About this file

This is a Questions and Answers document for solicitation W50S99-25-Q-1001, an IDIQ contract for vehicle parts and supplies for the 164th Airlift Wing in Memphis, TN. The document addresses nine vendor questions about pricing, delivery, and product specifications.

Key details include: pricing can be either catalog-based or fixed discount from manufacturer lists for standard parts, with as-needed pricing for specialty vehicles; estimated annual spend is $36K-$72K depending on budget; vendors may use courier services like FedEx/UPS if meeting delivery timeframes; weekday-only deliveries are required; both stocked and as-needed items are covered, with emphasis on as-needed; OEM equivalent parts are acceptable except when quality issues exist with aftermarket products; and bulk chemicals (oils, coolants, hydraulic fluids) are typically ordered in 55-gallon drums while other chemicals are ordered in smaller quantities as needed. Vendors only need to coordinate with base POC for deliveries rather than obtaining special clearance.

Text version

1. Are you expecting a price quote for each part number in a catalog or a fixed discount from a manufacturer’s published price list? Either will work. Snapshot price quote for standard parts (Wix, Fram, etc.) Discounted price for those items that aren’t standard.

2. We can provide price quotes for brands like Wix, AC Delco, Motorcraft, GM, Ford, etc. but many vehicles listed do not have available price lists and pricing is determined at the time of need. How do we respond in an offer for vehicles listed such as Oshkosh, Tymco, Wollard,Stewart & Stevenson, and Global? Quote the price when the need arises.

3. What is the estimated annual demand/spend for parts for these vehicles? Anywhere from $36K – $72K, but it also depends on whether we receive budgeted amounts.

4. Does this contract require local delivery drivers employed by the contractor or is it acceptable for small package couriers like FedEx and UPS to deliver our shipments?

Vendor may utilize small package couriers, if said courier can ensure the items ordered get to the end user in the time requested in SOW.

5. Seeing this is for the vehicle fleet of the 164th air wing, what specific background/access would our logistics drivers need to provide/be cleared for to be able to properly fulfill their delivery requirements should we be selected? The vendor would only need to call POC at the base, which will be stated on the contract, and let them know name of vendor making delivery and when they would be coming. End user will meet them at the gate, depending on size of delivery, and get the items or escort them to the vehicle maintenance area for delivery.

6. Would Saturday deliveries be required? Or would product ordered on a Friday being delivered on a Monday morning be acceptable? Weekday deliveries only.

7. Could you confirm whether this contract covers both stocked inventory parts as well as as-needed repair items? Both stocked inventory and as-needed items; but mostly as needed items.

8. Could you confirm whether utilizing equivalent brands that meet OEM specifications would be acceptable in instances where the preferred brands are unavailable within the contract’s required timeline? Would fulfilling orders within the required timeframe take precedence over providing the exact brand specified? OEM equivalent is acceptable; the only time exact brand specified would take precedence is if there has been proven quality issue that aftermarket products can’t resolve.

9. The Vehicle and Chemical List attachment specifies quantities for engine oils but does not indicate required quantities for other chemicals, such as spray enamels and rust converters. Could you provide guidance on the expected quantities for these items? Some suppliers may have limitations on sourcing large volumes (e.g., 55-gallon drums), but alternative sizes should be available. Oils, Coolants, Hydraulic Fluids, and Simple Green usually in 55 gal drums. All other chemicals in more manageable sizes and we would order to our necessity.
