About this file

This Statement of Work (SOW) details the requirements for a new prefabricated fire training tower for Volk Field Combat Readiness Training Center in Camp Douglas, Wisconsin. The project involves replacing an existing fire training tower from the early 1990s with a new NFPA 1402 compliant structure that includes three stories with four working deck levels, multiple specialized training areas (burn room, residential section, training tower section), and numerous specific features like vertical ventilation trainer, chop trainer, rappelling anchor points, and a burn room with insulation system. The tower must be delivered by May 15, 2026, with estimated tower assembly completion by August 7, 2026, and will be installed using troop labor following the manufacturer's specifications. The contractor is required to provide site adaptation plans, comprehensive assembly instructions, technical support during assembly, and conduct commissioning services to verify proper installation and functionality.

New Prefabricated Fire Training Tower

December 19, 2025

REQUIREMENT LOCATION:

The Fire Trainer Tower is located in the Fire Training Area on Volk Field Combat Readiness Training Center (CRTC), Camp Douglas, Wisconsin.

BACKGROUND:

The Volk Field Combat Readiness Training Center, located at the Volk Field Air National Guard Base, currently utilizes a fire training tower that was manufactured and installed in the early 1990s. After decades of service, the structure has reached the end of its operational life cycle and is no longer suitable for continued use. To maintain effective fire training capabilities, the Government has identified the need to replace the existing tower with a new prefabricated fire training tower that meets current safety and performance standards. The replacement project will be executed using troop labor, with installation conducted in accordance with the manufacturer’s specifications. The Government’s objective is to have the new tower manufactured and delivered to Volk Field by Spring 2026. Following installation, the manufacturer will be required to certify that the tower has been properly installed and is fully operational.
