dispensers are provided by the government.
42. Please specify the Nationality of manpower that can be deployed to the site.
A. These are the countries that are NOT allowed to work onsite: Iran, Lebanon, Syria, Iraq, Yemen, Palestine, Libya, and Turkey.
