PV Array Q&A
1. Who is the Authority Having Jurisdiction (AHJ) over this property for code and permitting purposes?
A: The Base Civil Engineer is the AHJ. However, High voltage electrical is privatized to AUB. The base will require GCs to follow AUB codes/criteria. TN OneCall Permit is required for primary electric.
Additionally, GC must open a Dig Permit with CE Work Control to mark all other utilities.
2. Will you provide a list of all permits that will be required for this project and costs associated (if any) for these permits?
A: We will not provide a list of cost for permits. Permits required, free of charge, include Base Dig Permits, Base Burn/ Hot Work Permits, TN One Call, etc. See above
3. Please provide the snow, wind, and seismic load requirements.
A: See Drawing S1.0
4. What work will Alcoa Electric be self-performing? Is the contractor responsible for any costs associated with Alcoa Electric’s work?
A: Alcoa Electric will terminate all MV cable ends within Vault boxes, at transformer and at switchgear.
The GC will pick up the coffin vaults and half of the 4" electric conduit from Alcoa Electric's warehouse/yard. For clarification: The GC will purchase the coffin vaults from Alcoa Electric. Alcoa Electric is also providing 3 of the 6 conduits for the duct bank (at no material cost to the GC) for future loop closure. All 6 conduits will turn up in each vault The vaults are currently in stock at Alcoa Electric’s yard. For purchasing of vaults contact:

5. Will the use of TAA compliant material, specifically for the solar modules, be an acceptable replacement for BAA compliance?
A: FAR 52.225-5, which covers TAA is not applicable to this contract
6. Geotechnical Report in the Project Manual states that “we have assumed that earthwork cuts and fills of less that 10ft will be required to facilitate the proposed construction”. Sheet C3.0 of the project drawings states that “There will be no grading activities associated with this project”. Can you clarify if grading for the solar array is expected to be needed and included in our bid?
A: It is not the intent to have to have any additional cost/contingency of "undercutting and replacing with suitable fill", included in the project bid. It is anticipated that the engineering team for the racking manufacturer has considered the current conditions to accommodate the intended pile installation. There is minor construction of the shallow footings area at the equipment pad, where unsuitable soil could impact the installation. This would be addressed as/if needed and covered by a change to the work.
7. Alternates Form has a schedule for Solar Array Expansion. Is there a desire or preference from the government for contractors to propose expanding the array?
A: There is no longer an Alternate component to the Array
8. If we do not intend to provide pricing for an expanded array do we still need to submit the alternates form with our bid?
A: No Alternate form is required
9. Section 1.05 of the Summary section of the Project manual mentions an alternate to provide a ‘paved access drive in lieu of gravel’. This is not on the Alternates Form and the drawings call for a paved access drive. Can you clarify this?
A: There is no longer an alternate for the paved drive. This work is considered part of the base bid.
10. Can you confirm that the installation of a permanent security fence surrounding the solar array is not in the
SOW for this project?
A: Per NEC 2017, fencing is required for large-scale PV electric production facility of no less than 5000 kW, reference Article 691.4 (2). The current design is less than 5000 KW.
11. Work hours are set at 0700 to 1430 Monday-Friday. Is this expected to be the case or can we plan on working past 1430 on a regular basis?
A: Standard work hours are 0700-1630 hrs. GC can coordinate with the COR at time of construction if extended hours are requested.
12. Section 01 2300 discusses alternates and PV system sizes that are not included in the drawing set. Can you clarify these?
A: There is no longer an Alternate component to the Array
13. Section 01 3100 Part 1.06 discusses Coordination Drawings. Based on the project drawings and the language in this section it appears that Coordination Drawings will not be needed for this project. Can you confirm this?
A: Coordination drawings will not be needed. Shop Drawings shall include all necessary information.
14. Section 01 3100 Part 1.09(c) discusses a ‘sustainable design coordinator’. Can the contractor’s project manager or site superintendent serve in this role? Role requirements for this position are not clearly defined in this section.
A: The contractor’s project manager or site superintendent can serve in this role
15. Section 01 3100 Part 1.09(d) discusses having ‘representatives of manufacturers’ present at the preinstallation conference. Can you describe which material manufacturers will be required to attend this conference? Can the contractor who purchased the equipment serve as the manufacturer’s representative?
A: Someone familiar with the systems needs to be available at the conference to discuss any needed coordination and specific installation items
16. Section 01 7419 Part 107(b) discusses a Refrigerant Recovery Technician. Can you confirm that this position will not be needed or required for this project?
A: This is not needed for this project
17. Will the government require Compatibility Tests for certain items? Or will the determination of if these are needed or not be left for the manufacturers to determine?
A: Manufacturers can determine compatibility
18. Section 01 500 Part 1.04(d) mentions EPA Construction General Permit. Will the contractor be required to pull this permit?
A: A SWPPP permit has been applied for by owner.
19. Section 01 500 Part 1.04(e) – Are there any specific requirements for the personnel responsible for the management of the fire–prevention program?
A: The personnel responsible for the management of the fire–prevention program should follow the contractors protocol and training for fire prevention
20. Section 01 500 Part 2.02(b) – Will the government require the contractor to supply a temporary office with accommodations as they are outlined in this section? This will require a temporary power drop and rental of an office trailer that we would not use for this project unless it is required by the government.
A: A job trailer will not be required. GCs can provide a trailer at their discretion and will be allowed to tap into available utilities with COR approval.
21. Section 01 500 Part 3.03(g) – Will the government require the contractor to provide telephone service as outlined in this section?
A: Telephone service will not be required. On-site Project personnel shall make their contact information available to the government.
22. Section 01 500 Part 3.03(i) - Will the government require the contractor to provide a project computer for government use as outlined in this section?
A: No, a computer will not need to be provided
23. Section 01 500 Part 3.05(f/g) - Will the contractor be required to install temporary construction fencing surrounding the solar array and MV trenching areas?
A: Temporary fencing/barriers should be provided for any areas needing protection based on safety protocol for open or exposed trenches or footings.
24. Section 01 7900 Part 1.10(a) – Will the government require the contractor to provide hire a qualified commercial videographer as outlined in this section?
A: A qualified commercial videographer will not be required. The contractor will be responsible for photographically documenting weekly progress and per specifications
25. Sheet E6.0 Keynote #5 - Will the government require that all PVC conduit above grade within the solar array be RMC conduit or will Sch 80 PVC conduit be acceptable here?
A: Transitions and bellow grade conduits to be Sch. 80.
26. Sheet E2.2 General Note #3 states inverters 6-10 are shown for additional expansion. The plans only show
8 inverters and all 8 are to be used for this project. Can you clarify?
A: There is no planned future expansion. Only the required inverters are to be included
27. Detail #2 on sheet E4.2 appears to call out 3” RMC conduit for the DC combiner box output wire. Would Sch. 80 PVC be acceptable here?
A: Use of 2.5” or 3” conduit is acceptable based on preference/availability. See #25 above for conduit type
28. Portions of the slope where PV is to be installed exceed 30%. The additional weight of the PV array poses slope stability concerns. Will the contractor be responsible for verifying this slope is stable?
A: The contractor should verify stability of soil, but the current documents do not require the contractor to complete a slope stability analysis.
29. Most of the basis of design (BoD) equipment does not appear to meet the ’Buy American’ FAR Clause 52.225-10, but would be in accordance with 52.225-5, which authorizes purchases from Trade agreement countries. Can FAR 52.225-5 be added to the solicitation?
A: 52.225-5 is not applicable to small businesses per FAR 25.401 (a)(1)
30. Currently, the design set given does not show any security fencing. The National Electrical Code Article
690.31 requires security fencing specifically around PV arrays to prevent unauthorized access. Please confirm that the government does not intend to comply with NEC 690.31 and will not require security fencing around the array.
A: Per NEC 2017, fencing is required for large-scale PV electric production facility of no less than 5000 kW, reference Article 691.4 (2). The current design is less than 5000 KW.
31. The Q.Peak Duo 10.2 modules and SMA Peak3 150-US inverters that are specified in the design drawings are no longer being manufactured and therefore not readily available. Therefore, new modules and inverters will be required to be substituted. New modules and new inverters will require a complete DC design review and change of design because changing inverters and modules results in new DC characteristics of voltage and current which typically impacts the design for conductors, conduit, combiner devices, and fusing. Additionally, new modules will be more efficient which reduces the physical layout of the racking system and the area of civil work. Will the government provide new engineering drawings due to the requirement to change modules and inverters?
A: It will be the contractor’s responsibility for any redesign required. The revised design will be submitted as a shop drawing for review and approval.
32. Please provide an updated schedule for the project to factor in redesign effort.
A: The contractor will be asked to provide official lead times. At this time a no-cost time extension may be executed by modification.
33. Transformers and switchgear that meet UFGS specifications currently have a lead time of approximately two years. Please provide an updated schedule that factors in long lead electrical equipment.
A: Once submittals are approved and actual lead times have been established, the Government will extend the contract to accommodate material delays at no additional cost.
34. Current drawings don’t show any type of shading cover or canopy over top of the inverter stations. Without any shading cover or canopy, the Government can expect their maintenance costs for inverters to increase and the overall lifespan of the inverter stations will decrease. Please confirm the Government does not want a covered or enclosed area over the inverter stations.
A: A cover over the inverter stations is not currently included in the project.
35. The geotechnical exploration report notes piles may be required to be as deep as 16-ft and the government has stated that there may be obstructions contained within the embankment. Does the contractor need to factor in the price of predrilling and backfilling obstructed holes? If so, please provide percentage of holes should be assumed to be obstructed based on the government’s knowledge of the potential obstructions.
A: Obstructed holes will be addressed via change order, if needed, at the time of occurrence
36. The specified 480W solar panel is no longer manufactured. Will we be allowed to change the module to a 590W bifacial module from the same manufacturer?
A: Yes, the module can be changed /adjusted to accommodate a different module
37. If yes to the above, minor changes to the PV racking layout will be needed to accommodate the modules.
A: The contractor will be responsible for any redesign and racking layout to accommodate new modules
38. Is there a preferred PV racking manufacturer?
A: No, the system should be selected to be compatible and meet the requirement of the specifications and the module being installed.
39. Although the drawing set does not indicate so, is the expectation to do any site grading/leveling, or is the expectation to provide PV racking which can follow the existing slope?
A: The intention is to have driven piles for support of the ground mounted tables with loading to meet the requirements identified. It is the expectation that the PV racking can accommodate and follow the existing slope.
40. Will the contractor be required to provide a production guarantee for this project?
A: You are required to construct and install the PV Array system in accordance with the plans and specifications.
41. If for any reason we cannot source the 480W Qcell module and must use a module of a different size, will the contractor be responsible for re-designing and stamping the electrical drawings? Or will the government work with AECOM on this?
A: It will be the contractor’s responsibility for redesign and stamping
42. If the contractor is responsible for any electrical re-designs, can you provide the contact information for the AECOM personnel that we will need to work with on pricing for this?
A: The contractor can decide to hire any electrical engineer with the proper qualifications for the required redesign. AECOM contact is:

43. Once module submittals are approved and the modules have been ordered would we be able to store these modules on site until we are ready to install them? Storage and transportation costs can be significant so it would be best to be able to store these on site if possible.
A: The contractor may store material at the construction site. However, the contractor is responsible for securing all materials and equipment.
44. It was mentioned at the site visit that the period of performance will be extended based on material lead times. Can you detail how this process will work? Will extra days be added onto the contract or will the contract be suspended until work can resume?
A: Once submittals are approved and actual lead times have been established, the Government will extend the contract to accommodate material delays at no additional cost. Extra days will be added.
45. Can you provide a copy of the site visit sign in sheet?
A: Sign in sheet has been posted online to Sam.gov
46. Please provide the snow, wind, and seismic load requirements for the solar array.
A: See Drawing S1.0
47. Would the government consider the use of above ground CAB hangers for the transition of DC wire from the solar array to the equipment pad in place of DC wire underground in conduit?
A: The base bid shall be per the documents. Contractors are allowed to submit alternates but are not guaranteed for approval.
48. Section 26 0519 3.01 D states “PV Circuits: Copper. Solid for No. 10 AWG and smaller; stranded for 8 AWG and larger.” 2,000V rated PV wire is not manufactured with solid copper in any size; only stranded.
Is stranded Cu 10 AWG 2kV PV wire acceptable? If not, do you want stranded Cu 8 AWG 2 kV PV wire used instead of 10 AWG?
A: Stranded Cu 10 AWG 2kV PV wire is acceptable.
49. Sheet C2.0 has Creeping Thyme as the permanent seed but does not list a pounds per acre for this seed. Can you provide this?
A: Seeding/planting should be at a rate to allow for full coverage within the one year warranty period.
50. In talking with the Alcoa Electrical Engineering staff, Mike Lidnsey and Barbra Collins I was disappointed to find out that they still say they are unsure what scope to quote the electricians.
There are boxes, conduits, elbows, cable, connections that they are unsure of and are looking for clarifications from the base.
A: The following items are for further clarification of Alcoa scope and requirements.
1. Specification Section 26 0513 2.02 H Change to “one third concentric neutral rather than tape shield”.
2. The size of the MV cable as specified in Section 26 0513 2.02 D and shown on Drawing E6 and identified in the AC and Wire Conduit Specifications Table as Location ID “F” . Revise wire size to 1/0 AL EPR MV105.
3. Alcoa Electric will do all MV terminations of the cable once installed into all conduits/vaults.
4. Project Manual (Section 26 0543 3.05 D) requires 48” sweeps. 36” sweeps are also acceptable. all sweeps and elbows for all conduits within the duct bank run are to be provided by contractor.
5. Summary of Alcoa Electric scope is:
a. Provide 3 of the 6 straight conduits in entire duct bank run.
b. They have the coffin vaults available for purchase
c. They will terminate the cable ends once all cable is installed by contractor.
d. All other materials and labor required and/or noted on drawings and within specifications to make a full and working system are the responsibility of the contractor.
e. Contractor cost for vaults to be paid to Alcoa Electric Dept. is $59,718 (figure good until December 31, 2023).
51. The project is scheduled for 38.5 week duration, but I am hearing that the liquid filled transformer and PV
Switchboard likely will be 80-90 week lead time, add 4-5 weeks more for the submittal process, then install, are you aware of this?
A: See previous questions
52. Sheet E4.2 Detail 1 shows a 4/0 Bare Stranded Ground cable to be direct burial in the DC trench. Is the intent to have this EGC bonded to just the DC combiners in the field? Or will this need to be bonded to each individual racking row?
A: The intent is to make this connection at each racking row so we have a continuous EGC from each racking row. This is in place of running EGCs in the conduit with DC source circuits that are jumping rows to the combiners. At the rows that have combiners you can either do two jumpers, one to the rack and one to the combiner, or you could have one jumper and have it go to a pass-through lug on the rack and terminate at the combiner.
53. Sheet E6.0 ‘DC Wire and Specifications’ table Location ID ‘A’ calls out WEEB’s for grounding the #10 AWG PV wire that is running above ground under the racking. WEEB’s are typically used as a grounding path for the modules themselves. Can you clarify what the intent of the WEEB is here. If the racking we use has an approved grounding path through the racking and piles themselves will that be acceptable in place of the WEEB’s?
A: If module attachment method to the racking system is already listed as a grounding device the addition of WEEBs would not be necessary.
54. Sheet E4.5 calls for sand backfill for the DC conduits within the array area. If native soil is suitable and free of debris will it be acceptable to use native soil in place of sand?
A: Provide a minimum of 6” of sand backfill over all conduits. Remainder of trench can be native soil free of rock and debris.
55. If sand is required as backfill for the DC trenches what is the required coverage depth of sand over the conduits?
A: Provide a minimum of 6” of sand backfill over all conduits. Depth of conduits to be as required by code but not less than 12”
56. Can irreversible crimps be used in place of Cad Welds?
A: Yes
57. For strings not on the same row as their DC combiner we will transition underground with 1.25” conduit.
How many strings of #10 PV wire will we be allowed to put in each 1.25” conduit?
A: Twenty (20) #10 wires in 1.25” conduit.
58. Will conduit passing through concrete pads be required to be RMC Conduit? Or can we use Sch 40 PVC below grade and Sch 80 PVC above grade?
A: RMC above grade and Schedule 80 below grade
59. Will PVC expansion fittings be required on any conduits? If so, in what locations will these be required?
A: Contractor to provide expansion joints per industry standard
60. On Drawing E3.0, do Notes 8 & 9, regarding Alcoa supplying materials, equipment, and cables, pertain only to the areas detailed in section A of Drawings E3.1 or does it apply to the entire duct bank between the MV Switchgear and the LV Transformer?
A: City of Alcoa is only providing material for 3 of the 6 conduits (4”) in the entire run of duct bank to the array.
Note 8 on Sheet E3 denotes that Alcoa Electric is supplying the above ground vaults. This should be revised per Question #4 above Note 9 on Sheet E3 denotes that Alcoa Electric is supplying all conduit and MV cable. Alcoa Electric is doing all MV cable terminations, but is not providing any cable and is only to provide the three spare conduits per question #4 above
61. If any pull stations are to be required for the DC conduits for either strings between rows or the DC conduit for the combiner boxes, is it desired to utilize detail 1 from drawing E4.4 in lieu of inground pull stations to avoid disturbing the buried construction debris, particularly on the sloped section of the array field?
A: In ground pull stations are preferred in the area of the array.
62. Drawings E3.0 note 8 indicates ALCOA electric to provide ground vaults. Please clarify if ALCOA is providing ground vaults at no charge to the contractor.
A: See above
63. Drawings E3.0 note 9 indicates ALCOA electric to provide MV cable, conduits and terminate cables at vaults. Please clarify if ALCOA is providing MV cable, conduit, and termination at no charge to the contractor.
64. Drawings E4.4 note 2 indicates ALCOA electric to provide Conduits and MV cables. Please clarify which conduits and quantity of conduit’s ALCOA utilities is providing.
65. Drawing E5.0 reflects a various amount on MV cable and terminations. Please clarify which medium voltage cables ALCOA electric is supplying on this drawing.
66. Please clarify if ALCOA electric is to make MV terminations at PV XFMER, MV SWGR, 3,500 KVA pad mount transformer, 45kva pad mount transformer, Pad mount sectionalizingcabinet and Pad mount ATS-1.
67. It lists in the notes that Alcoa will terminate the cables in the vaults – will they also be terminating the cables in the MV Switchgear and transformers?
68. Also, confirmation that Alcoa is supplying the vaults?
69. Can we get confirmation that Alcoa is supplying the MV cable and conduit for the main duct bank on the project as indicated in the notes on E3.0 and E4.4?

73. Please verify that the City of Alcoa is making all the terminations for medium voltage in all boxes as well as at the transformer and the substation?

75. While drawing E3.0 depicts 3-4” conduits running from PV1-A/B/C (from the first MV vault to the transformer pad at the solar array), what is the detail for the trenching for these 3 conduits? What about the fiber?
A: Cross section is the same throughout as noted in Note 3, please see detail 3 on sheet 4.4. Note Fiber is covered similarly in not 3 6.
76. Drawing E3.1: There are no trenching details between PV12 and MV Switchgear. Please provide.
A: Please use detail 3 on sheet 4.4.
77. AECOM did not stamp the drawings provided to the contractors for bidding purposes. Have the drawings been reviewed for compliance with all overarching codes (Army Corps, City of Alcoa, State of Tennessee)?
A: Stamped drawings are available to the BCE for the provided design. Design of changes to system by the contractor should be provided by a Contractor provided registered engineer.
78. Is the General Contractor responsible for operation and maintenance of the solar array after the standard 1-year warranty period?
A: The City of Alcoa will take over the maintenance of the system after the warranty period.
79. Is the General Contractor required to have the NABCEP certification if their lower tier subcontractor has it? (Note 33 on E1.0) A: At a minimum, the contractor responsible for the final design and installation of the PV array shall have the certification.
80. Sheet E5.2 shows the PV DAS system and a PV Switch with inputs from the PV DAS and the PV Meter.
Detailed design for the PV DAS and PV Switch is not outlined in the drawing package or the Project Manual. Is the intend to have the contractor design these?
A: Yes
81. There are no approved manufacturers specifically listed for the PV DAS or the Weather Station in the project manual. Are any manufacturers acceptable for this equipment?
A: Manufactures that meet all requirements of the project are acceptable.
82. The electrical, civil, and structural drawings provided are not stamped. Not sure if this is intentional or not but can you confirm that the contractor is not responsible for sealing the IFC drawings for this project?
A: See Above
83. Section 26 0913 Part 2.06(A) Can you clarify where the existing desktop workstation is that we are to connect to through LAN port? Is there a connection for this at the substation or will we need to hardwire into a separate building for this?
A: As we understand, there is a connection at the substation.
