About this file
This is a Questions and Answers document for federal contract opportunity W50S9H26QA038. The document addresses seven key inquiries regarding staffing, pricing, clearance requirements, software provisions, and proposal submission procedures.
The Government estimates the position requires 1 FTE to perform duties outlined in the Performance Work Statement (PWS). Surge capacity of up to 50 hours will occur only when travel is required and will be added as a separate Contract Line-Item Number (CLIN) with funding modifications covering contractor-estimated costs for flights, hotel, and per diem expenses. Contractors should not factor travel costs into their base pricing proposals; instead, estimated travel costs must be submitted separately for Contracting Officer approval prior to any travel occurring. Candidates with Tier 1/interim Secret security clearance status may begin on-site work without a final clearance. The Government will provide all necessary software licenses, including DAX, Power BI, and Adobe InDesign, though no Government Furnished property is designated for this requirement. Pricing proposals must be submitted on the SF1449 form, although the Government welcomes supplemental cost breakdowns in contractor-preferred formats. The document was current as of September 3, 2026.

W50S9H26QA038 QUESTIONS AND ANSWERS DOCUMENT
Q1. Is there an estimated historical stafing level or recommended number of FTEs anticipated to perform the requirements in Section 5.0?
A1. No historical stafing, this is a new requirement. The Government estimates the duties in the PWS are equivalent to 1 FTE.
Q2. Section 1.4.1 notes the contractor "may be required to surge up to 50 hours during peak operational periods". How often do you anticipate surges to occur and will surge hours be priced as a separate Contract Line-Item Number (CLIN) or built into the firm-fixed-price rate?
A2. The surge would only happen when travel would be required. The Government would modify the resulting contract to add travel as a separate CLIN with funding added for each travel event to cover contractors estimated cost. Flights, hotel, and any per diem. Rentals would not be the responsibility of the Contractor.
Q3. If a candidate has a Tier 1 / interim status while Secret processing is underway, will they be permitted to start on-site, or is a inal Secret clearance a hard prerequisite prior to award/start date?
A3. Yes, they would be able to start on site without a inal secret clearance.
Q4. The Performance Objectives in Technical Exhibit 1 cite section numbers that do not align with Section 5.0 (for example, PRS lists 5.5 as "Administer Support Agreements and conirm payment," which does not appear in Section 5.0). Will an updated, reconciled PRS table be issued?
A4. The Government will examine the Performance Objectives in Technical Exhibit 1 as referenced and IF changes are necessary, an update will be uploaded to SAM.gov.
For the purpose of providing a quote, the Government does not anticipate any updates will extend the closing date of this solicitation.
Q5. Section 1.4.7.3 lists required proiciency in DAX, Power BI, and Adobe InDesign. Will the government provide the software licenses and accounts for Adobe Creative Cloud / InDesign and Microsoft Power BI on the government-furnished computers, or is the contractor expected to furnish these licenses?
A5. Yes, the government currently has these software licenses, the contractor will be allowed to utilize them. There is no Government Furnished property for this requirement however, the Government will allow/ provide all necessary items to perform the duties of the PWS.
Q6. Section 1.4.12 references travel reimbursed per the JTR. Will the solicitation provide a government-deined Not-To-Exceed (NTE) plug igure for travel, or should contractors estimate travel costs into their pricing proposals?
A6. Travel reimbursed expenses should not be factored into the pricing proposal. IF/ WHEN travel is anticipated, the Contractor will provide the Contracting Oficer with an estimated travel cost IAW the JTR. Once approved, the Contracting Oficer will modify the contract to add the Travel cost to the contract prior to travel. No travel will occur without the written approval and signed contract modiication from the Contracting Oficer.
Q7. Does the government expect pricing to be delivered for our proposal on the SF1449, or would the government prefer for an Excel spreadsheet showing the cost breakdown of our bid?
7. Pricing must be provided on the SF1449 however, the Government welcomes and appreciates cost breakdowns in whichever format the Contractor prefers. Please NOTE, the only mandated pricing format is on the SF 1449.
