About this file

This file is a Questions and Answers document providing clarifications on a federal solicitation for HON cubicle-wall products and related furniture/accessories for a military installation.

The response deadline is August 24, 2026, at 4:30 p.m. Mountain Time (SAM.gov deadline controls; SF 1449 has been amended). A mandatory site visit is scheduled for August 5, 2026, from 9:00 a.m. to 11:00 a.m. Mountain Time, though attendance is highly encouraged but optional and not required for technical acceptability. Contractors bear all costs associated with site visit attendance, and no equitable adjustments will be granted post-award for conditions reasonably discoverable during the visit. Past performance is not an evaluation factor. FAR Clause 52.219-33 (applicable only to BPA and IDIQ orders) was included in error and will be removed via amendment. Contractors are responsible for all field measurements of cubicle walls, raceways, power whips, and accessories prior to proposal submission; no post-award equitable adjustments or change orders will be approved for measurement errors or omissions. The manufacturer and initial shipping carrier must only know the contractor's commercial warehouse address, with final delivery and transport to the military installation being solely the contractor's responsibility to maintain security of the military installation's location and identity. Cubicle walls must accommodate a minimum of 4 data cables with IT/data faceplates (blanks) provided, and the specified wall height complies with all applicable fire regulation codes.

Questions and Answers

1. SAM.gov currently identifies August 24, 2026, at 4:30 p.m. Mountain as the response deadline, while the SF 1449 identifies August 17, 2026, at 12:00 p.m. local. Which deadline controls, and will a formal amendment reconcile the difference?

a. SAM.gov is correct and the SF 1449 has been amended.

2. Attachment 3 identifies the August 5 site visit as 9:00 a.m. to 11:00 p.m. Mountain. Is the intended end time 11:00 a.m.?

a. Yes, the site visit will end at 11:00 a.m. Mountain Time.

3. Is site-visit attendance optional or required for technical acceptability?

a. Site-visit attendance is highly encouraged but optional; it is not a requirement for technical acceptability. To ensure all parties understand their responsibilities, FAR Clause 52.237-1 (Site Visit) will be incorporated into the solicitation. Under this clause, the contractor bears all costs associated with attending (or choosing not to attend), and no future change orders or equitable adjustments will be granted for conditions or information that were reasonably discoverable.

4. FAR 52.212-2 does not appear to contain completed evaluation-factor language. Please identify the evaluation factors and their relative importance, including whether corporate past performance will be evaluated.

a. FAR 52.212-2 has been updated via solicitation amendment to formally establish the evaluation criteria. Additionally, an accompanying addendum is incorporated to provide detailed instructions and supplementary evaluation information.

5. How will an offeror with no completed federal prime contracts be evaluated? May clearly attributed subcontractor or team-member experience be considered without being represented as Kcamow corporate past performance?

a. Past performance is not an evaluation factor.

6. FAR 52.219-33 appears to apply, while the requirement is restricted to HON products and HON is a large manufacturer. Has SBA issued a waiver, or what compliant nonmanufacturer approach does the Government anticipate?

a. This clause was included in error as it is only applicable to orders placed under BPA and IDIQ contracts. It does not apply to this solicitation and will be formally removed via solicitation amendment.

7. The SOW restricts disclosure of the military organization, location and identity to the manufacturer or shipper. Please explain the approved workflow for obtaining HON pricing, arranging carrier delivery and storing products while complying with that restriction.

a. The manufacturer and the initial shipping carrier must only know your commercial warehouse address. The final delivery, handling, and transport to the military installation are solely the contractor's responsibility.

8. Please confirm whether final cubicle-wall, raceway, power-whip and accessory quantities must be established through field measurements at the site visit before a firm-fixed-price offer is submitted.

a. Based on Section 5a of the Statement of Work (SOW), the contractor shall be responsible for all required actual measurements. No equitable adjustments, change orders, or additional costs will be approved or granted post-award for errors, omissions, or discrepancies in measurements that could have been verified prior to proposal submission.

9. It was pointed out that there is a discrepancy between the drawing layout and where there is a “Fire Pull” handle on the west wall. Will you take a look at it and see if that needs to be fixed in the drawing and accounted for.

a. Please see updated SOW 14. Room Layouts drawing. The measurement next to “Fire Pull” on the top left of the drawing has changed from 6’ 8” to 7’ 8”.

10. Does the height of the cubicle walls requested in the SOW break any fire regulation codes for the fire suppression system?

a. No, the height of the cubicle walls does not break any fire regulation codes.

11. Are we requesting any data hole/plate. Data com ports? If so is it 1,2,3 or 4

a. Yes, IAW with SOW under section I. Cubicle Walls “-IT/data faceplates (Blanks) provided”. The SOW has been updated in section I. to reflect: the cubicle walls shall have enough room and ports to run a minimum of 4 data cables.
