About this file

This is a Questions and Answers document for federal contract solicitation W50S9H26QA039. The document clarifies requirements and evaluation criteria for lifting systems across three Contract Line Items (CLINs).

The solicitation requires a pneumatic lifting air bag station identified as part number 9314-010 with a 15-ton capacity rating. The Government will accept the original equipment manufacturer's current published technical specifications where they differ from figures in the requirements document. Brand-name restrictions apply only to CLINs 0001 and 0002; CLIN 0003 (fuselage lifting system) is unrestricted and permits equivalent systems meeting all stated requirements. The Government intends to make a single award for all required items but reserves the right to award all, some, or none in its best interest. Technical proposals will be evaluated on an acceptable/unacceptable basis, with price considered only after technical acceptability is determined. No Small Business Administration Nonmanufacturer Rule waiver has been issued for any item or CLIN. Government personnel and suitable equipment will be available at Building 908 to unload the crated lifting systems, eliminating contractor responsibility for unloading labor and equipment. The document is current as of August 21, 2026.

15-ton capacity is required. Speciications document has been updated appropriately.

Q3. Please conirm whether the Government will accept the OEM’s current published technical speciications for P/N 9314-010 where the OEM’s standard dimensions or capacity descriptions differ from igures stated in the requirements document.

4. Does the brand-name restriction apply only to CLINs 0001 and 0002, or does it also apply to the CLIN 0003 fuselage lifting system? If CLIN 0003 is not brand-name restricted, may an equivalent system meeting every stated requirement be quoted?

Yes, just CLINs 0001 and 0002. CLIN 0003 is not brand-name restricted. Please refer to the brand name J&A attached with the solicitation.

5. Will the Government make one all-or-none award, or may it make separate awards by CLIN?

The Government intends to make one award for all required items. That said, the Government reserves the right to award all, some, or none in the best interest of the Government.

6. Under Section M, will technical proposals be evaluated on an acceptable/unacceptable basis followed by selection of the lowest-priced technically acceptable quotation, or will technical merit be comparatively evaluated against price?
