About this file
This is a Questions and Answers document for federal contract opportunity W50S9H26QA018 regarding billeting blind replacement, current as of 11 June 2026. The document addresses 12 questions and answers clarifying requirements and procedures for interested contractors.
Key project details include an estimated 120-calendar-day completion period (targeted for 30 September 2026), with the government willing to entertain vendor input on reasonability. The blinds and cellular shades do not require fire-rated certification, and contractors are encouraged to explore all manufacturers meeting minimum specifications rather than matching specific existing colors. The procurement is being solicited and awarded as a commodity with installation; prevailing wages do not apply. An official site visit is scheduled for 6/16, which is optional but highly encouraged, allowing contractors sufficient time to measure the significant number of windows. Removal and installation of existing window coverings can be completed simultaneously. Subcontracting is permitted, and payment will be made using Wide Area Work Flow in accordance with invoicing instructions in the solicitation/construction documents.
The government permits final field measurements after contract award and prior to fabrication; however, no price changes will be allowed following award. The estimated 120-calendar-day performance period encompasses final measurements, fabrication, delivery, and installation, with no separate measurement period anticipated. Contractors are responsible for verifying site conditions and quantities prior to quotation submission. The SF 1449 form has been updated and is accessible without restrictions.

QUESTIONS AND ANSWERS
Q1. I do see you have an oficial site visit on 6/16 and that would be great for us, but I want to conirm that we'll have the whole day on site, as there are a signiicant number of windows for us to measure.
A1. We will do our best to be available for as long as it takes to get the measurements for all interested contractors.
Q2. I see there are colors on here. Do these blinds need to be FR rated? The Aluminum blinds will be FR rated by default, but the Cellular shades are not inherently FR rated and we want to make sure this passes ire code for you. I only have to advise you of this, because there is a pretty large pricing difference with FR and non-FR.
A2. They do not need to be FR rated.
Q3. Is this just a general color or are we matching existing? I just want to make sure we get you what you need and are we able to use any manufacturer?
A3. The color is just a general idea of what colors we were looking at, contractors are encouraged to explore all manufacturers that meet minimum speciications.
Q4. Is this project prevailing wages, union labor, or any other labor requirements?
A4. This requirement is being solicited and will be awarded as a commodity with installation, prevailing wages do not apply to this procurement.
Q5. What is the estimated completion date of this project?
A5. The Government anticipates completion of this installation in 120 days (30 Sept 2026). However, the government will entertain vendor input on reasonability.
Q6. I also wanted to conirm if this will be awarded via Sub-contract, a Deposit, a PO, or ask how you will be paying for this? and what all paperwork is involved? I just need to know how much work/time/admins to get pricing together for you.
A6. Subcontracting is allowed. Payment will be made using Wide Area Work Flow in accordance with the invoicing instructions contained in the solicitation/ construction.
Q7. For the existing window coverings, do you have a rough timeline and count for these or is this something we can discuss on site during the visit? Can we do the removal and install at the same time?
We want to make sure we account for the removal and disposal correctly.
A7. Please review the Statement of Work (SOW). Removal and installation can be completed at the time of installation.
A8. Is attendance at the scheduled site visit mandatory for offerors, or is it optional but highly encouraged?
A8. Attendance is not mandatory; however it is highly encouraged.

A9. The Government is willing to allow inal measurements after award and prior to fabrication of the blinds, however, the Government will NOT allow changes to quoted price(s).
Q10. If inal measurements are permitted after award, is there a required timeframe for completing measurements following issuance of the Notice to Proceed?

A11. For planning purposes, does the estimated 120-calendar-day performance period include inal measurements, fabrication, delivery, and installation, or is a separate measurement period anticipated?
A11. Yes.
A12. We have been unable to access the attached SF 1449 ile because it appears to be protected and cannot be opened with our PDF reader. Would it be possible to provide an accessible version of the SF 1449, or conirm whether there are any additional clauses, technical requirements, evaluation criteria, or submission requirements contained within that document that offerors should review?
