Statement of Work Summary: Billeting Blind Replacement Project
This Statement of Work specifies the full-depth replacement of window blinds across multiple buildings at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The project objective is to provide privacy, energy efficiency, light control, and glare reduction through new window treatment installations. For all buildings except Buildings 449 and 475, the contractor must install 1-inch aluminum blinds in bright white with inside mounting using standard brackets, cordless lift mechanisms, and wand tilt on the left side. Buildings 449 and 475 require cellular shades in blue grey and natural tan with cordless operating systems and inside mounting. The contractor is responsible for removal and disposal of existing window treatments, delivery and offload of materials, labor, equipment, and repair of any damage caused during installation. The pricing and award structure establishes seven separate Contract Line-Item Numbers based on project areas: Base Requirement for Buildings 140-149 (100 windows) and six optional areas covering Buildings 449-475, 434-448, 303-315, 405-427, and 125-132 (ranging from 28 to 224 estimated windows). Pricing must remain valid through September 30, 2026, and unfunded CLINs may be awarded if additional funding becomes available.
Work is to be performed during normal base hours of 7:00 a.m. to 4:00 p.m. Monday through Friday, with an estimated 120-calendar-day duration from the Notice to Proceed. The contractor must comply with Volk Field security protocols including background checks, AT Level I training completion within 10 calendar days of contract start, and installation entry requests submitted 15 days prior to arrival. The contractor must provide its own disposal bins and complete daily cleanup, verify all site conditions and quantities prior to quoting, protect all structures and utilities from damage, and notify the government prior to material delivery.
