COMBINED SYNOPSIS
W50S8W-24-Q-0004
153 MXG – FALL PROTECTION RAIL SYSTEM
1. PURPOSE: This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to the sam.gov web-site and will exclusively be set aside for Small Businesses.
The Wyoming Air National Guard is issuing this combined synopsis/solicitation as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 333923, with a small business standard of 1,250 employees.
"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
The Government intends to award a Firm Fixed-Price Commercial Award.

Questions due: February 13, 2024; 10:00am MDT Quotations due: February 26, 2024; 10:00am MDT
Quotations shall be valid through 30 September 2023 and will only be accepted via e-mail addressed to Chris Davalos at christopher.davalos.1@us.af.mil and Kris Kahle at kristopher.kahle@us.af.mil.
2. DESCRIPTION OF ITEMS/SERVICES: All CLIN's F.O.B. Destination.

3. DELIVERY/INSTALL DATE(S): 120 days after delivery of contract (ADC) *120 days is suggested, will accommodate other delivery timeframes that seem reasonable to the technical team.
4. Location of Service: 153rd Airlift Wing, Bldg 16, Cheyenne, WY, 82009
5. INSTRUCTION TO OFFERORS: To assure timely and equitable evaluation of quotes received, offerors must follow the instructions contained herein. Offerors are required to meet all requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts; Part I - Price, Part II – Technical Capability. Specific Instructions:
a. PART I – Price - Complete pricing showing total costs of entire Fall Protection Rail System (including installation and shipping)
b. PART II – Technical Capability - Limited to no more than 15 pages.
Submit a Statement of Work (SOW) which demonstrates a sound approach and methodology for accomplishing all required items and services required within “Attachment 1 – Statement of Objectives (SOO)” with the appropriate skills, equipment, materials, quantities, and the offerors ability to meet all required services.
6. BASIS FOR AWARD: This is a competitive best value continuum in which competing offerors' technical capability will be evaluated on a basis significantly more important than price considerations. Failure to meet a requirement may result in an offer being determined unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
Offers shall be ranked according to Technical Acceptability Rating.
a. Technical Acceptability Rating. The Government shall evaluate the quotations Technical Capability Narrative based on the technical acceptability ratings below:
Outstanding Quotation demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Quotation demonstrates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Quotation meets requirements and demonstrates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Quotation has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Quotation does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably hig

b. Price Evaluation. The Government shall evaluate price in order to determine reasonableness and affordability of the overall total evaluated price.
7. The Government reserves the right to make an award without discussions. The
Government, however, reserves the right to conduct discussions if deemed in its best interest.
8. All contractors are required to have an active registration in System for Award Management (SAM). Please visit https://sam.gov/SAM/ to create a new registration if you are not already registered or renew your registration if it is not expired.
