W50S9622B0002 – Construct F-16 Mission Training Center Questions and Answer – Amendment 02

Amendment 01 – 7 September 2022

Question 001: Specifications Volume 1 seemed incomplete on Sam.gov. Will that be updated?

Response 001: The complete Volume 1 (830pages) has been uploaded and is available on sam.gov.

Question 002: DD1391 has cost greater than magnitude range in solicitation. Do you have more than $10M funded?

Response 002: DD1391 is a programming document and is an estimate that includes A&E fees on both sides. The magnitude of this project is between $5-10M.

Question 003: Are these FY22 funds?

Response 003: Yes, FY22 MILCON funds

Question 004: Is our Bid Guarantee for 90 days? Do we have to provide 90 day pricing on Options?

Response 004: Refer to item 13.D. on page 1 of the Solicitation (SF1442) and also FAR Clause 52.217-7. Bids must provide 90 calendar days for acceptance after bid opening. Options can be exercised within 90 days after contract award.

Question 005: Will Bid Opening be open to the public?

Question 008: Will you be Awarding and starting construction this fall? Or will we be allowed to wait until Spring?

Response 008: Despite the tentative schedule information provided during the PreBid Conference, a Notice To Proceed is not likely on that previously proposed schedule and a March 2023 Notice To Proceed can be anticipated. We anticipate award this fall and the date for the Notice to Proceed will be coordinated with the awardee which may allow for a Spring start.
