About this file
This is a Questions and Answers document for solicitation W50S9H26QA039, addressing clarifications on procurement requirements for lifting systems. The document confirms that P/N 9314-010 is the correct part number for the pneumatic lifting air bag station, with a required 15-ton capacity rating. The Government will accept the OEM's current published technical specifications for this component where they differ from figures in the requirements document.
The solicitation contains three CLINs covering different lifting systems. Brand-name restrictions apply only to CLINs 0001 and 0002, while CLIN 0003 (fuselage lifting system) is unrestricted and permits equivalent systems meeting all stated requirements. The Government intends to make one award for all required items but reserves the right to award all, some, or none in its best interest. Technical proposals will be evaluated on an acceptable/unacceptable basis, with price considered only after acceptability determination. No Small Business Administration Nonmanufacturer Rule waiver has been issued. Government personnel and equipment will be available to unload crated lifting systems at Building 908. If the Government makes multiple awards and the CLIN 0003 contract value does not exceed $200,000, the exception at DFARS 225.7002-2(a) would apply, making DFARS 252.225-7012 (Preference for Certain Domestic Commodities) inapplicable to that contract. The document is current as of September 4, 2026.

W50S9H26QA039 – QUESTIONS AND ANSWERS
Q1. The solicitation and most of the requirements’ document identify the pneumatic lifting air bag station as P/N 9314-010, but Scope paragraph A also references P/N 9314-101. Please conirm that P/N 9314-010 is the required part number.
Yes, it is the correct part number.
Q2. The speciications describe the system as 15-ton capacity but also state a rated capacity of 74,000 pounds. Please conirm the required rated capacity.
15-ton capacity is required. Speciications document has been updated appropriately.
Q3. Please conirm whether the Government will accept the OEM’s current published technical speciications for P/N 9314-010 where the OEM’s standard dimensions or capacity descriptions differ from igures stated in the requirements document.
Yes
4. Does the brand-name restriction apply only to CLINs 0001 and 0002, or does it also apply to the CLIN 0003 fuselage lifting system? If CLIN 0003 is not brand-name restricted, may an equivalent system meeting every stated requirement be quoted?
Yes, just CLINs 0001 and 0002. CLIN 0003 is not brand-name restricted. Please refer to the brand name J&A attached with the solicitation.
5. Will the Government make one all-or-none award, or may it make separate awards by CLIN?
The Government intends to make one award for all required items. That said, the Government reserves the right to award all, some, or none in the best interest of the Government.
6. Under Section M, will technical proposals be evaluated on an acceptable/unacceptable basis followed by selection of the lowest-priced technically acceptable quotation, or will technical merit be comparatively evaluated against price?
Offers must be deemed technically acceptable for consideration of award. Price is an award factor after determination of acceptability.
7. Has SBA issued a Nonmanufacturer Rule waiver for any item or CLIN under this solicitation?
No, the non-manufactures rule has not been waived for this requirement.
8. Will Government personnel and suitable equipment be available to unload the crated lifting systems at Building 908, or must the contractor include unloading equipment and labor?
Yes
9. If the Government makes multiple awards under Solicitation W50S9H26QA039, and CLIN 0003 is awarded separately under a contract having a total value not exceeding $200,000, will the exception at DFARS 225.7002-2(a) apply to that award such that DFARS 252.225-7012, Preference for Certain Domestic Commodities, will not apply to the CLIN 0003 contract? If so, will the Government identify DFARS 252.225-7012 as not applicable to the resulting CLIN 0003 contract?
If the Government were to make multiple awards under Solicitation W50S9H26QA039, and the contract awarded for CLIN 0003 did not exceed $200,000, the exception at DFARS 225.7002-2(a) would apply, and DFARS 252.225-7012 would not apply.
