About this file
This document is an addendum to a Request for Offer (RFO) for commercial products and commercial services that modifies the standard FAR clauses 52.212-1 and 52.212-2.
Submission Requirements: Offerors must fully complete Attachment 2 (Contractor Submittal Form) and submit specifications of proposed products along with their quote. Offerors must provide layouts, drawings, and material lists demonstrating capabilities and compliance with the Statement of Work (SOW). Contractors who do not take exceptions to requirements in Attachment 1 (Statement of Work) will automatically be considered technically acceptable.
Evaluation and Award Criteria: The Government will evaluate quotes using two factors: (1) Technical Capability, rated as either Acceptable or Unacceptable, with "Technically Acceptable" defined as taking no exceptions to the Specifications document requirements, and (2) Price, evaluated for fairness and reasonableness in accordance with FAR Part 12.204(a), with quotes requiring sufficient detail to demonstrate reasonableness. The award will be made to the lowest-priced offeror whose quote is technically acceptable, with no further considerations given to other factors.
