17.1. Answer: No
18. Question: Scope - Column Base - Do the column bases (Key Note "A" and "B" from Drawings Pg. 2 of 4) have to be formed? We would like to augur a hole of equivalent diameter as the Drawings indicate, set the rebar, and pour the concrete directly into the augured hole. Versus larger excavation and forming the concrete bases. Please advise.
18.1. Answer: Foundations shall be per manufacturer's instructions per Detail A-1 on Sheet C2.1.
19. Question: Scope - Crash Rated Cable - Can we install anchoring system in the Columns - As we review the Drawings, there is a cable, anti-penetration, collision cable that is required to be installed as part of the AmeriStar system. We understand that fully engineered AmeriStar, anti-penetration, collision cable was connected to larger steel bollards system, concrete filled (not part of this design). The current design replaces the bollards with the Column system (Key Note "A" and "B" from Drawings Pg. 3 of 4). But in the current design basis there is no anchoring system for the cable to the columns. We would propose anchors installed as part of the columns system when pouring the concrete on interior of the CMUs and complete the brick veneer after the anchors have been installed. Note, between the concrete base and column there is almost 5 cubic yards of concrete; 20000LBS. If this is not acceptable, please advise how to address/install anti-penetration, collision cable with anchoring.
19.1. Answer: Contractor to install crash cabling and terminate inside masonry columns per manufacturer's recommended details. In past projects they have not required a bollard inside the masonry, However the Manufacturer must to supply the engineered crash protection system. If their only option is to use the 6-8" Bollard post, it shall be provided and mounted inside the column. Cut interior masonry units to facilitate installation as necessary. Ameristar has several installations of the stalwart product with masonry columns. See link below. Base Dimensions shall minimally be as detailed on Sheet C2.1, unless otherwise increased by the manufacturer.

20. Question: Scope - Washed Stone - We understand this an area behind the pavilion from curb to sidewalk entrance, with a single later of river rock 8"-10" in diameter.
20.1. Answer: See drawing Sheet C1.1 and Key Note 14 for location of washed river rock.
Washed River Rock shall be per detail A-11 on sheet C2.1.
21. Question: Scope - Electrical - What is the specification for Key Note "5", "8", "9", "10" and "11" from Drawings Pg. 2 of 4. Are we tie-ing into an existing electrical system or just running conduit and line? Isolation point if running power. Specification on the line? Are we leaving pull lines in the conduit? Etc.

25.1. Answer: Fence repair shall be per the drawings and specifications. Areas denoted as Key Note 1 shall be considered repair and shall be repaired in accordance with Detail J-1 on sheet C2.
1. Verify manning of complex with COR.
26. Question: Drawing C1.1 - How close is the adjoining property to the existing fence? Will permitting or an easement be required to work near adjoining property?
26.1. Answer: All work shall be performed from inside the facility as much as possible, property is bounded by the US Army Reserve and Govt. owned woodlands. No permit or easement is needed to work near adjoining property, however no work will be allowed on adjoining property.
27. Question: The drawings do not show the existing concrete barriers (i.e. "Dragons Teeth") along the front edge of the parking lot. Please verify these will be removed by the government.
27.1. Answer: See Answer 23.
28. Question: Will electronic bid offers be accepted?
28.1. Answer: No, electronic bid offers will not be accepted. Bids must be hand-carried to the location specified in the solicitation.
29. Question: Can the project engineer give you the wind speed please?
29.1. Answer: 90 mph
30. Question: After speaking with Ameristar, the recommendation is to install bollards per Ameristar design because to maintain the crash rating the 1" internal steel cable system needs to be in the posts and bollards. If we were to build in this way then you could make the brick decretive pillars built around the 6" bollards and 4" posts and leave 2 -4 pickets off each panel to accommodate building the decorative brick. IF they are looking to have a decorative fence that is not CR8 etc, you could install IMPASSE II or similar between concrete posts as shown no problem, it just would not have a CRASH rating.
30.1. Answer: See Answer to Question 19.
31. Question: Also, the man gate is shown in a 8' opening and any opening greater than 4' negates the crash rating of the fence and will likely need a ty metal specialty door frame and door so the steel cable can go over the header and in the posts for the gate.
31.1. Answer: It DOES NEED Special Metal door and Frame, With buried footings below welded frame rails. See detail A-11 sheet C2.2 "Ameristar EXODUS Series" door and frame. Install per manufacturer's recommendations, if the recommendations include an additional cable over the door header it shall be required.
32. Question: For how large this project is I have reached out to CLD systems as they have a comparable K8 rated system that requires smaller amount of concrete which on a job this size could really change the total budget.
32.1. Answer: See Specification Section 01 60 00 regarding Materials, Equipment, and Substitutions. No evaluations of potential equal products shall be made during the bidding process.
33. Question: Do you have a concrete company that you prefer to use in this area? I would love to include them for the caging / concrete numbers with all the additives per the spec etc. I will send it to my local Atlanta company as they may still have competitive rates for the Chattanooga market, but I also like using local when I can.
33.1. Answer: No.
34. Question: For the repair of the aluminized fence, most of it was from washout, We could un-install, re-set posts- re-install. The aluminized fence material is $500-$650 a roll just for the fabric.
The best option is to move the fence to the top of the hill, so the washout does not happen but would need to be approved. Without further Civil change / drainage the water shed will continue to cause washout under the fence +/- 10 years.
34.1. Answer: Changes to the Bid Documents cannot be considered at this time. The successful bidder may propose this as an RFP, after award.
35. Question: If there is to be a "site secure" on the nightly, will there be any clearing of brush / debris by others?
35.1. Answer: Site shall be secured nightly. All Cleaning and Clearing shall be by the Contractor.
