About this file
This document contains questions and answers regarding solicitation number W50S8X23B0003 for repair of hoist and fall protection systems at Moffett Air National Guard Base in Mountain View, California. The solicitation will be awarded as a firm fixed price contract to provide all labor, materials, equipment, and supervision necessary to repair two 5-ton bridge cranes and install fall arrest systems on bridge crane runways and monorail beams. Each bridge crane must be outfitted with two fall arrest systems, and the monorails require separate fall arrest systems as shown in the drawings. Key issues addressed include spark resistance requirements for load blocks and wire ropes, locations of disconnect switches, groups for Class I Division II hazardous areas, responsibility for demolition plans, and maximum elevations of hazardous areas for equipment selection.

Section Subsection Page #
1 Specification 412213.15 - 10
1. Load Block: and
2. Hook and Hook Nut
10 Critical
The two sections conflict, one asks for a steel hook and the other asks for non sparking. The type of hook and nut needs to be defined (bronze or copper coated) Also the type of NDT required.
2.1.N.1 Load Block is incorrect. The hook and nut must be non-sparking per 2..1.N.2. Material should be bronze. Hook should not be coated.
Inspect hook by liquid penetrant inspection.
Acceptance is no defects. Defect is defined as linear indication with dimension greater than 1/16 inch.
2 Specification 412213.15 - 11 3. Hoisting Rope 11 Critical
Shouldn't the wire rope be Stainless Steel since the load block is spark resistant? If yes what spec.
Wire rope must be spark resistant. Provide stainless steel hoist rope with an independent wire rope, wire strand, or otherwise steel core.
3 Specification 412213.15 - 11 4. Sheaves 11 Critical
They are asking for steel sheaves, are you sure this is correct for a spark resistant load block. Assuming only for lower sheaves. If you use another material please provide spec.
Provide sheaves of non-sparking material in the lower block. Upper sheaves should be steel.
4 Specification 412213.15 - 11 6. Hoist Brake 11 Editorial
This section appears to be an error, they should correct the next paragraph also.
Paragraph 2.1.N.6 is mis-numbered and mis-titled.
It should ne numbered 2.1.5.c and the words hoist brake should be deleted. Paragraph 2.1.O should be numbered 2.1.N.6with "Hoist Brake:" inserted before Provide both….
5 Specification 412213.15 - 13 G. Protection 13 General
Are we to assume you want a "enclosed type circuit breaker for crane disconnect" mounted on the crane. The floor disconnect will be provided by others and will be explosion proof? Please clarify locations and functions of disconnect and lock outs.
Disconnect accessible from the floor will be provided by the GC/Electrical Sub. Since it will be wall-mounted more than 18 in. A.F.F. it does not need to be explosion proof. Crane supplier must provide disconnect or enclosed type circuit breaker with lockout feature mounted on the crane bridge.

6 Specification 412213.15 - 14 I. Provide primary upper
14 Critical
The specification states "The backup limit must require hoist resetting prior to operation of the hoist in any direction. Provide a three-position keyed switch on the pendant control with positions for bypass of the primary upper limit (to allow testing of the backup upper limit) and bypass of the backup upper limit in the lower direction only. " This will be difficult since the pendant is in an explosion proof area. In addition you want the same on the radio control. Normally this would be mounted on the bridge control panel please clarify.
The backup limit must require hoist resetting prior to operation of the hoist in any direction.
Switch to bypass primary upper limit for testing backup upper limit may be located on the bridge control panel. Keyed switch for bypass of limit controls is not required on radio control or pendant control.
7 Specification All All All Critical
The Specifications state Class I Division II, please provide the Groups per NEC.
Group D
8 Specification 412213.15 - 5 1.6 Submittals 5 Critical
Please confirm that the bridge crane and fall protection contractor is not responsible to bid the bridge crane demolition plan sheet SD-110.
General Contractor is responsible for demolition and deciding which subcontractor(s) will perform demolition activities.
9 Specification 412213.15-16
2.9 Fall Arrest
Systems
16 Critical
Shall the 2 fall arrest systems on each bridge crane allow the two workers on the same side of the bridge to pass by each other? Please clarify the specification.
Two bridges - one on each side of the crane. Each bridge to support 4 people working at one time with two tracks. Two people on the same track will not be able to pass by each other. People on separate tracks must be able to pass by each other.
10 Specification 412213.15-7 1.8 Crane Safety 7 Critical
Please share the max elevation of engines or fuel tank enclosure so that items that may operate in those areas can be selected to comply with Section 513 of NFPA 70
Maximum elevation of engine or fuel tank on C- 130 is approximately 15 ft. Items that may operate in NFPA 70 hazardous area are hook, lower block, wire rope, radio controller and pendant controller.
Hoist, trolley, and bridge will be clear of hazardous areas.
It looks like they want Qty (2) 5 Ton bridge cranes one for each runway. They mention fall protection with cranes can someone show us what they are trying to describe?
There’s a total of two (2) 5-Ton bridge cranes shown on S-111. Each bridge crane will be outfitted with two fall arrest systems, one on each side of the crane bridge. The bridge cranes are specified in 41 22 13.
They show to monorails we are assuming only fall protection.
How many fall protections trolleys do they want on the monorails.
In addition to the bridge cranes, 2 separate fall arrest systems are required as shown on drawing S-
111. The fall arrest systems are specified in 11 24 29.
Are the monorails supposed to be Patent Track like the specifications state, this may be overkill if just fall protection.
Patent track is specified in 41 22 13 for the bridge crane. Spec 11 24 29 covers the fall arrest systems and doesn’t require patent track.
