About this file

This is a Questions and Answers document for solicitation W50S9H26QA11 regarding a Prefabricate Fire Training Tower, current as of 21 January 2026.

The document clarifies key specifications and requirements for the fire training tower procurement. The tower will consist of three enclosed stories with a fourth-story roof deck. The ship's ladder will be located from the third floor interior to the roof hatch. Specifications are fixed and non-negotiable regarding dimensions, as they were developed to maximize firefighter training while ensuring longevity, durability, and maintainability. Proposals with alternative dimensions, such as those based on ISO shipping container modules (8ft x 20/40ft x 9ft height), are not acceptable. The Government does not disclose budget figures or cost estimates. No preferred vendor exists, and specifications were developed using multiple commercially available towers and the Fire Crash Rescue Concept of Employment. Proposed solutions must meet all specifications, including NFPA 1402 and other referenced regulations, and must be safely utilized in live-fire training scenarios. The first delivery date is non-negotiable; however, phased delivery is acceptable if materials are unavailable on the initial delivery date, provided they are delivered in the order needed and by the time required for assembly. The Buy American Act applies to this requirement. No design plans or drawings representing the desired training tower are available; contractors must refer to the Statement of Work for all tower requirements. A site plan with existing utilities is attached to the solicitation.
