1. SCOPE

This Statement of Work (SOW) establishes the performance, design, fabrication, testing, installation, acceptance, and training to provide Pine Bluff Arsenal (PBA) for the replacement of an electrodynamic vibration system (shaker) coupled with environmental chamber. The work to be performed in this SOW consists of the removal of the previous system, the design constraints, installation, integration, testing, and acceptance of the new system. Work required by this contract shall be performed in strict accordance with specifications and drawings. Final acceptance shall be based on the systems performance after installation at PBA. Operator and maintenance training shall be provided by the contractor for this system after acceptance.

3. TERMS AND DEFINITONS

3.1. Contract Manager

The Government considers the Contract Manager and Alternate Contract Manager to be key personnel for the Contractor. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the KO. The Contract Manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contract Manager and alternate(s) must be able to read, write, and speak English.

3.2. Contracting Officer Representative (COR)

The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: Assure that the contractor performs the technical requirements of the contract; Perform inspections necessary in connection with contract performance; Maintain written and oral communications with the contractor concerning technical aspects of the contract; Issue written interpretations of technical requirements, including Government drawings, designs, specifications; Monitor Contractor's performance and notifies both the KO and Contractor of any deficiencies; Coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract.

4. General Scope of Work

4.1.1. The equipment shall be placed at Building 32-510 Cubicle 8.

4.1.2. Contractor is to furnish all materials, labor, equipment and supplies necessary to design and construct equipment to meet the scope and intent of this specification.

All contractor furnished equipment and material shall be new and unused and of commercial manufacture. The contractor shall unload and unpack all equipment.

The contractor or his/her licensed, bonded agents shall accomplish demolition, existing equipment removal, physical installations, and utility tie-ins; the contractor shall perform all setup, final adjustments and acceptance testing for the installed

Attachment 0001 - Statement of Work dated 24 May 2023.docx 4 equipment. The Contractor is responsible for reinstalling of any infrastructure that was removed for the installation of the equipment.

4.1.3. The Contractor shall be responsible for the transporting of all equipment to Pine Bluff Arsenal, receiving, unloading, unpacking, and provide all equipment and operators for such equipment for example: fork trucks, pallet jacks, hoists, dollies/hand trucks and any other equipment utilized.

4.1.4. The shaker and environmental chamber shall be installed in an industrial bay exposed to dust from outside the building. The bay temperature is loosely controlled between 40F and 100F.

5.2. INTERFACE DEFINITION: Electrodynamic Vibration System

5.2.1. Vibrator Control shall be interfaced to the PBA existing APEX Slim-Line Controller

5.2.2. Air - 100 PSIG Plant Air

5.2.3. Electric - 480 Volts, 3-Phase, AC The contractor must replace the existing fused safety disconnect with one properly sized for the vibration system. The existing feed is #4 conductors from Power Panel 1, position 9. PBA has determined the wire size is sufficient. The starter for the cooling fan will also need to be replaced.

5.2.4. Shaker armature must interface to chamber floor mating with the expander head inside the chamber. The shaker armature shall be bolted securely to the existing Pine Bluff Arsenal expander head through the flexible chamber floor. Chamber floor must seal sufficiently to allow the chamber to maintain extreme temperatures and must not allow condensation to reach the armature.

5.2.5. The new cooling fan and muffler shall be located at the outside edge of the canopy area. The stand for the fan must be just inside the grating over the drain.

The new muffler shall be hung from the perlins in similar fashion to the existing.

Ducting the fan outside the apron using vibration unit manufacture’s recommended duct size to provide proper air flow. Ductwork to the muffler will be kept as high as possible to prevent interference with material movers in the area.

5.3. PERFORMANCE CHARACTERISTICS: Electrodynamic Vibration System

5.3.1. This system must be able to do random and sinusoidal vibration testing while at extreme temperatures.

5.3.2. Rated 8,000 lbf Sine / 7,200 lbf Random

5.3.3. 3-inches Stroke peak-peak

5.3.4. Frequency DC-3000 Hz.

5.3.5. Maximum Acceleration: 94g peak sine

5.3.6. Maximum Velocity (SINE): 50 inches/second (sine sweep)

5.3.7. Low Profile 34” Max Height to the top of the shaker armature.

5.3.8. Shaker armature shall have an identical bolt pattern as the above shaker. This is required for the installation of the existing expander head.

5.3.9. Accelerometer must be calibrated within the last 180 days and come with a minimum 50ft cable. Cable must attach to accelerometer and signal conditioner

5.3.10. The Amplifier must interface with the existing controller: Unholze Dickie, APEX SL Controller, SN:2069

5.3.11. 48”x48”x1” Thermal Blanket option shall be purchased for integration with environmental chambers.

5.3.12. 480VAC 3-Phase supply at 75 Amps

5.3.13. Height of shaker must allow interface to the environmental chamber as described in 6.3.3.d Environmental Chamber.

5.3.14. 100% Air Cooled

5.3.15. EMI shielded console with 3-phase line filtering, interface cabling, integrated safety interlocks, and full featured interface panel for the power amplifier.

5.3.16. Air Float feet shall be included for easy insertion and removal of the vibrator during maintenance.

5.3.17. Removable handle shall be included for installation and removal during maintenance.

5.3.18. The system must also provide sufficient cable length to allow access for maintenance.

5.3.19. All push buttons, indicators, control points, etc. shall be identified with commercially printed legend plates.

5.3.20. All equipment provided by the contractor such as tanks, vessels, valves, etc. shall be designed to meet or exceed ASME, ASTM, and OSHA requirements.

5.3.21. The system shall be designed to conform to the established safety rules and regulations as outlined in OSHA, NFPA, NEC. The design for each system shall also include all of the protection devices, safety shields, and indicating and audible signals required for complete personnel safety.

5.4. Acceptance Testing

5.4.1. The vibration system and chamber acceptance test will consist of

a) Demonstration of the air glide feet on the vibrator to move the vibrator freely and easily into the operating position and out of the cubicle for maintenance. Reference paragraph (7.1.3 and 7.1.4) This can be demonstrated before installation of electrical connections are completed.

b) Complete installation including expander head and setup of both the vibration unit and the chamber.

c) Set the chart recorder for 24 hours/rotation.

d) Pull the chamber temperature down to -60C and hold stable for one hour.

e) Start vibration unit while chamber continues at -60C.

f) Vibrate 16 minutes of the vertical profile Mil-Std-810H, Table 514.8C-IV, Category 4 – Composite two-wheeled trailer vibration exposure.

g) This will be followed by 40 minutes of vertical profile Mil-Std-810H, Table 514.8C-VII Category – 4 – Composite wheeled vehicle vibration exposure.

h) Change temperature setpoint to 100C.

i) Allow the chamber temperature to reach 60C.

j) When the chamber temperature crosses 60C and while temperature is still rising, start vibration using vertical profile Mil-Std-810H, Table 514.8C-I, Category – 4 Common Carrier U.S. highway and allow to run for 60 minutes.

k) After the chamber reaches 100C and the U.S. highway vibration is complete, the acceptance testing is complete.

5.4.2. This test will be considered successful if both systems demonstrate the performance characteristics throughout the test. If any characteristic is not met, the contractor will be allowed to make repairs and adjustments. The test will then be repeated. The test will be repeated until performance in accordance with this statement of work is demonstrated.

6. CHARACTERISTICS Environmental Chamber

Equivalent pieces of equipment to the following are permitted but shall meet all interface and performance characteristics.

6.1. System Components Environmental Chamber:

6.1.1. Environmental Chamber:

6.1.2. Temperature programmer/controller: The chamber shall be controlled by Watlow Model F4T integral (mounted on) the chamber.

6.1.3. Temperature Alarm (contacts may be within 6.1.2)

6.1.4. Equipment/Product Safeguard integral (mounted on) the chamber.

6.1.5. Chart Recorder: Honeywell DR4500 series, Partlow MRC7000 series integral (mounted on) the chamber.

6.1.6. A second custom floor

6.1.7. Controls: All controls related to the chamber are expected to be on the chamber.

This removes the need for a separate rack.

6.2. INTERFACE DEFINITION Environmental Chamber

6.2.1. Air - 90 PSIG Plant Air, 25 CFM

6.2.2. Electric - 480 Volts, 3-Phase, AC; The existing feed from Power Panel 1, position

6.2.3. Water - Potable, 75F, 55PSI, 12GPM

6.2.4. Industrial Waste Drain System

6.3. PERFORMANCE CHARACTERISTICS: Environmental Chamber

6.3.1. Temperature Performance Specifications

o Range: -70⁰C to +177⁰C o Control: +1⁰C o Change Rate: +70⁰C to -54⁰C or -54⁰C to +70⁰C in 125 minutes or less with a 600 lbs of aluminum as the static load.

6.3.2. Humidity Performance Specifications:

o Power ≥6kW o Range: 20% to 95% RH as limited by an 85⁰C maximum dry bulb temperature and a 4⁰C minimum dew point, no live load.

o Control: ±5% RH as measured at the control sensor after stabilization.

6.3.3. Construction:

d) Interior Chamber Dimensions: 48” wide x 48”depth x 50” height. The height of the interior of the floor at the edges of the box must be even with the height of the shaker armature.

e) Chamber Floor: The chamber floor shall be removable. A second custom floor shall be designed and constructed with a diaphragm according to the shaker manufacturer’s recommendation. Both floors shall have gaskets ensuring a moisture-proof seal under all chamber operating conditions.

f) Door and Hardware: The Chamber shall have hinge mounted front-opening door facing the cubicle doors. The door shall have gaskets ensuring a moisture-proof seal under all chamber operating conditions.

g) Chamber support legs shall be constructed so that the shaker can be removed for maintenance.

h) Interior Liner: The chamber liner shall be constructed of high-nickel content, Series 300, 16-gauge, stainless steel assuring rustproof quality. The liner shall be heliarc welded on all seams to ensure a hermetic seal, preventing moisture migration into the chamber during low-temperature operation. Provisions shall be made at all liner seams and corners to allow for thermal expansion during temperature cycling operation. All interior parts exposed to the chamber environments shall be fabricated of corrosion-resistant materials.

i) Exterior Materials: The exterior cabinet shall be composed of a heavy-duty welded, structural steel framework with 16-gauge steel sheet metal panels.

Removable panels shall provide for access to serviceable components. The walls shall be insulated with oven-grade, non-settling fiberglass providing an insulating "K" factor of 0.25.

j) Access port: The chamber will have one access port approximately 4” diameter in the side. Foam plug from the OEM will be provided.

k) Condenser: Water-Cooled.

l) Temperature programmer/controller: The chamber shall be controlled by Watlow Model F4T with INTUITION® programmable controller with Ethernet ModbusTCP communications that will be used for control of temperature and humidity process variables. The controller must include an alarm terminal that will act as a dry contact that will close on an out-of-control condition within the chamber. See paragraph 7.2.4 for wire termination. This alarm will alert the user when the chamber is outside of the prescribed test profile. The controller must allow the use of profiles. The password for any programming must be provided to PBA.

m) Equipment/Product Safeguard: The environmental chamber must have an independent temperature sensor and controller loop that will disable the chamber in the event of an out of equipment specification limit condition. This purpose of this controller is to disable any energy that enables temperature and humidity

Attachment 0001 - Statement of Work dated 24 May 2023.docx 11 control within the workspace. This controller will be separately programmable with high and low alarm. A Watlow Model PM6 over/under temperature limit or equal may meet this requirement. Visual and audible alarms should be activated whenever the preset high/low values are exceeded.

n) Chart Recorder: The Environmental Chamber will have a Honeywell DR4500 or

Partlow MRC7000 chart recorder with minimum of two channels. The chart recorder is to be the document of record for the product testing and therefore must record the actual temperature and humidity conditions where the conditioned air enters the chamber workspace.

o) Service information and operating parameters must be provided to PBA for use by any service technician that PBA determines qualified.

p) Four Refrigeration Gages to indicate the high and low pressure in each refrigeration loop.

q) Low Pressure Cut-outs: One in each refrigeration system factory set to prevent the compressors from operating below safe levels.

r) High Pressure Cut-outs: One in each refrigeration systems factory set to prevent the compressors operating beyond recommended levels.

s) Discharge Temperature Thermostat: One in each refrigeration systems factory set to prevent the compressors operating beyond safe internal temperatures.

t) Equipment will be installed to provide access to all points where maintenance is required.

u) All push buttons, indicators, control points, etc. shall be identified with commercially printed legend plates.

v) All equipment provided by the contractor such as tanks, vessels, valves, etc. shall be designed to meet or exceed ASME, ASTM, and OSHA requirements.

w) The system shall be designed to conform to the established safety rules and regulations as outlined in OSHA, NFPA, NEC. The design for each system shall also include all of the protection devices, safety shields, and indicating and audible signals required for complete personnel safety.

x) Welded joints shall be sound, smooth, and free from pits, holes, fissures and rough projecting edges and shall be thoroughly fused to the base metal.

Frameworks and tooling mounts shall be designed and fabricated to provide smooth, vibration free machine movements. All machine fasteners shall be in Standard English or metric units. Contractor shall employ use of quick release fasteners for non-structural guards, inspection and maintenance access covers.

The equipment shall be clean, well made, and free from any and all product

Attachment 0001 - Statement of Work dated 24 May 2023.docx 12 defects, which may affect appearance or serviceability. All metal surfaces (other than stainless steel, brass, or aluminum) shall be primed and painted with the manufacturer’s standard color and finish.

6.4. Acceptance Testing

6.4.1. The environmental chamber system acceptance testing will be performed concurrently with the vibration system using the acceptance test in paragraph 5.4

7. GENERAL DEMOLITION AND CONSTRUCTION

7.1. WORK SITE:

7.1.1. The equipment shall be placed at Building 32-510 Cubicle 8.

7.1.2. Contractor is responsible for verifying all dimensions of the sketches in paragraph

2.1. The contractor shall be responsible for checking the work site and accuracy of sketches, dimensions, and field conditions. Questions should be provided in writing to the attention of the KO for resolution.

7.1.3. The concrete floor shall be improved where the air glide feet will travel. The entrance glide path for installation of the vibrator must allow the air glide feet on the vibrator to move the vibrator freely and easily in to the operating position and out of the cubicle for maintenance. Metal covering or epoxy shall be used. The glide path must not present a trip hazard of ¼ inch of change in surface level and must not prevent the door from closing. Please refer to, AeroGo Floor Surface Specifications for details on surface requirements.

7.1.4. The improved floor shall cause the shaker to sit level in accordance with the manufacturers recommendations.

7.1.5. Upon completion, the entire area shall be cleaned of all debris produced by demolition or installation of equipment.

7.1.6. Any infrastructure that may need to be removed shall be reinstalled as originally found. After any demolition, the cubicle walls shall be smooth, any item formed into the walls shall be cut off flush with the wall Remove all abandon lines to the source unless otherwise noted.

7.1.7. The contractor shall not destroy or damage the existing systems upon removal.

The contractor shall then move the current environmental chamber and shaker system to the inside of a warehouse less than 1056 feet away. Pictures of these systems can be seen separately.

7.1.8. Utility services consisting of water, compressed air, and electricity, to the extent available, will be furnished to the contractor without charge, subject to the terms and conditions of the general provisions. Such utility services will be furnished by

a) Air 100 PSIG Plant Air

b) Electric 480 Volts, 3-Phase, AC 25A

c) Electric 120Volts, 1-Phase, AC, 15A

d) Water Potable

7.2. ELECTRICAL,GENERAL

7.2.1. All electrical work shall meet the requirements of the latest revision of the National Electric Code (NEC), and Part 1910, title 29 of the Code of Federal Register

(OSHA).

7.2.2. OEM cables to the shaker must be routed outside of foot path, protected where crossing a foot path, and allow sufficient slack for moving the shaker body completely out from under the chamber for maintenance.

7.2.3. Accelerometer cable does not require conduit. This signal cable will be routed out of the chamber box through the access port (Paragraph 6.3.3.j)secured above the walk path around the chamber in cubicle 8 and will enter the office through the existing hole in the wall near the floor.

7.2.4. Controller alarm signal wire does not require conduit and may enter the existing cable tray outside of cubicle 8 through existing hole in wall and into the office.

This wire will terminate on the existing alarm dialer in the office on Zone 5.

7.2.5. Conduit shall be 3/4" diameter minimum, galvanized heavy wall rigid steel. RMC shall be installed per NEC article 344.

7.2.6. For connection of equipment, liquid tight flexible metal conduit may be used.

LTFMC shall be 3/4" diameter minimum installed per NEC.

7.2.7. Conduit system shall be routed parallel and perpendicular to building walls, ceiling, etc., with proper offsets to all junctions and terminals.

7.2.8. Wiring that is AWG No. 16 and larger shall be stranded copper with THHN insulation. Full size ground wire will be pulled with each circuit (conduit shall not be used as a ground). Exception: OEM cables to the shaker.

7.2.9. Control circuit wiring shall be stranded copper, AWG No. 18 minimum, with type THHN insulation. Accelerometer cable is excluded.

7.2.10. Terminal strips shall be used in the panels for all wire entering or exiting the panel.

Also all wires shall be labeled at both ends of termination and the terminal strips shall be labeled. Where possible the address of the PLC I/O point shall be used as

Attachment 0001 - Statement of Work dated 24 May 2023.docx 14 the wire number, otherwise the contractor shall assign a wire number using a wiring scheme developed by the contractor and approved by the KO. The contractor shall use wiring ducts and wire ties in panels where required in order to maintain an organized panel.

7.2.11. Mount all surface mounted electrical equipment on suitable channel (1 5/8" x 1 5/8" minimum), i.e., disconnects, panels, etc. All channels shall have a Perm- Green finish. Provide proper support and attachment for all items.

7.2.12. Control panel or box not part of the purchased equipment shall have a National Electrical Manufacturers Association (NEMA) 4 or 4X rating as a minimum.

7.2.13. As minimum, Meyers watertight hubs for all rigid steel conduit entrance to panels, disconnects, junction boxes and all other enclosures not provided with sealed and threaded conduit entrance.

7.2.14. For long runs of conduit (20 feet or more), power wiring to devices shall not be run in the same conduit with the control wiring (limit switch contacts). Power wiring for more than one device can be run in a common conduit as can control wiring for more than one device.

7.2.15. Solid copper wire shall be used to ground each piece of equipment to provide safe grounding. All components shall be bonded together for an effective and safe grounding system. Final grounding- shall be bonded to the building grounding system or approved alternate grounding. Each system shall be completely grounded in accordance with Article 250 of NEC.

7.2.16. IDENTIFICATION AND MARKING: All disconnect enclosures, junction boxes, panel boards and all other enclosures shall be permanently marked with 1/2-inch high letters showing function, voltage and phase. The letters shall be marked in accordance with OSHA standards and readable at a distance of 15 feet minimum.

All motor starters and contactors shall be marked with 1/4 inch high letters showing function (meaning the name of what it is controlling), voltage, phase, and size or HP rating. All tubing and wiring shall be labeled at both ends of termination along with the terminal strips with a label designed to hold up in a harsh environment. Contractor is responsible for Arc flash labeling and shall comply with the most current NFPA 70NFPA 70, 110.16.

8. DELIVERABLE DOCUMENTATION:

8.1.1. DRAWINGS

The contractor shall correct or revise the final drawing to comply with as-built conditions. A complete reproducible set of drawings and one copy of those drawings in digital form (CD media) pdf. As built drawings and schematics will include Equipment Layout, Piping, Electrical, refrigeration, mechanical, etc. that will allow technicians to diagnose and repair. No drawing shall be larger than "D" (22" X 34") in size unless the government supplied drawings are a larger format (i.e., E, F). Drawings will be clearly identified with a contractor supplied number and a title that describes the contents of the drawing. Electronic drawings will include the number and the title in the filename to make finding drawings easier.

8.1.2. SERVICE MANUALS

The contractor shall correct or revise the final manual(s) to comply with as-built conditions. All manuals and drawings shall be supplied and approved before training and final run-off. The contractor shall furnish one maintenance and operating manuals for all equipment installed under this contract, and one copy in digital format (CD media) as a searchable portable document format

(pdf). The hardcopy manual shall be indexed and tabbed, with a hard cover binder and label, to include a list of all replacement parts. Parts list shall include all information required to purchase the components from the manufacturer or a representative vendor. The manual must also include operating parameters along with electrical and refrigeration schematics that will allow technicians to perform preventative maintenance, diagnoses, and repairs.

8.1.3. PREVENTIVE MAINTENANCE SCHEDULE

The contractor shall furnish separate from the maintenance and operating manuals, The preventive maintenance schedules in PDF. The schedule will be broken down into daily, weekly, monthly, semi-annual and annual checks or services that should be performed on the control equipment, along with any other frequency that is required. Also, to be included is a schedule for replacing wear type items on the process equipment. Also, to be included shall be a recommended spare parts list with recommended stocking levels, sufficient to properly maintain the equipment.

9. SCHEDULE and SUBMITTALS

9.1. Post Award Conference/Periodic Progress Meetings

9.1.1. The contractor shall attend a Post-Award Conference and/or periodic progress meetings required by the KO or COR.

9.1.2. All required licenses and certifications required by Federal, State, and Local environmental laws and/or regulations shall be considered a contract deliverable upon award.

9.1.3. The contractor shall provide an equipment layout plan for all equipment including routing of ductwork and placement of the blower.to the Contracting Officer (KO) within thirty (30) calendar days after award of contract.

9.1.4. The Contractor shall provide the Contracting Officer (KO) a project milestone chart within thirty (30) calendar days after award of contract. and shall contain all phases of fabrication, demolition, installation, training, and start-up.

9.1.5. The contractor shall submit AT Level I Awareness Training certificates of completion for each affected contractor employee and subcontractor employee to the COR within 10 calendar days after completion of training by all employees and subcontractor personnel. See paragraph 11.3.1.

9.1.6. Brief of all contract employees on the local iWATCH program shall be completed on or before the day the contract employee begins work on site. Documentation of briefing will be provided to the KO no later than 10 calendar days after briefing.

See paragraph 11.3.3.

9.1.7. A work plan will be submitted for approval describing the methods that will be used for removal and installation of the equipment. Example task would be taking down existing conduit and how long it will be out of service.

9.1.8. Project delivery shall be completed within 423 days from date of award.

9.1.9. A copy of the Refrigerant Service Order forms shall be included in the file by the contractor when needed and each entry shall be dated. The contractor is to provide the COR a copy of the Refrigerant Service Order forms immediately after completion of repair work SDS of for each HVAC-R system if work is done to the refrigerant circuit. A hard copy Refrigerant Service Order form shall be provided to the COR the same day refrigerant circuit repairs are performed. The Refrigerant

Service Order form shall also be emailed to both the Contracting Officer and COR no later than 7 days after repair service occurs.

9.1.10. SDS of any chemicals used.

9.1.11. Upon completion of installation one copy of Operation and Maintenance manual with all drawings shall be submitted to the KO for approval.

9.1.12. Upon completion of installation one copy of Preventive Maintenance Schedule shall be submitted to the KO for approval.

9.1.13. The Contractor shall provide the Contracting Officer (KO) signed fabrication drawings in portable document format (pdf) from the OEM, along with a complete list of the make, model, promised characteristics, performance specifications, and all options, accessories and supplies that will be provided by the OEM. This submittal must also include a document that confirms an order has been placed with the OEM. The drawings must allow KO confirmation of paragraph 5.2.5 of the SOW, the equipment envelope dimensions for both the vibration shaker and the chamber internal and external dimensions as a minimum.

9.1.14. The Government will stamp, tag, or otherwise identify showing status of all drawings and submittals furnished to the KO within 15 working days of receipt to be returned to the contractor.

10. TRAINING

10.1.1. Training at the installation site shall be conducted in a class with six or fewer people attending. Training shall cover equipment operations, maintenance, and systems troubleshooting. Training will include entering a profile in the Watlow F4T. Training will include entering and running a profile if a controller is provided that is different than the existing Unholtz Dickie APEX SL.

11. CONDITIONS OF WORK

11.1. Unforeseen Facility Closures

When an unforeseen facility closure, inclement weather, or other event found to be an acceptable delay by the COR prevents completion of services on a regular scheduled work day, the COR shall have the following options: Reschedule the work to be performed for the following business day or other alternative day as determined by the COR, or forego the work and notify the Contractor that invoicing for services not performed is prohibited.

11.2. Physical Security

11.2.1. The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

11.2.2. All Contractor employees shall obtain the required employee passes. The Contractor shall, prior to the start of the contract, submit to the KO an estimate of the number of personnel expected at any one time on the contract. The Government will issue badges without charge. Each employee shall wear the Government issued badge over the front of the outer clothing.

11.2.3. The Contractor shall return the employee's pass and badge within five (5) days when an employee leaves the Contractor's service. The Contractor shall be assessed $44.00 or current cost for each employee pass and badge not returned to the Government. Passes and badges issued to contractor employees shall not negate the requirement for employee identification required in section 18.7 "Identification of Contractor Employees”.

11.2.4. The company name shall be displayed on the Contractor's vehicles in a manner and size that is clearly visible. All vehicles shall display a valid state license plate and shall be maintained in good repair. Privately owned vehicles are allowed at this job site.

11.3. Anti-Terrorism and Operations Security

11.3.1. All Contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start. AT Level I awareness training is available at http://jko.jten.mil/courses/atl1/launch.html.

11.3.2. The Contractor and all employees of associated subcontractors shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). Contractor and all associated sub‐contractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204‐9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

11.3.3. The Contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO).

This locally developed training will be used to inform employees of the types of

COR.

11.3.4. Contractor and all associated sub‐contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) (Army Directive 2014‐05/AR 190‐13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

11.4. Identification of Contractor Employees

All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as contractor products or that Contractor participation is appropriately disclosed. All Contractor and subcontractor employees working under this contract shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment. Employee identification shall not be substituted for Arsenal badges.

11.5. Fire Protection

11.5.1. The Contractor and his/her employees shall be trained to properly respond during a fire alarm or fire per local activity instructions.

11.5.2. Any work involving “hot” work such as welding, cutting, brazing, or other heat producing devices requires a hot work permit. These permits are issued by the PBA Fire Department. Coordinate through the COR to get a permit issued.

11.5.3. Smoking is allowed ONLY in designated smoking areas. Coordinate any work that may or will affect any installed fire alarm systems through the COR and Fire Department.

11.5.4. No fire or flame producing device will be used on the Arsenal without prior approval of the Fire Chief.

11.5.5. Smoking will be permitted only in authorized/designated smoking areas with the approval of the COR. Smoking is not permitted inside or within 50 feet of any Arsenal building.

11.6. Environmental Protection

All environmental protection matters shall be coordinated with the Contracting Officer/COR. In the event that a regulatory agency assesses a monetary fine against the Government for violations caused by contractor negligence, the contractor shall reimburse the Government for the amount of that fine and all other costs. The contractor shall also clean up any oil spills that result from the contractor's operations.

The contractor shall comply with the instructions of the Environmental Protection Coordinator with

Attachment 0001 - Statement of Work dated 24 May 2023.docx 20 respect to avoidance of conditions which create a nuisance or which may be hazardous to the health of military or civilian personnel.

11.6.1. Compliance with Environmental Laws and Regulations

Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate Command (MSC) and installation regulation, policy, Host Tenant Agreement, Interagency Service Support Agreement, or Status-of-Forces Agreement. Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting Officer Representative (COR).

11.6.2. Compliance with Green Procurement Requirements

Contractor shall follow Federal EPA Comprehensive Procurement guidelines (www.epa.gov/cpg) and Army Contracting Command Quick Guide (https://acc.aep.army.mil/accapps/ACCMAP/Documents/Quick-Guide-for-Sustainable- Procurement.docx) for acquisition of building materials and products and select materials that have a long life cycle; the least toxic materials; recyclable materials; materials that are resource-efficient; materials with the maximum recycled content; materials harvested on a sustained yield basis; and products causing the least pollution during their manufacture, use, and reuse.

11.6.3. Compliance with License and Certification Requirements

Contractor shall obtain all license and certification required by Federal, State, and Local environmental laws and regulations necessary to adhere to the specifications of this contract.

The Contractor shall submit all plans, notifications, reports, submittal documents, and fees required by Federal, State, and Local environmental laws and regulations to the appropriate Federal, State, and Local authority and/or agency as necessary to adhere to the specification of this contract. All required licenses and certifications required by Federal, State, and Local environmental laws and/or regulations shall be considered a contract deliverable upon award.

11.6.4. Notification of Federal and State Regulators

Contractor shall immediately notify the Designated Government Representative (DGR) and COR of the arrival on site of any Federal, State, and/or DoD environmental regulator or enforcement agent and/or the receipt of any correspondence from a Federal or State environmental agency.

11.6.5. Inspections of Work Sites

Contractor shall submit to potential Federal, State, Army and installation work site environmental regulatory inspections and/or investigations into noncompliance, and fully cooperate with such inspections/investigations by providing the appropriate records and documentation.

Environmental regulatory agencies are authorized by law to inspect any work site for environmental compliance with regulatory requirements. If an inspection is conducted, it will not stop or disrupt ongoing contract activities. The inspection will only require the work site environmental officer, or supervisor/manager to answer questions and/or escort the inspector to specific work site areas with the potential to affect environmental quality.

11.6.6. Reporting Noncompliance

Contractor shall immediately report any nonconformance and/or noncompliance with applicable Federal, State or Local environmental laws, Army and installation environmental regulations or policies to the COR and DGR.

11.6.10. Competency Training for Contractor Personnel

Contractor shall not allow personnel to perform any activities and/or tasks on AMC installations without proper and adequate qualifications or job competency training. In the event of any identified noncompliance, the Contractor shall, if requested, provide proof of contract personnel training or qualification (individual name, training/qualification type, training/qualification certificate, and date of training/qualification) to perform those contract activities associated with the identified noncompliance.

11.6.11. Generation of Solid Waste

Contractor shall remove from the installation and dispose of all solid waste generated, which cannot be recycled to an approved and permitted off-post disposal facility.

11.6.12. Generation of Hazardous Waste

Generation of Hazardous Waste: Contractor shall contact the COR to obtain technical assistance from the Environmental Office for assisting with achieving and maintaining compliance with hazardous waste storage and disposal requirements. Contractor shall properly profile all waste generated as part of this contract to determine if any waste is hazardous waste as defined by 40 CFR. Contractor shall accumulate hazardous waste prior to disposal shipment in a satellite accumulation point at or near the point of generation or in a less-than-90-day site in accordance with Federal, State, Army, and installation regulation, policy, Host Tenant Agreement, Interagency Service Support Agreement or Status-of-Forces Agreement. The Contractor shall properly package the hazardous waste and complete the hazardous waste manifest, then take the manifest to COR for approval and signature. Contractor shall contact COR to obtain the installation’s hazardous waste EPA ID number for the hazardous waste manifest. The contractor shall remove and dispose of manifested hazardous waste generated by contract activities from the installation to an approved off-post permitted hazardous waste disposal facility. The COR shall assist contractors with profiling their waste upon request.

11.6.13. Use of Hazardous Materials

11.6.17. Protection of Work Site Resources

Contractor shall confine all activities to areas defined by the drawings and specifications. The Contractor shall provide effective protection for land and vegetative resources at all times.

11.6.18. Prevention of Spills

Contractor shall adopt the installation's Spill Prevention Control and Countermeasures Plan (SPCC) if transporting, processing, storing, or in any way managing hazardous waste, hazardous material, petroleum-oils-lubricants, or other restricted items. In case of a spill, the person in control of the spill site or their designated representative shall take appropriate action to protect workers and bystanders; contain the spill (if it can be done safely); secure the spill site; restrict ignition sources; and immediately contact the installation Fire and Emergency Services (Fire Department).

11.6.19. Protection of Sensitive Areas

11.6.20. Corrective Action for Noncompliance

Contractor shall when given a verbal and/or written notice of environmental noncompliance or nonconformance by the COR, take immediate corrective action. Failure or refusal to comply promptly may be grounds for the Contracting Officer to invoke the appropriate contractual remedies. This may cause all or part of the work to be stopped immediately until satisfactory corrective action has been taken.

11.7. Safety Requirements

11.7.1. The contractor shall comply with local, state, and Federal Occupational Safety and Health requirements.

11.7.2. The contractor shall provide report of accidents to the COR or local safety office (870-540-2800) within 4 hours of occurrence.

11.7.3. The contractor shall provide report of accidents and citations to the KO within 72 hours of occurrence.

11.7.4. Prior to commencing work, the Contractor shall meet with the COR to discuss and develop mutual understandings relative to administration of the Safety Program.

11.7.5. All Contractor personnel shall receive the PBA General Safety Briefing prior to reporting to work. If proof of briefing attendance cannot be provided for any employee, that employee shall not be available to work until proof of attendance is provided. Time and location of briefing shall be provided to the contractor at the Post Award meeting.

11.7.6. The Contractor shall ensure compliance with PBA Policy Letter 385-3, “Wearing of Safety Clothing and Equipment in Manufacturing Areas of Pine Bluff Arsenal”. All contractor personnel will comply with ANSI Z133.1; wear reflective bright orange or lime green vests while conducting operations on roadways.

11.7.7. The Contractor shall ensure compliance with the Hazard Communication Standard, 29 CFR 1910.1200 and provide the COR with verification that each contract employee has been provided this training prior to beginning work on the installation. The COR will provide site specific hazard communication information as requested by the Contractor.

11.7.8. The Contractor's workspace may be inspected periodically for OSHA and Army violations. Abatement of violations will be the responsibility of the contractor and/or the Government as determined by the KO. The Contractor shall provide assistance to the Safety Office escort and the federal or state OSHA inspector if a complaint is filed. Any fines levied on the Contractor by federal or state OSHA offices due to safety/health violations shall be paid promptly.

11.7.9. Equipment shall be maintained in a safe operating condition at all times.

Equipment shall be stored in the areas so designated. The Contractor shall secure vehicles and mobile equipment by removing the keys from key operated ignition or by other physical means when not in use. Electrical equipment must operate using

Attachment 0001 - Statement of Work dated 24 May 2023.docx 24 existing building circuits. The Contractor shall prevent the operation of electrical equipment which requires power exceeding capacity of existing building circuits.

11.7.10. Work sites shall be kept free of debris and material which could cause injury to workmen or others in the area. When deemed advisable by the COR, signs shall be posted to warn of specific hazards.
