About this file

This document is a Questions and Answers (Q&A) file for a federal solicitation (Solicitation Number W50S9F26QA011) for Aircraft Ladders. The requirement is for five aircraft ladders: three for wing access with a 7-foot standing height and two for cockpit access with an 8.5-foot standing height. Key details include that this is a new requirement with no incumbent contractor, and the ladders must be self-supporting and fit within an existing storage container measuring 108" L x 98" W x 96" H.

The Q&A addresses various vendor inquiries about material composition (alternative materials will be evaluated), manufacturing origin (subject to specific federal acquisition regulations), and design specifications. Vendors are advised that ladders with minor variations will be considered, provided they meet the fundamental functional requirements. The solicitation allows for flexibility in design, with the primary constraints being the standing height, storage container dimensions, and the ability to be self-supporting without leaning on or attaching to an aircraft.

Question # Question Answer Date Posted to SAM Date Received 1 Is there an incumbent? This is a new requirement and there is no incumbent contractor. 1/8/2026 1/6/2026 2 Could you please provide the dimensions of the aircraft ladder currently in use? Would it be possible to share photographs of the existing ladder? If available, could you also provide a drawing or schematic of the ladder that is currently being used?

Currently use B4 Maintenance Stand and multipurpose adjustable ladders, but these are not relevant to this requirement and do not perform the functions requested.

3 Do you have any drawings, sketches, specs or even photos of something existing that would guide us as to what you need. Im curious if you have anything that is more specific to what you need? Even if photos of something existing or that you are trying to replace/replicate.

An item that is similar to what is being described is shown below.

However, this item does not have a pass-through safety cage, so the user cannot step off the platform on the opposite side. This is for illustration purposes only; the Government does not endorse this specific brand, style, size, or configuration.

4 Is a foreign manufacturer/supplier acceptable for this requirement, provided all technical, security, and contractual requirements are met? Are there any Buy American, TAA, ITAR, or country-of-origin restrictions that would prohibit sourcing this system from a non-U.S.

company?

Please see the clause at DFARS 252.225-7001 and the provision at DFARS 252.225-7000. It may be acceptable, but the answer varies depending on whether an item is COTS (this is not COTS, but it is a commercial product), the iron or steel content, if it is a domestic end product, place of manufacture, the country itself and whether it is a qualifying country, price, etc. See also FAR Subpart 25.1 and DFARS Subpart 225.1.

For all vendors: If DFARS 252.225-7000 is not completed in SAM or is not accurate for this acquisition, a completed copy must be included with any quote.

5 What is the desired standing height? The platform height should be approximately:

a.3 ladders for wing access: 7 feet standing height.

b.2 ladders for cockpit access: 8.5 feet standing height.

An amendment to the SF 1449 will be issued for clarity, which will change the line items on page 3 of the SF 1449 to:

0001 to reflect (a) 0002 to reflect (b)

6 Is an aluminum ladder acceptable? Ladders composed of alternative materials will be evaluated. 1/8/2026 1/7/2026 7 What are the dimensions of the storage container?

108" L x 98" W x 96" H 1/8/2026 1/8/2026

8 Can the ladder lean on or attach to the aircraft?

No. The ladder must be self-supporting. 1/8/2026 1/8/2026

9 Does the box for storage already exist? Yes, the storage box already exists. See question 7 for dimensions. This requirement is solely for ladders. The requirement is not necessarily for all 5 ladders to fit in one container, but they should fit inside efficiently to maximize space.

10 We request clarification or confirmation of the following dimensional requirements: Maximum base width, Maximum base depth, Maximum overall ladder height, Maximum footprint while in use, Maximum folded or stored dimensions.

The Government's only dimensional requirement is that the ladders are able to fit in the storage container. See questions 7 and 9.

1/12/2026 1/9/2026

11 Is our specific design acceptable to you? This question will not be answered during the RFQ for specific vendors.

The quoter should review the required characteristics and functions to determine if the ladder meets the requirement. A ladder with minor variations from characteristics will be evaluated, but the ladder must function as described.
