164th Logistics Readiness Squadron Memphis Dunnage Kit Requirements
This document outlines the technical and operational requirements for a dunnage kit designed for the 164th Logistics Readiness Squadron (LRS) Memphis to support POL (Petroleum, Oil, and Lubricants) airlift operations. The dunnage kit must be ATTLA (Air Transportability Test Loading Activity) certified by the USAF and compatible with loading an R-11 into C-130, C-17, and C-5 aircraft. The system shall maintain cargo floor and ramp pressures not exceeding 50 psi under full load. Each left/right ramp component assembly must be rated for a maximum 20,000 lbs single axle load, measure 30 inches wide with a maximum thickness of 4 inches, include two carry handles on each side, and employ a 2-to-1 safety factor (40,000 lbs breaking strength). The assembly top surface shall feature high-traction rungs, and the system must be modular to support variable lengths (130" to 788") and heights (0" to 55").
All components contacting aircraft surfaces require smooth bonded belting. The dunnage kit must comply with DoD Manual 4140.65-M exemptions and meet ISPM, USDA APHIS PPQ, and IPPC plant protection standards. The shipping container must be forkliftable from all four sides and compatible with 10K Standard, 10K/13K Adverse Terrain, and 10K All Terrain forklifts. The container shall withstand all flight gravity forces (forward, aft, lateral, vertical), accommodate restraint using four CGU-1/B cargo straps rated at 5,000 lbs each with minimum eight strap brackets, fit within an eight-foot pickup bed with closed tailgate, and allow two containers side-by-side on a 463L pallet with required six-inch aisleways. The container bottom requires smooth bonded belting to eliminate parking shoring needs. Each shipping container must include a data plate with part number, manufacturer's Q number, dimensions, weight specifications, detailed lashing instructions, vendor cage code, phone number, and email address.

Please see the requirements needed for the dunnage kit.
-Must be ATTLA, Air Transportability Test Loading Activity, Certified. The means the equipment is already certified by the USAF to be used in Airlift.
-The system shall be compatible with loading an R-11 into a C-130, C17 & C5 aircraft.
-When under a full load, no pressures on aircraft cargo floor or cargo ramp will exceed 50 psi.
-Each left/right ramp component assemblies shall be rated at 20,000 lbs. maximum single axle, 30" wide, no thicker than 4”, two carry handles on each side.
-Rated capacity shall be no more than 50% of breaking strength..2 to 1 safety factor, meaning a 40,000lb axle can be placed on the shoring kit before any permanent deformation of the aluminum -The assembly will have a top surface composed of high-traction rungs.
-The system will be modular, with the capability to be assembled in numerous lengths (130” to 788”) and heights (0” to 55”), depending on the components available.
-All components that come in contact with the aircraft cargo floor or cargo door have smooth belting bonded securely to the base (e.g. Ramp Pads, and Stands).
-All components must NOT subject to DoD Manual 4140.65-M, and are to be compliant with the International Standards for Phytosanitary Measures (ISPM), United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) program, and the International Plant Protection Convention (IPPC) -Available shipping container for the kit -The shipping container shall be forkliftable from all four sides, and shall be compatible with the tines of a US Air Force 10K Standard Forklift, 10K/13K Adverse Terrain (AT) Forklift, and a 10K All Terrain Forklift -The container shall be guaranteed to withstand the rigors of flight (to include all gravity forces: forward, aft, lateral, and vertical) and contain all cargo up to the rated capacity.
-The shipping container shall be able to be restrained to the aircraft cargo floor or the aircraft cargo ramp, utilizing a minimum of four CGU-1/B, cargo straps, each rated at 5,000lb capacity. The shipping container will have a minimum of eight strap brackets/strap guides to keep the straps from sliding and to reinforce the corners of the shipping container.
-The shipping container will fit inside an eight-foot pickup bed and allow the tailgate to close. Two shipping containers will fit side-by-side on a 463L cargo pallet allowing the required six-inch aisleway in the C-130 wheel well locations.
-The bottom surface of the shipping container will have smooth belting bonded securely to the base, to eliminate any need for parking shoring.
-Each sipping container will have a DATA Plate including:
Part Number and Manufacturer’s Q Number Length, width, and height Empty weight, Payload weight, Max Total weight Detailed lashing instructions for the load team/aircraft loadmaster Cage Code of vender, Phone number of vender, email address of vender
