JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION BRAND NAME SPECIFICATION

I. CONTRACTING ACTIVITY 192 MSG/MSC VaANG Base Contracting Office

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

This is a new firm-fixed-price contract for other than full and open competition to include a brand name specification for Honeywell Vindicator Intrusion Detection System. The solicitation will be a Small Business set aside competitive Request for Quote to be awarded with FY22 funds.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS

This J&A is the inclusion of a brand name specification for the Honeywell Vindicator Intrusion detection system at Langley, AFB, VA. Honeywell Vindicator equipment is required for integration with the existing Command and Control suite used on Langley AFB.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

10 USC 2304(c), as implemented by FAR 6.302-1(c), Brand Name Description.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR

NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED

ABOVE (APPLICABILITY OF AUTHORITY)

Of the AFLCMC approved Intrusion Detection Systems, Langley AFB uses the Vindicator base wide. Vindicator offers certifications and training, while the other companies are proprietary which would require any repair work to be sole sourced. There are multiple companies that partner with Vindicator to be able to provide their products.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A solicitation will be posted to SAM.gov as a small business set aside.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. The basis for this determination will be based on competitive quotes received. Certified cost or pricing data will not be required.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT

CONDUCTED

A internet search was conducted and there are two small businesses in the area that are certified dealers and registered in SAM.gov and there are four security partners in the area. It is anticipated to receive at least two quotes from Small Businesses.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION

Failure to incorporate the requirement for compatibility with the existing system will result in failure to meet functional and design requirements of each system and will result in failure of accreditation for secure operating areas and failure of security event notification to law enforcement personnel.
