STATEMENT OF OBJECTIVES (SOO)

Project: Bldg. 16 Main Hanger Fall Protection Rail System

1.0 Purpose: Bring the fall protection system located in Bldg. 16 hanger up to OSHA standards, eliminate fall distance, and having to disconnect from system at any time to get to other areas on the top of the aircraft.

2.0 Scope or Mission: The Personal Fall Protections System (PFAS) installed in the ISO maintenance section does not have adequate fall clearance when the maintenance stands are setup. A minimum of 6 foot fall clearance is required if the fall occurs from the standing position. If the fall occurs from the kneeling or prone position, a minimum of 9 feet of fall clearance is requires. Currently, the maintenance stands sit approximately 6-7 feet under the working surface. Per OSHA 1910.28(b)(1)(I) the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2

m) or more above a lower level is protected from falling.

3.0 Period and Place of Performance: Wyoming Air National Guard, 217 Dell Range Blvd, Cheyenne, WY 82001. Bldg. 16 Main Hanger. Industrial Facility, Aircraft. Timeframe as soon as possible.

4.0 Background: The 153 MXS/CC shall determine if the risk of wearing the fall protection while working on the wings with a maintenance stand directly underneath the wing is greater than conducting the same maintenance without fall protection. The commander should consider the risk associated with removing fall protection, while on the wings, to access the dry bays and life rafts, and the risk associated connecting and disconnecting from the horizontal lifeline to pass by other workers. In addition, the fall protection system in building 16 should be evaluated by a competent person to determine the full extent of noncompliance.

5.0 Performance Objectives:

o Supply and install the fall protection system. The entire system will need to be certified pending final testing and inspection. Scaled shop drawing, both hard copy and digital, approved and stamped by a licensed engineer in the State of WY will need to be provided at the conclusion of the project within 30 days.

o Any reinforcement of the roof structure.

o Due to the limited fall clearance, specific SRL’s will be required.

o Timely submission of deliverables is essential to successful completing this requirement.

6.0 Operating Constraints:

o All working environment will be indoors.

o All work must be scheduled ahead of time with the POC. Every attempt possible to “stay on schedule” needs to be adhered too. We understand that schedules do change, this is an operational hanger that does get used.

o All materials must be on hand before work commences.

o Hanger is located on an active base with security requirements to gain access.
