About this file
This document is a Request for Quote (RFQ) for a high-priority requirement supporting the National Guard. The Government intends to award a contract to the most advantageous vendor, considering factors such as price, technical characteristics, delivery schedule, and past performance. Notably, the evaluation factors are not ranked in order of importance, and no specific weighting is provided.
The solicitation emphasizes that a quotation is not a binding contract, and award is contingent upon fund availability. The Government will make an award to the quoter representing the best value, but currently, funds are not present to complete the contract. Vendors are warned that taking exceptions to RFQ terms, proposing additional terms, or omitting required information may render their quote unacceptable and ineligible for award.

Basis of Award
FAR 52.212-2 does not apply to this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluates quotes: price, technical characteristics and features, delivery schedule, and past performance. The evaluation factors are not in a relative order of importance and the relative importance assigned to each evaluation factor is not stated.
Additional Solicitation Information
A quotation is not an oƯer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. A written notice of award or purchase order, mailed or otherwise furnished to the successful quoter is an oƯer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the oƯer.
By submission of a quote, the quoter represents that it unconditionally assents to the terms of this Request for Quote, except for any written express exceptions. If you (1) take exception to any term of this RFQ, (2) propose any additional terms, or (3) omit material information required by this RFQ, then your quote may be considered unacceptable and ineligible for contract award.
Funding
This eƯort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government’s intent to make award. This is not a commitment of funds or contract award.
Award will be made to the quoter who represents the best value to the Government as outlined IAW the basis of award set forth above. No contract award will be made until appropriated funds are made available.
