About this file
This is a Requirements Document for the procurement of aircraft lifting systems for Crash Damage or Disabled Aircraft Recovery (CDDAR) operations by the Volk Field CRTC, dated 8.10.2026.
The procurement encompasses three primary systems: (1) 15-Ton Pneumatic Aircraft Lifting Air Bag Stations (Model 9314-010, Part Number 9314-101, NSN: 5120-01-284-2611) manufactured by AGE Logistics Corporation, featuring modular pneumatic elements stackable up to five modules high with a rated capacity of 15 tons at 7 PSI operating pressure and maximum lift height of 120 inches with five modules; (2) Control Console (Part Number 9316-010) that operates with both 15-ton and 26-ton capacity air bag models to direct air supply to individual bag elements with individual control valves and pressure gauges, maintaining 15 PSI internal pressure with an inlet pressure maximum of 125 PSI; and (3) a complete Fuselage Lifting System meeting Aircraft Recovery Manual/Aircraft Recovery Document (ARM/ARD) standards and IATA recommendations for safe load distribution. The fuselage system must accommodate military aircraft (KC-46, C-130, KC-135, E-3, P-8A, fighter aircraft) and commercial aircraft including wide-body (B767, MD-11, DC-10, A330, A340) and narrow-body platforms (B737, B757, B707, B727, A318-A321, MD-80 series, regional aircraft, and business jets). The system includes fixed pitch sling technology with inventory of one 4-band sling, three narrow-body slings, one wide-body sling, one 50-tonne spreader beam, two 24-tonne beams, and multiple rigging configurations (single, dual, triple, quad sling with 1-over-2 spreader beam capability), with minimum safety factors of 2:1 for spreader beams and 7:1 for slings. Pneumatic air bag station deliverables include four stations with five bags each (20 total), 60 hoses at 50 feet each, 16 protective pads, four rapid-cure field repair kits, and four multi-valve consoles. The fuselage system deliverables include three stackable steel stillages, one protective wood storage crate, certified test certificates, and CE marking. All components must comply with Technical Orders 35D5-5-9-1 and 35DA4-15-1, with automatic relief valves on air bag elements set to 8-10 PSI and fuselage slings meeting airframe manufacturer requirements with bespoke lengths for proper load distribution. Anti-terrorism/Operations Security provisions require contractor compliance with installation access security policies, background checks using NCIC-III and TSDB screening, personal identity verification per DoD, HAF, and local policy, and for applicable personnel, compliance with DFARS Clause 252.225-7040 regarding contractor personnel authorized to accompany U.S. Armed Forces deployed outside the United States.

AIRCRAFT LIFTING SYSTEMS FOR CRASH DAMAGE OR DISABLED AIRCRAFT
RECOVERY (CDDAR)
8.10.2026
INTRODUCTION & BACKGROUND
The Crash Damage or Disabled Aircraft Recovery (CDDAR) program is expanding in scope as the Department of War’s aircraft leet, mission tempo, and global operational demands continue to increase. Modern airframes present complex recovery challenges, making it essential for units to have reliable, standardized equipment capable of safely lifting and recovering disabled aircraft without causing additional structural damage. To support this growing mission, the Volk Field CRTC is seeking to procure an equipment package aligned with current Air Force CDDAR standards, ensuring consistency with established capabilities already in use across the force. Procuring the required pneumatic air bag lifting stations and fuselage lifting systems is critical to strengthening this enterprise-wide capability, enhancing interoperability, and enabling safe, eficient aircraft recovery operations throughout the Department of War.
This Requirements Document establishes the technical, performance, and delivery requirements for procuring two critical aircraft recovery systems:
1. 15-Ton Pneumatic Aircraft Lifting Air Bag Stations - Part Number: 9314-010 (Model
9314-010) NSN: 5120-01-284-2611.
2. Control Console – Part Number: 9316-010 (Control Console for Model 9314-010)
3. Fuselage Lifting System for Narrow- and Wide-Body Aircraft
***All items must be in accordance with speciications listed below.
These systems are essential to Crash Damage or Disabled Aircraft Recovery (CDDAR) operations, enabling safe, controlled lifting of disabled aircraft while preventing secondary airframe damage.
Their use ensures rapid aircraft recovery, supports operational readiness, and enables timely runway clearance.
SCOPE OF REQUIREMENT
The Contractor shall furnish all equipment, components, accessories, documentation, and certiications necessary to provide a complete aircraft lifting capability consisting of:
A. Pneumatic Aircraft Lifting Air Bag System - A Model 9314-010 Pneumatic Aircraft Lifting Air Bag Station manufactured by AGE Logistics Corporation. The system shall utilize independent, modular pneumatic elements capable of stacking up to ive (5) modules high, providing high lateral stability and low-pressure lift distribution beneath certiied aircraft lift points. Part Number 9314-101. NSN: 5120-01-284-2611.
B. Control Console Aircraft Lifting Airbags – The Control Console works in conjunction with aircraft lifting bags, Models 9314-010 (15-ton capacity) and 9315-010 (26 -ton capacity) to direct the supply of air to each individual air bag element. Individual control valves located on top of the console, with their corresponding pressure gauges, allow the operator to monitor and control the internal pressure and lift of each element. A system pressure regulator maintains 15 psi internal pressure throughout the console. Legs fold for ease of handling and storage. Part Number 9316-010.
C. Fuselage Lifting System - A complete fuselage lifting system. The system MUST meet Aircraft Recovery Manual / Aircraft Recovery Document (ARM/ARD) standards and IATA recommendations, employing custom load-distribution methods to prevent secondary structural damage during lifting operations.
