QUESTIONS AND ANSWERS
1. Q: Please confirm if taxes should be carried in proposals?
A: This is a Tax Exempt project. The Government will provide a Vermont Sales Tax Exemption Certificate Form S-3C for purchase of materials incorporated into this project.
2. Q: Please confirm if any state, local, and/or Federal permits will be required on this project?
A: There are no state, local or Federal permits required to complete the work describes in the project drawing and Statement of Work. The Government does require that the Contractor submit to the base all SDS and quantities of hazardous materials proposed to be used the project before beginning work.
3. Q: Please confirm if there are any known hazardous materials?
A: There are no known hazardous chemicals involved in this project.
4. Q: During the cleaning process of existing markings there will be grey water to be disposed of. The units doing this process will separate the solids from the grey water to allow for only grey water to be disposed of with no hazardous materials. Will the government have and allow the subcontractor to dispose of this grey water on site in an existing oil water separator basin or does the contractor need to figure to dispose off site?
A: The plans and Statement of Work for this project do not call for any cleaning of existing markings that would generate graywater needing to be disposed of.
5. Q: Will the government allow the contractors the use of water to complete the removal of the existing markings or do they need to bring their own water?
A: The plans and Statement of Work for this project do not call for any removal of existing markings.

SECTION 00100 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. Description of the Project: Repaint Airfield Markings – Project work includes but is not limited to, provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to repaint airfield pavement markings at the 158th Fighter Wing, Vermont Air National Guard Base located in South Burlington, Vermont. Work includes approximately 190,000 LF of various line striping and approximately 21,000 SF of markings. Airfield markings includes both retroreflective and non-retroreflective painting as specified in the Drawings and Specifications.
2. Instructions to Bidders:
2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled W50S9C-22-B-0001 CURZ 222301 Repaint Airfield Markings, at the 158th Fighter Wing, Vermont Air National Guard Base, South Burlington, Vermont.
2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
2.3. This solicitation is Unrestricted. In accordance with FAR Clause 52.219-4 Notice of Price Evaluation
Preference for HUBZone Small Business concerns the HUBZone preference of 10% is applicable.

4. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:
4.1. A pre-bid conference will be conducted on 25 February 2022 at 10:00 A.M. (EST) for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at Vermont Air National Guard, Base Civil Engineering Conference Room, 30 Falcon Street, South Burlington, Vermont. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference.
4.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the following information for all attendees to James A. Belaski and TSgt James R. Yoshikawa at the following addresses: james.a.belaski.civ@army.mil and james.yoshikawa@us.af.mil .

4.3. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
4.4. Visitors will be required to present the following information upon arrival: (1) Vehicle Registration, (2)
Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. The Government will provide an escort from the Main Gate to Pre-Bid location. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
4.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
4.6. A record of the conference shall be made and furnished to all prospective bidders via posting at https://sam.gov/content/home . The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

4.1. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

4.3. Any changes to the drawings, specifications, etc. will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc. will NOT be posted via amendment but rather as a response to the RFI on beta.SAM.gov at http://beta.SAM.gov.
4.4. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.
4.5. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities (beta.SAM.gov) system. Plans and specifications are locked on beta.SAM.gov and require Contractors to request explicit access from the Contracting Officer OR export controlled access through DLA. See complete instructions on beta.SAM.gov. beta.SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with beta.SAM.gov before accessing the system.
4.5.1. Amendments, if/when issued will be posted to http://.SAM.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.
6. BID REPOSITORY AND BID OPENING:
6.1. A bid repository is provided for hand carried bids and is located at Vermont Air National Guard Logistics
Readiness Bldg. 70 Room #230, 45 NCO Drive, South Burlington,VT 05403. Hand carried bids must be deposited in the repository prior to the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the facility and should allow time to accomplish this. If providing a bid prior to bid date, then notify James A. Belaski and TSgt James R. Yoshikawa at the following addresses:
james.a.belaski.civ@army.mil and james.yoshikawa@us.af.mil at least 24 hours in advance to coordinate an escort. On bid date, the Government will have personnel detailed at the Main Gate to provide bidder escort to the bid site. Please see instructions to obtain person and vehicle access to the base as detailed in the Site Visit instruction. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.
6.2. The bid opening will occur at the time and date specified in Block 13 of the SF1442 at Vermont Air
National Guard, Logistics Readiness Bldg 70, Room 230, 45 NCO Drive, South Burlington, VT 05403. All interested offerors and their major subcontractors are encouraged to attend the bid opening.
7. WAGE DETERMINATION:
7.1. Construction Wage Rates are applicable to this project are General Decision Number VT20210059
MOD 01 02/25/2022 as shown in Section 00800.
8. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.
9. CLAUSES:
9.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
10. DISPOSITION OF UNSUCCESSFUL BIDS:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.
11. OFFERORS QUALIFICATIONS:
To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH- 0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
