About this file

This is a Questions and Answers document for federal contract RFQ W50S8X26QA026 for engraved tumbler cups issued by the California Air National Guard.

The acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 332439, with an anticipated value not expected to exceed the Simplified Acquisition Threshold. The requirement calls for 1,000 black, 30-ounce stainless-steel tumbler cups with double-wall vacuum insulation and a FlowState-style lid, with single-tone silver laser engraving of the California Air National Guard logo. The specification is brand-name-or-equal, accepting functionally equivalent products that meet stated minimum specifications, though generic Stanley products or equivalents must be submitted as Technical Capability documentation. All 1,000 tumblers must be the same black color. Split deliveries are required to four California locations by September 30, 2026: 300 units to Sunnyvale, 200 to Fresno, 200 to Oxnard, and 300 to March Air Reserve Base. Deliveries do not need to be simultaneous but must be completed by the deadline. Quoted pricing must be all-inclusive per unit, encompassing custom engraving and shipping costs on an FOB Destination basis, with the primary price entered on SF 1449. Buy American and country-of-origin restrictions do not apply to this small-business set-aside acquisition for resale items; therefore, tumbler cups manufactured in China, Brazil, or other foreign countries are eligible for award if all technical requirements are met. The contractor will receive base access documentation and point-of-contact information upon award, with delivery drivers potentially meeting at the visitor center if necessary. Payment will be made via Purchase Order using standard WAWF invoicing for electronic payment, and bulk case packaging is acceptable for delivery. Physical samples should not be submitted with quote submissions; post-award mock-up approval will be conducted if awarded.

Questions Answers 1 Will the Government accept a non-Stanley tumbler that meets or exceeds the required functional specifications?

Yes, this action is brand name or equal. General charactoristics shall be met to be "acceptable".

2 Set-Aside / Applicable Small Business Clauses The solicitation identifies the acquisition as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS 332439. However, Section I includes FAR 52.219-6, Notice of Total Small Business Set-Aside, and we did not locate FAR 52.219-27 in the solicitation. Please confirm the intended set-aside and the applicable small-business clauses for this acquisition.

This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 332439, and the inclusion of FAR 52.219-6 was an administrative error that is being corrected via forthcoming Amendment 0002 to remove FAR 52.219-6 and incorporate FAR 52.219-27.

3 Because the solicitation is assigned manufacturing NAICS 332439 and permits commercially available tumblers supplied by a nonmanufacturer, please confirm whether the Nonmanufacturer Rule applies to this acquisition and whether SBA has granted a class or individual waiver. If no waiver applies, please confirm the applicable manufacturer requirements for an SDVOSB nonmanufacturer offeror.

In accordance with RFO FAR 19.104-3, the Nonmanufacturer Rule does not apply to this acquisition because the anticipated value is not expected to exceed the Simplified Acquisition Threshold (SAT).

4 Country of Origin / Buy American Requirements The solicitation identifies the Stanley Quencher H2.0 FlowState 30 oz, SKU 100000110555, as the brand-name reference product and also incorporates FAR 52.225- 3, Buy American–Free Trade Agreements–Israeli Trade Act, and DFARS 252.225-7001, Buy American and Balance of Payments Program. We understand that commercially available Stanley tumblers may be manufactured in China. Please confirm whether a China-manufactured Stanley tumbler meeting the stated specifications is acceptable under this solicitation, or whether the offered end product must qualify as a domestic, qualifying-country, Free Trade Agreement country, or otherwise eligible end product under the applicable clauses.

In accordance with RFO FAR 25.401(a) this does not apply. Clauses referencing this requirement have been removed.

"(a) This subpart does not apply to—

(1) Acquisitions set aside for small businesses;

(3) Acquisitions of end products for resale;"

5 Delivery Locations The Product Description and Section L identify split delivery as follows:

•300 units – Sunnyvale, CA •200 units – Fresno, CA •200 units – Oxnard, CA •300 units – March ARB, CA

Please confirm that these four location-specific quantities and addresses govern performance of the requirement.

Yes

6 Delivery / Assembly Language Certain portions of the solicitation contain language requiring delivery, unloading, unwrapping, assembly, and leveling of equipment. Since the requirement is for engraved tumbler cups, please confirm that standard commercial FOB Destination delivery of the packaged finished products to the four designated locations satisfies the delivery requirement and that no on-site assembly, installation, or similar services are required.

Confirmed. All items must be delivered fully assembled. The solicitation language has been updated accordingly for clarity.

7 Past Performance Requirement Volume II references contracts involving “hardware installation and ongoing IDS monitoring services,” while the evaluation criteria appear to contemplate experience involving bulk customized commercial merchandise distribution. Please confirm the type of past performance the Government considers relevant to this requirement.

This language was included in error and has been removed from the solicitation; submitted past performance references must be relevant to the scope of this requirement.

8 Tumbler Color The Product Description specifies Stanley 30 oz SKU 100000110555, brand name or equal, but we did not identify a separate color requirement. Please confirm whether a specific tumbler color is required or whether the contractor may propose any commercially available color meeting the stated minimum specifications.

Black

9 Is “FlowState” being used as a functional description of the required lid, or must the proposed tumbler include the Stanley-branded FlowState screw-on three-position lid?

Confirmed. The specification provided represents a functional description of the required lid only.

10 Is the Stanley product or SKU identified in the product description intended to establish a brand-name-or-equal requirement?

Yes

11 Must offerors submit a physical engraved sample with the initial quote, or will a physical sample be required only after selection and before full production? If a physical sample is required with the quote, please provide the delivery address, required recipient and

No, physical samples should not be sent as part of your company's quote submissions.

12 Are all 1,000 tumblers required to be the same color? If so, please identify the required color. If not, will the Government provide the quantities required for each color? Yes, see question 8 for specific color for all cups.

13 Will delivery appointments or special military-installation access arrangements be required at any destination, particularly March Air Reserve Base?

Upon contract award, all required base access documentation will be provided alongside the award notification. Please note that most installation locations require a background check and a compliant REAL ID for entry. If needed, arrangements may be coordinated with the designated Point of Contact (POC) to meet delivery drivers at the visitor center.

Engraved Tumbler Cups

14 Is a 40 oz tumbler acceptable, or does the final RFQ require exactly a 30 oz tumbler?

Yes

15 Will the Government provide production-ready vector artwork for the California Air National Guard logo?

Yes

16 Is the required engraving limited to the official California Air National Guard logo, or must separate “California Air National Guard” wording also be engraved on each tumbler?

Engraving is limited to the California Air National Guard Logo as see in the attached imagine.

17 Are deliveries to all four locations required to occur simultaneously? Deliveries do not need to be simutaneously done. All deliveries need to be completed on or before 30 September 2026

18 Should shipping be included entirely within the unit price for each engraved tumbler, or should the quotation identify split-shipment logistics as a separate line item while maintaining an F.O.B. Destination total price?

Quoted pricing must be all-inclusive per unit (cup), to include all custom engraving and shipping costs. Quoters may provide a detailed cost breakdown as a separate attachment; however, the primary all-inclusive price must be entered directly on the SF 1449.

19 May the contractor make minor adjustments to the stated engraving dimensions to maintain the official proportions and legibility of the Government-provided logo?

Yes. Once awarded a post-award meeting will be conducted to discuss final approval of mock-up.

20 The SKU in the product description comes back as the color "daffodil" which is bright yellow. Is this the correct color?

See question 8 for details

21 Do we need to get equivalents to the Stanley approved through the KO?

Equivalent to Stanley should be submitted as your Technical Capability of the product intended to be provided under this contract.

22 It looks like you want laser engraving as the logo but the upload is a colored one. Would you be interested in a colored screen print or must it be etched?

Single tone in silver engraving required.

23 What is the delivery schedule, are they all to be delivered simultaneously? Or are you okay with shipment being staggered, as long as it's before your September 30th deadline?

See question 17 for answer.

24 Please also confirm whether the Government requires a domestic or qualifying-country end product, or whether other foreign end products may be offered subject to the applicable evaluation preference.

In accordance with RFO FAR 25.401(a) this does not apply. Clauses referencing this requirement have been removed.

"(a) This subpart does not apply to—

(1) Acquisitions set aside for small businesses;

(3) Acquisitions of end products for resale;"

25 The solicitation includes FAR 52.225-3, FAR 52.225-4, and DFARS 252.225-7001.

Would tumbler cups manufactured in China or Brazil be eligible for award if the country of origin is fully disclosed in the quotation and the products otherwise meet all technical requirements?

In accordance with RFO FAR 25.401(a) this does not apply. Clauses referencing this requirement have been removed.

"(a) This subpart does not apply to—

(1) Acquisitions set aside for small businesses;

(3) Acquisitions of end products for resale;"

26 The SKU provided on the RFQ, snipped below, would this be strictly yellow?

See question 8 for details

27 Would you be interested in a colored screen print or must it be etched?

Single tone in silver engraving required.

28 Could you please confirm whether a Chinese-origin product may be offered and evaluated under FAR 52.225-3, with the country of origin properly disclosed and subject to any applicable evaluation preference or adjustment?

In accordance with RFO FAR 25.401(a) this does not apply. Clauses referencing this requirement have been removed.

"(a) This subpart does not apply to—

(1) Acquisitions set aside for small businesses;

(3) Acquisitions of end products for resale;"

29 Tumblers with these specific characteristics—30 oz stainless-steel construction, double-wall vacuum insulation, FlowState-style lid, reusable straw, and similar commercial specifications—are predominantly manufactured outside the United States, particularly in China. Our supplier has advised us that finding a domestically manufactured product meeting the complete specification may be difficult. We therefore wanted to confirm how the Government intends to treat a foreign-origin product under this solicitation?

In accordance with RFO FAR 25.401(a) this does not apply. Clauses referencing this requirement have been removed.

"(a) This subpart does not apply to—

(1) Acquisitions set aside for small businesses;

(3) Acquisitions of end products for resale;"

30 For CLIN 0004, the description references 200 units while the quantity column and Product Description indicate 300 units for the 163rd Recruiting/March ARB location.

Please confirm that the required CLIN 0004 quantity is 300.

This clerical error has been corrected; the actual required quantity is 300 units.

31 Please confirm that the required split-shipment destinations are Sunnyvale (300), Fresno (200), Oxnard (200), and March ARB (300), as stated in the Product Description and Section L.

This is correct.

32 Do you want genuine Stanley-branded tumblers specifically, or will a functionally equivalent "or equal" product that meets all listed minimum specifications be evaluated on the same footing as Stanley?

Yes, this action is brand name or equal. General charactoristics shall be met to be "acceptable".

33 The product description does not specify a required tumbler color. Is there a preferred color (to match ANG/USAF branding), or is that left to the contractor's discretion? See question 8 for details

34 Could you provide the receiving point of contact, delivery hours, and any base-access or freight-clearance requirements for delivery to the Sunnyvale and March ARB locations, as these appear to be active installations?

Point of Contact will be add after award. See Delivery Instructions for delivery hours. See question 13.

35 How will payment be handled — Purchase Order/invoice with net terms, Government Purchase Card, or another method?

This action will be awarded under a Purchase Order using standard WAWF Invoicing for electronic payment methods.

36 Do the tumblers require individual retail/gift-box packaging, or is bulk case packaging acceptable for delivery?

Bulk case packaging is acceptable for delivery.

37 The RFQ specifies the logo is to be laser-engraved; however, the CA ANG logo provided in Attachment 1 appears to be in full color. Laser engraving is a single-tone process (it cannot reproduce multiple colors), so we want to confirm the intended approach before submitting our quote:

Should we plan for a single-tone laser-engraved rendering of the logo (simplified from the color artwork), or would full-color reproduction (e.g., UV printing) be acceptable or preferred in place of laser engraving?

Single-tone silver laser engraving must be included on all units, in accordance with the Product Description.

38 Could you confirm whether this acquisition is subject to the Nonmanufacturer Rule, and whether a waiver has been requested or there's guidance on acceptable sourcing? In accordance with RFO FAR 19.104-3, the Nonmanufacturer Rule does not apply to this acquisition because the anticipated value is not expected to exceed the Simplified Acquisition Threshold (SAT).

39 Does the California Air National Guard require or prefer a specific tumbler color? If there is no color preference, may the contractor provide all 1,000 tumblers in a single commercially available color that otherwise meets all solicitation requirements?

Additionally, please confirm whether all 1,000 tumblers should be the same color.

All 1,000 required tumblers shall be provided in black.

40 Could you also please clarify whether tumbler cups manufactured in China and Brazil are eligible for award under RFQ W50S8X26QA026 as well?

Yes
