QUESTION SHEET “B”

15 April 2022

Questions:

1. Please provide a contact for the BAS control system.

a. Control Systems, Inc - 301-791-1166 – 934 Sweeney Dr Ste 3, Hagerstown, MD 21740

2. Can the Superintendent perform the duties of QA/QC or does this have to be a separate staffed employee?

a. Yes, Superintendent can perform QA/QC duties. Per Addendum 001 Specification

Section 01 45 00.00 01 paragraph 3.4.2.

3. Can the Superintendent perform the duties of Site Safety or does this have to be a separate staffed employee?

a. Yes, Superintendent can perform Site Safety duties. Per Addendum 001 Specification Section 01 35 26 paragraph 1.6.1.1.1.

4. With funds not currently available, what is the Government’ expectation for how long proposals are to be valid?

a. In accordance with Section 13D of the 1442 solicitation, offerors shall provide a 120 day Government acceptance period.

5. Are there any additional security requirements for personnel to access the project?

a. Contractor personnel must cleared a background check by the base badging office prior to being badged and allowed access to the installation.

6. Can proposals be emailed or uploaded to DoD SAFE as opposed to hand deliver?

a. In accordance with Section 0010 of the 1442 solicitation, facsimile and/or electronic submission of bids is not authorized.

7. DWG A-601 calls for glass G2 in doors 107 and 111. General Note 16 identifies Glass G1 but does not identify Glass G2. DWG A605 also identifies G1 but does not provide any details about G2.

Can you provide information on G2?

a. Addendum 0001 provides a revised drawing A-601.

8. Borrowed Lite B1 is detailed on 1/A605. However, I cannot find B1 listed anywhere on the floor plans or any other plans. Can you identify where B1 is located?

a. B1 (Borrowed Lites/interior windows) are used in the following spaces: 134 A (Area C, Sheet A-103) and in rooms 217A, 218, 218A (Area G, Sheet A-107)

9. The documents call to match existing duct systems and insulation. Due to existing insulation and ceilings, we cannot accurately determine the existing systems and ductwork. Can you provide the information necessary for us to determine what is existing?

a. Duct System is to be insulated per specification 23 07 00.

10. When referencing the controlled area notes on G-003, will the work shown in Room #215-215F require security escorts for construction surveillance and if so, will they be provided by the Government and what will the escorting to contractor personnel ratio be?

a. Government will provide escorts for access as needed by Contractor personnel.

11. When referencing G-005 and DA-106, please confirm that all of Area F is in fact to be completed within Phase 2 as the demarcation of Area F cuts through the center of Room 219 (current room designation) for which the remainder of the work is to be included in Phase 6.

a. Addendum 0001 Sheet G-005 has been updated to only include the Mechanical Room with Phase 2. The remaining Area F shall be completed with Phase 6.

12. When referencing G-005, please confirm the only mechanical storage required for relocation into another building is the two pieces (EQ-1 & EQ-2) shown in Room 117. Also please confirm that the relocation will be from B307 to B309.

a. Bid as shown. Mechanical Storage Units are being relocated from existing location in B307 to a new location in B307.

13. When referencing G-005, Room 111, EQ-12 says that it is not used, however, it is shown on the drawing. Please provide the requirements for this piece of equipment.

a. Addendum 0001 will remove Room 111 Equipment EQ-12.

14. When referencing G-006, Room 119C, EQ-8 & EQ-13 says that it is not used, however, they are identified on the drawing. Please provide the requirements for these pieces of equipment.

a. Addendum 0001 will remove Room 119C, Equipment EQ-8 and EQ-13.

15. When referencing G-008, Room 135E, please confirm who is responsible for relocating the Hydraulic Test Stand.

a. Addendum 0001 sheet G-008 clarified that the Contractor is responsible to relocate the Hydraulic Test Stand.

16. When referencing G-008, Room 128, please confirm who is responsible for relocating the

Central Tool Room (CKT) shelving/cabinets.

a. Addendum 0001 will clarify that the Contractor is responsible to relocate the Central

Tool Room (CKT) shelving/cabinets in Room 128.

17. When referencing G-008, Room 127A, please confirm the relocation of the Jack Test Stand should be included in the option pricing or if the government will be responsible for the relocation.

a. Addendum 0001, G-008 will clarify: Base Bid – Contractor to relocate the Jack Test Stand to a storage location determined by the Base and grind the floor flush for the installation of the new room. OPTION 6 Includes all work associated with relocating and installing the Jack Test Stand in Area J. Refer to S-113 and S-115.

18. When referencing G-009, please confirm that the contractor does not have any requirements on the 2nd floor regarding swing space for the occupants and the government will be responsible for all provisions that will need to be made.

a. The Government will be responsible for swing space accommodations.

b. The Contractor must comply with all Phasing Notes on G-003. (ie. Swing space must remain air conditioned within the parameters outline in the phasing plan)

19. With the current fluctuations in pricing and supply chain issues, the majority of vendors/suppliers are only holding their pricing for a period of 30 days or less. Please confirm that all pricing must be held for a period of 120 days of bid closing for government award. If the pricing is to be held for a period of 120 days, please provide guidance on how potential price increases should be accounted for vendors/suppliers not willing to extend past 30 days.

a. Yes, all pricing must be held for a period of 120 days as this contract requires Secretary of the Air Force (SAF) approval prior to award, which is expected to take approximately 90-120 days. This is a firm-fixed-price contract and the contractor is responsible for determining how to meet the requirement of holding their pricing for a period of 120 days.

20. Refer to Dwg. EL122. Room 211 shows a type ‘D’ light, but type ‘D’ is not on the fixture schedule please advise how to proceed.

a. Addendum 0001 sheet EL122 will revise type ‘D” light fixture to a type “D6” fixture.

21. Refer to Dwg. EL114, 1st floor vestibule shows a type ‘J2’ but type ‘J2” is not on the fixture schedule.

a. Addendum 0001 sheet EL114 will revise type ‘J2” light fixture to a type “J” fixture.

22. Refer to Dwg. EL121, Room 200 shows (2) 3-way switches possibly going down the stairs, but the 1st floor doesn’t show where the other set of 3-ways are to be installed.

a. Addendum 0001 sheet EL111 will indicate the location of 3-way switches for Stair S103 and Room 200.

23. Refer to Dwg. EL112, please provide the location of the existing Panel 103EP01. Are the existing circuits in the space currently for re-use?

a. Addendum 0001 sheet EP112 will indicate the location of existing panel 103EP03. See General Note 2 on Sheet EL112 on the use of existing lighting circuits.

24. Refer to Dwg. ELT-601, Please provide the Manufacture and current Vendor for the existing Public Address System.

a. The base has no specified PA system vendor.

25. Refer to Dwg.T-001. Does the Air National Guard have a Telecom Vendor for this Facility?

a. The base has no specified PA system vendor.

26. Refer to Dwg.T-001. Will Division 27 work be contracted directly by either the GC or the Owner?

a. Division 27 work will be contracted directly by the GC.

27. Refer to Dwg. FA111 general Note 1&2; Can you please provide a drawing showing the pathway from the existing Fire Alarm Panel in B306 Room HEF121 to B307, and a Fire Alarm demolition plan for B307.

a. Contractor to field verify pathway from the existing Fire Alarm Panel in B306 Room HEF121 to B307. Contractor to bid per drawings and specification provided.

28. Refer to Dwg. FA601, please provide a drawing showing the location of the existing FACP in B307.

a. Contractor to field verify location of the existing FACP in B307.

29. Please advise if security is on GC or owner?

a. Site security is the responsibility of the Contractor.

30. Please advise if there is a AISC certification requirement?

a. AISC fabricator certification is not required.

31. Please advise who is the existing monorail system manufacture and point of contact?

a. Manufacture = TC/American Monorail, Inc, Hamel MN

b. Installer = Piedmont Hoist and Crane, Colfax NC

32. Please advise if coiling doors are to be powered or manual pull?

a. Bid as shown. A-601 and A-602 shows doors C101A-1, C-101B-1 and 117C to be electric coiling doors. EP111 and EP112 Sheets Note 8 also show disconnects for these doors.

33. On drawings A401 notes 5,6,&7 states that Plastic Laminate casework are to be Option 2. Please advise if that is part of base bid or part of Option 4.

a. Addendum 0001 has been updated to show the plastic Laminate casework is Option 4.

34. Please confirm that all Equipment and Furniture will be removed by owner before contractor begins mobilizing.

a. Furniture will be removed by owner before contractor begins mobilizing. Refer to Sheets G-005 through G-009 for equipment to remain and be relocated by the contractor.

35. Per spec. section -013526-1.6.1.1 The SSHO may also serve as the Quality Control Manager but The SSHO may not serve as the Superintendent. Please confirm that the GC has to provide to two different people on site per this spec.

a. Yes, Superintendent can perform Site Safety duties. Per Addendum 001 Specification Section 01 35 26 paragraph 1.6.1.1.1.

36. Per spec. section - 015000-3.5.1 states to provide 100sf office on the jobsite for the use of QC manager is this require or can we use on site facilities in lieu of trailer.

a. Base will provide an office for the Contractor adjacent to the job site.

37. Per door schedule on page A602, door number 117C shows door type F. However, on the page A102 the door type is shown as a dual swing 6070 with no electrical details. Please advise which type of door 117C is to be.

a. Addendum 0001 has been updated to show door 117C is Type E.

38. On the door schedule drawing note 2 mentions refer to sheet A-605 for glass types, however I only see glass type G-1 called out. Please provide details to what glass type G-2 is.

a. Addendum 0001 provides additional glass type on Sheet A-601.

39. Is the roof under warranty for any potential roof penetration work. If so who is the roofer?

a. No warranty restrictions on roof penetration work. However, all roof work needs to be IAW product manufactures recommendations.

40. Please confirm that GC is able to use areas within the building for laydown.

a. A laydown area for material will be provided.

41. Please provide a current update TAB report for the building.

a. No TAB report on file.

42. Who is the existing FA point of contact?

a. ITM4G LLC, Sterling VA, provides annual fire protection system inspection.

43. Does HVAC ductwork exposed in its own air get externally insulated?

a. Insulate per specification 23 07 00 para 3.3.2.2

44. Does Energy Recovery Exhaust duct get insulated?

a. Insulate per specification 23 07 00 para 3.3.2

45. Does HVAC piping in exposed areas get P.V.C. jacket over factory A.S.J. jacket? ( Specifications and Pictures appear conflicting)

a. Insulate per specification 23 07 00 para 3.2.4

46. Spec. section 23 07 00 pg.23, armaflex is listed as an option to use for CHW, however the thickness is not listed. Please clarify.

a. Insulate per specification 23 07 00 para 3.2.1.6
