About this file

This document is a Questions and Answers (Q&A) file for a telecommunications services solicitation. The opportunity involves Long-Term Service (LTS) and international long-distance telecommunications, with an incumbent contractor named Bright Packet, Inc. Key details include an extended quote due date of 30 October 2025, estimated monthly usage of 3500-5500 minutes at the 171st location, and variable international long-distance calling requirements. The government requires international long-distance services to be included in the Firm-Fixed Price, with a revised line item structure to accommodate billing in arrears. Additional specifications include 911 call routing with device-specific caller ID information and flexibility for SIP service providers without standard Local Exchange Carrier (LEC) interconnection agreements.

# Reference Question Answer 1 General We request an extension to the quote due date by two weeks from the release of questions & answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer.

An extension to 30 October 2025 will be issued.

2 General Is there an incumbent contractor, and if so, who? Bright Packet, Inc 3 General Is there any historical usage for this account in terms of total LTS minutes/month?

Estimate of 3500 - 5500 minutes per month at the 171st location. Significantly less at the 258th location.

4 General What is the average number of monthly long-distance minutes? Unknown because we recenlty lost DSN capabilities. Also, now that we are over a SIP trunk, local and domestic long distance are tracked the same by our equipment.

5 PWS International long-distance is a requirement. What countries are authorized to call and what is the average number of international monthly long-distance minutes per country?

Unknown and can fluctuate. International will be a variable charge.

6 PWS Does the Government's PBX send out one static number for CallerID on 911 calls, or is it the Government's intention to send a unique DID depending on the device that the 911 call was placed from?

All calls will go out with the information specific to the device that the call was placed from.

7 PWS Are offerors required to include international long-distance as part of the Firm- Fixed price? If so, request the Government provide an estimate of international long-distance minutes per month, per country.

Yes, international long-distance services are to be included in the Firm-Fixed Price. However, the line item structure is being revised to a single “Group” line item to allow for billing in arrears. As such, offerors should propose pricing that accommodates variable usage. The Government does not currently have a detailed estimate of international long-distance minutes per country per month.

8 PWS Recommendation if long-distance not included in firm-fixed price: a previous solicitation for LTS and LD services included this: Access to International Long- Distance charged on a per-call basis with detailed monthly billing. Each International call detail should include at a minumum:

Date, Time, Originating Number, Destination Number, Rate of Charge, number of minutes charged, total charge.

See answer 7.

9 PWS We are a FCC registered VoIP service provider with direct interconnection to the Public Switched Telephone Network (PSTN) through our own carrier network and partner agreements, and therefore does not have standard LEC Interconnection Agreements to provide the requested SIP services. What specific documentation is the Government looking for with regards to SIP agreements?

It is ok if there are no interconnection agreements if none exist. We mainly want to capture any agreeements that do exist.
