IDS Questions and Answers:
1. I am looking at this solicitation and am noticing that there is no mention of a badging station and SAW mentioned. Also the keypad mentioned will have to be a graphic keypad. The SAW is for reports and the badging station are all requirements for a SCIF along with the graphic keypad. Those are all requirements in the ICS-705 that all enrollment and reports need to be local to the SCIF along with a keypad that provides graphics(or a VCC can be used) and aunication. Is this something the client wants added to the quote to be compliant with SCIF regulations and to obtain SCIF accreditation?
ANSWER: Negative. The graphical keypad is not a requirement found in the guidance. Typical analog keypads are fine.
As for the rest of the verbiage, we can still add it even though our current requirements do cover the entry control system which includes a badging station.
2. PWS does not mention cybersecurity requirements. Please confirm that offerors are not required to include cybersecurity activities in quotes. If this is incorrect, please clearly define all required contractor cybersecurity activities/deliverables.
ANSWER: There are no Cyber Security Requirements.
3. Shall offerors assume that all doors have existing and NFPA compliant exit devices, locks, security hinges, leaf coordinators, automatic closers, signage, etc. provided by others?
ANSWER: Yes, most prep work was accomplished by the primary contractor during construction.
4. Please confirm that door contacts, electrified hinges, security hinges, locks, exit devices, automatic door closers, door leaf coordinators, pick plates, etc. are provided and installed by others.

5. Please clarify whether there are existing SCIF perimeter penetrations available for contractor use in the required device locations. If not, please clarify who is responsible for making the new penetrations.
ANSWER: All conduit and raceway, to include penetrations have been completed
6. Para. States in part that contractor shall complete installation in compliance with "Security Procedures for Joint Base Langley-Eustis". Please provide copies of the relevant security procedure documents as they are not listed in PWS 6.0.
ANSWER: Joint Base Langley Eustis requirements mirror ICD/ICS 705.
7. All installed systems must meet physical security requirements as outlined by USAF guidelines, JBLE Security Forces requirements and must satisfy the JBLE Authority to Operate (ATO) as set by local policy on JBLE. Please provide all applicable JBLE Security Forces requirements that the contractor work must comply with.
ANSWER: Joint Base Langley Eustis requirements mirror ICD/ICS 705.
8. All installed systems must meet physical security requirements as outlined by USAF guidelines, JBLE Security Forces requirements and must satisfy the JBLE Authority to Operate (ATO) as set by local policy on JBLE. Please confirm that the site has an existing active ATO for the system.

9. All installed systems must meet physical security requirements as outlined by USAF guidelines, JBLE Security Forces requirements and must satisfy the JBLE Authority to Operate (ATO) as set by local policy on JBLE. Please clearly identify all cybersecurity activities and deliverables that are contractor responsibilities such as but not limited to scanning, STIGing/hardening, System Security Plan, procedures, etc.

10. Is the Government requesting standalone Vindicator IDS and VICADS installations for this facility?
ANSWER: The system needs to connect into the base Vindicator System for the IDS. The base is aware that a new system will be connected and additional coordination will take place once we have installation dates and timelines.
11. Is the Government requesting contractor to add the specified equipment to and existing Vindicator IDS and VICADS installation the facility?

12. Applicable publications lists "Federal Information Processing Standards (FIPS) Publication 201-2 Personal Identity Verification (PIV) of Federal Employees and Contractors (paragraph 9)." Please clearly identify the referenced applicable location in the document. We are unable to locate the specified "Paragraph 9."
ANSWER: This document is a publication for Personal Identify Verification and the information is contained in Paragraph 9 of the publication.
13. Applicable publications lists FIPS 201-2. Please clarify whether the system needs to provide realtime full PKI authentication to a certificate authority as required in FIPS 201-2. If yes, please provide additional details describing the Government's required performance criteria and contractor responsibilities related to communication media.
ANSWER: No such requirement exists.
14. Please clarify that this is an IDS install only or was AECS added.
ANSWER: This is for a complete and working Access Control, Closed Circuit TV and Intrusion Detection System as shown on the plans and specs
15. Please confirm that contract work will be performed on the listed Federal holidays.
ANSWER: Work will not be performed on holidays.
16. Item 4 Statement is incomplete. Please clarify.
ANSWER: PWS has been updated.
17. Item 6. Which requirements are being referenced, items 1-5 above or 1.4.5.1 below or something else? Please clarify.
ANSWER: They are in reference to paragraph 1.4.5.
18. Item 6. Withholding final payment. Please clarify how this will be administered and the basis for determining the amount and contractor recourse.
ANSWER: If funds needed to be withheld it would be 10% until the issue is resolved.
19. Please clarify what is meant by “Air Contractor”.
ANSWER: If you are a contractor of the Air Force and need access to the Army network.
20. Please confirm that “response” means contact via telephone.
ANSWER: This question is not clear.
21. It is not stated anywhere, but does the base require ALL system components be listed on the latest Non-Nuclear Configuration Management Database (CMD) Equipment Approval list?

ANSWER: All components provided need to allow for proper accreditation of the facility once installed
22. Does this site require an access control badging station or will the access control badges be created from another facility?
ANSWER: All access control badges will be created and maintained onsite, contractor is required to provide all components to allow for that
23. Is there specific door hardware requested *i.e. Maglocks or electric locks?
ANSWER: Hardware, conduit and backboxes provided by the General Contractor are annotated on the plans. Security contractor is required to provide all other cabling, hardware and components.
24. Is the government providing a network switch and rack for quoted equipment?
ANSWER: Connection from the IDS to the base vindicator system will be through government provided networking equipment
25. Is there a requirement for any of these alarm points to be monitored/reported to SF Vindicator system for secondary monitoring?
ANSWER: As stated in the contract document, connection for the IDS to the Base Vindicator system is required
26. What software is being used for other systems on site? We want to design the system to be compatible and use the same credentials if possible.
ANSWER: This is new construction, there are no other systems onsite
27. what Readers are being used onsite, for example, HID I class.?
ANSWER: This is new construction, there are no other systems onsite, all components provided need to allow for proper accreditation of the facility once installed
28. If we are providing additional credentials, how many and what type?
ANSWER: This is new construction, there are no other systems onsite
29. Number of readers for this space, we're counting 11 readers on the plan, but the access layout page is only showing 6 readers.
ANSWER: There are 11 total card readers required per the plans and additional notes annotated on the plans
