About this file

This document is a Questions and Answers (Q&A) file for Solicitation W50S9F26QA011 for Aircraft Ladders, dated 1/8/2026. The solicitation seeks five ladders: three for wing access with a 7-foot standing height and two for cockpit access with an 8.5-foot standing height. Key requirements include self-supporting ladders that cannot lean on or attach to aircraft, with storage container dimensions of 108" L x 98" W x 96" H. Potential manufacturers must consider DFARS and Buy American regulations, and while aluminum is acceptable, ladders composed of alternative materials will be evaluated. The procurement is a new requirement with no incumbent contractor, and an illustration of a similar ladder (without a pass-through safety cage) is provided for reference purposes only.

Question # Question Answer Date Posted to SAM Date Received 1 Is there an incumbent? This is a new requirement and there is no incumbent contractor. 1/8/2026 1/6/2026 2 Could you please provide the dimensions of the aircraft ladder currently in use? Would it be possible to share photographs of the existing ladder? If available, could you also provide a drawing or schematic of the ladder that is currently being used?

Currently use B4 Maintenance Stand and multipurpose adjustable ladders, but these are not relevant to this requirement and do not perform the functions requested.

3 Do you have any drawings, sketches, specs or even photos of something existing that would guide us as to what you need. Im curious if you have anything that is more specific to what you need? Even if photos of something existing or that you are trying to replace/replicate.

An item that is similar to what is being described is shown below.

However, this item does not have a pass-through safety cage, so the user cannot step off the platform on the opposite side. This is for illustration purposes only; the Government does not endorse this specific brand, style, size, or configuration.

4 Is a foreign manufacturer/supplier acceptable for this requirement, provided all technical, security, and contractual requirements are met? Are there any Buy American, TAA, ITAR, or country-of-origin restrictions that would prohibit sourcing this system from a non-U.S.

company?

Please see the clause at DFARS 252.225-7001 and the provision at DFARS 252.225-7000. It may be acceptable, but the answer varies depending on whether an item is COTS (this is not COTS, but it is a commercial product), the iron or steel content, if it is a domestic end product, place of manufacture, the country itself and whether it is a qualifying country, price, etc. See also FAR Subpart 25.1 and DFARS Subpart 225.1.

For all vendors: If DFARS 252.225-7000 is not completed in SAM or is not accurate for this acquisition, a completed copy must be included with any quote.
