About this file
This is a Questions and Answers document dated 17 July 2026 for federal contract opportunity W508SX26QA016, a janitorial services contract for Moffett Air National Guard Base (ANGB) to service the 129th Reconnaissance Wing.
The contract covers 14 facilities totaling approximately 62,394 square feet, including one trailer. The scope includes daily, weekly, monthly, semi-annual, and quarterly cleaning tasks such as floor maintenance (carpet hot-water extraction, VCT strip/scrub/recoat), restroom sanitation, window washing (reachable windows 7 feet high and below), trash and recycling collection, and deep cleaning of fixtures. The Government will furnish cleaning supplies and trash can liners, with the contractor responsible for picking up supplies from Civil Engineer Building 683 Monday through Friday, 0800-1600 hours. All service must adhere to an approved performance schedule between 0600-1600 hours. Building 484 requires advance scheduling and strict schedule adherence with additional escort requirements. Building 649 has been removed from the original scope. The contract is subject to Service Contract Labor Standards, requiring contractors to pay the higher total of federal Service Contract Act or California Department of Industrial Relations wage and fringe benefits (not a hybrid approach). Contractor personnel must complete DBIDS credentialing, Security Forces background checks, AT Level I training, and OPSEC training at no cost to the contractor. The previous contract (W50S8X25PA013) expired 31 March 2026. A non-mandatory site visit was held 15 June 2026 with no additional visits scheduled. The Government does not have records of when carpet extraction, shower deep cleaning, or VCT services were last completed.
