1. Is there an incumbent on this opportunity or is it new?

Answer: This is a new requirement and there is not currently a contract in place. Any previous OHWS contracts were not the same requirement.

2. To confirm, the positions are only full-time ATC and a part-time Massage Therapist.

Answer: Correct

3. And to confirm, no resumes are required in the proposal?

Answer: Correct

4. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

Answer: This is a new requirement and there is not currently a contract in place. Any previous OHWS contracts were not the same requirement.

5. Can we clarify there is a need for a physical therapist?

Answer: No Physical Therapist, description removed from Exhibit 3

6. Per PWS 4.1.2 - The only peer reviewed, research proven medical testing devices to validly be able to test the muscles (paraspinal muscles) that attach to all three regions (Cervical, Thoracic and Lumbar) spinal column are "MedX" devices. These are also the only devices that have received FDA approval as "safe" for human muscle testing as required in PWS 4.1.2 - "safe manner." Is the Government requiring MedX (or equivalent) Testing & Strengthening Rehabilitation devices? Or does the Government have a list of other peer reviewed, research devices that have been proven to validly test paraspinal musculature that also have a current or prior FDA approval as safe for human application?

Answer: The Gov’t is not making a requirement for a specific type of device to be used. The Gov’t Does not have a list of approved devices.

7. Per PWS 4.1.1 - Is the vendor required to demonstrate an example of HIPAA compliant software in their proposal that has an Application Programming Interface (API) so it can securely connect with any Government Electronic Medical Records (EMR) system?

Answer: No. Connecting to Government networks or medical records systems is not required.

This intent of 4.1.1 is that the contractor protect the members data IAW applicable HIPAA regulations.

8. On Page 23 of Instructions To Offerors for Solicitation No. W50S8Y25QA015, (a)(1)(2) states the Government will apply the HUBZone Price Preference Discount. Typically the HUBZone Price Preference Discount is not applied to Small Business Set Aside. We wanted to confirm that the OR ANG will apply the HUBZone Price Preference Discount to applicable vendors who do not waive their Price Preference Discount for Solicitation No. W50S8Y25QA015?

Answer: This section does not state that we will use HUBZone Price Preference Discount, it lists hypothetical scenarios which do not apply to this requirement. This is boiler-plate language listed in the clause 52.212-1.

9. Per Section 5.1, would the Government permit a single dual-credentialed provider to fulfill both roles (Athletic Trainer and Massage Therapist), provided they meet the qualifications outlined in Technical Exhibit 3?

Answer: No

10. Section 5.1 of the PWS specifies the requirement for one full-time Level 2 Athletic Trainer and one part-time Level 2 Massage Therapist. However, Technical Exhibit 3 also includes qualification criteria for a Level 2 Physical Therapist. Could you please confirm whether the Government is requesting the services of a Physical Therapist under this contract, or if the requirement is limited solely to the Athletic Trainer and Massage Therapist roles?

Answer: This contract is only for a massage therapist and athletic trainer. Physical Therapist has been removed from Technical exhibit 3.

11. For CLIN 001- is the unit strictly looking for an athletic trainer or are they open to a physical therapist to fill that position? We saw: 5.1 The contractor shall provide the following services:

CLIN 0001 Full Time level 2 Athletic Trainer, CLIN 0002 Part Time level 2 Massage Therapist, but in TECHNICAL EXHIBIT 3 in the PWS, we saw the option of a Physical Therapist.

Answer: This contract is only for a massage therapist and athletic trainer. Physical Therapist has been removed from Technical exhibit 3.

12. Solicitation: Page 3 of 42, Clin 0001, “Provide OHWS services in accordance” CLIN details are not provided, are we to pull CLINS from the PWS?

Answer: CLINs are updated to reflect PWS.

13. PWS: Page 11 of 20, 5.0: Requirements: “Services provided by the contractor shall include the following: initial assessment of personnel, care for personnel who individually seek the services of an OHWS specialist; subject matter expertise concerning pre-habilitation evaluation/assessment, injury prevention, accommodation processes and implementation, ergonomic assessment and implementation, remedial training, optimized performance physical training (e.g. strength and conditioning for fighter aircrew), and post mission treatments” Question: We realize this is an example, however since S&C is referenced again below, is S&C to replace Athletic Trainer?

Answer: This contract does not include a strength and conditioning coach, this example refers to training actions by the Athletic Trainer.

14. PWS: Page 14 of 20, 5.12.1, Preventative Exercise Report (For reference) Third Sentence:

“Reporting should provide participation, strength and conditioning progress, new preventative exercise measures, normative data and any other pertinent data.”

Answer: This contract does not include a strength and conditioning coach, this example refers to training actions by the Athletic Trainer.

15. 5.1, The contractor shall provide the following services:

CLIN 0001 Full Time level 2 Athletic Trainer CLIN 0002 Part Time level 2 Massage Therapist Question: Can the government update the CLIN list as represented in the Technical Exhibit 3 table (Positions Column)?

16. PWS: Page 20 of 20, Technical Exhibit 3. The government lists, 1) Athletic Trainer, 2) Physical Therapist and 3) Massage Therapist.

Questions: Can the government confirm the required Positions/CLINS? Did the government intend to list Strength and Conditioning or Athletic Trailer? In Technical Exhibit 3, does the government intend to propose that each Position (Col 1) represents separate CLINs for the contractor to accurately complete Standard Form 1449 – 19, 20, 21, 22, 23, 24?

Answer: The Physical Therapist description has been removed from Exhibit 3. This contract is only for an Athletic Trainer and a Massage Therapist.

17. Past Performance: Question: Will the government accept and evaluate a single award IDIQ with multiple task orders that directly align with the PWS? Or does the government recommend we pull separate task orders to use each as individual Past Performance references?

Answer: Either way is acceptable.

18. PWS: Page 20 of 20, TECHNICAL EXHIBIT 3: Will the Government please provide the current staffing profile? Will the Government please provide workload data, such as the number of soft tissue massages needed each year, number of service members that receive services and the type of services?

Answer: The intent of the PWS is for the contractor to be available during duty hours to create a schedule and accommodate massage and training requests. The expectations for the contractor’s availability are described in PWS Para 5.5 and 5.6.

19. Does the government expect offerors to submit monthly pricing for:

Full-Time Level 2 Athletic Trainer Part-Time Level 2 Massage Therapist Answer: Yes.

20. Is there a preferred cost template or pricing format required for submission?

Answer: Pricing should be provided in the format of the CLIN structure on the SF 1449, which is updated to reflect the PWS.

21. Is there flexibility in the number of hours or FTEs proposed, or must it strictly align with 40 hours/week for full-time and 20 hours/week for part-time?

Answer: Full Time (40 Hours) and Part Time (20 hours) are baseline requirements as defined by the PWS. Deviations/flexibility to this may be coordinated in advance and approved by the COR.

22. Will an SF1449 be released with CLIN 0001 and CLIN 0002 listed?
