RE: Lead-Based Paint Sampling at Building 1013, Oklahoma Air National Guard, Oklahoma

City, Oklahoma County, Oklahoma

Lt. Col. Current:

INTRODUCTION

Guernsey was tasked by the Oklahoma Air National Guard (OKANG) to collect Lead-Based Paint

(LBP) samples from doors, door frames, and hangar doors at Building 1013 located the Air

National Guard in Oklahoma City, Oklahoma County, Oklahoma. Guernsey professionals performed the sampling on March 28, 2018.

The LBP inspection employed destructive techniques to sample suspected LBP. Paint chip samples were collected from the hangar door, doors, and doorframes.

Based upon the LBP analytical results, all painted surfaces on the hangar doors, light brown interior doors/door frames, dark brown door/door frames, gray doors/door frames, and blue door/door frames contain levels of lead. Two of the painted surfaces (beige – outside of hangar door and off-white – inside of hangar door) had lead levels above the EPA action level of 5,000 parts per million (ppm).

It is recommended that all paint remain on the doors/door frames and disposed as construction debris. In the event paint is stripped from the doors and/or door frames, proper protocols should be followed for removal and disposal.

FIELD ACTIVITIES

In performing the LBP inspection, Guernsey uses recognized EPA and the Department of

Housing and Urban Development (HUD) protocols in the classification and collection of samples from suspected LBP. The types of structures that are covered under HUD are public housing, federally-owned housing, housing receiving federal assistance, and child-occupied facilities.

Since Building 1013 is an airplane maintenance hangar, it does not fall under the HUD rules.

However, should construction/demolition and debris handling/disposal activities occur, such activities must be performed in accordance with OSHA’s Construction Standards and EPA’s

Resource Conservation and Recovery Act (RCRA) regulations.

Initially, suspect LBP was grouped into homogeneous areas. Homogeneous areas are those which appear similar throughout in terms of color, texture, date of material application and use.

Delineation of homogeneous areas was accomplished through a thorough inspection process.

The delineation was accomplished through a visual inspection of the structure for suspect materials. Additionally, the physical condition, location, amount (e.g. square feet) of suspect LBP was noted. Based on the above criteria, random bulk samples were collected.

A total of six homogeneous areas of suspect LBP were identified. Once these areas were identified, representative samples of each homogeneous area were obtained for laboratory analysis. Figures 1 provides a layout of Building 1013 with LBP sampling locations identified.

During the bulk LBP inspection, each sample was assigned a unique identification number and placed in containers for transport to a laboratory for analysis. Each sample was identified by a 12-character code which was divided into 4 segments (OKANG-LBP-01-01):

• The first set of digits is the initials of the location (Oklahoma Air National Guard [OKANG])

• The second set of digits is the type of sample (LBP)

• The third set of digits is the homogeneous area number (01)

• The last two digits are sequential sample numbers within the homogeneous area (01)

All samples were transported under a Chain of Custody (COC) to the laboratory to maintain sample integrity. COC documentation is enclosed.

FINDINGS

A total of 11 bulk samples of suspect LBP were collected during the LBP inspection and submitted for laboratory analysis. Applicable regulations require that if any one sample from a homogeneous area tests positive for lead, the entire homogeneous area must be treated as LBP. Table 1 summarizes the analytical data for the LBP samples collected. Figure 2 provides a layout of Building 1013 with positive LBP locations.

RECOMMENDATIONS

It is recommended that all paint remain on the doors/door frames and disposed as construction debris. In the event paint is stripped from the doors and/or door frames, proper protocols should be followed for removal and disposal.

RE: Lead-Based Paint Sampling at Building 1013, Oklahoma Air National Guard, Oklahoma City, Oklahoma County, Oklahoma

Lt. Col. McCormack:

INTRODUCTION

Guernsey was tasked by the Oklahoma Air National Guard (OKANG) to collect Lead-Based Paint (LBP) samples from trusses, roof joists, overhead door and columns/cross beams in Building 1013 located at the Air National Guard in Oklahoma City, Oklahoma County, Oklahoma. Roof joists were not accessible; however, the paint had the same color, texture, and installation date as the trusses, making it the same homogeneous area. Guernsey professionals performed the sampling on August 27, 2019.

The LBP inspection employed destructive techniques to sample suspected LBP. Paint chip samples were collected from the trusses, roof joists, overhead door and columns/cross beams.

Based upon the LBP analytical results, all off-white painted (with red undercoat) trusses, off-white painted roof joists, brown painted overhead door and off-white painted (with red undercoat) columns/cross beams contain levels of lead. Three of the painted surfaces (off-white with red undercoat – trusses, columns/cross beams, and roof joists) had lead levels above the EPA action level of 5,000 parts per million (ppm).

It is recommended that all paint remain on the trusses, roof joists, doors and columns/cross beams and disposed as construction debris. In the event paint is stripped from the trusses, roof joists, overhead doors and columns/cross beams, proper protocols should be followed for removal and disposal.

Lead-Based Paint Sampling at Building 1013

FIELD ACTIVITIES

In performing the LBP inspection, Guernsey used recognized EPA and the Department of Housing and Urban Development (HUD) protocols in the classification and collection of samples from suspected LBP. The types of structures that are covered under HUD are public housing, federally-owned housing, housing receiving federal assistance, and child-occupied facilities.

Since Building 1013 is an airplane maintenance hangar, it does not fall under the HUD rules.

However, should construction/demolition and debris handling/disposal activities occur, such activities must be performed in accordance with OSHA’s Construction Standards and EPA’s Resource Conservation and Recovery Act (RCRA) regulations.

A total of three homogeneous areas of suspect LBP were identified. Once these areas were identified, representative samples of each homogeneous area were obtained for laboratory analysis. Figure 1 provides a layout of Building 1013 with LBP sampling locations identified.

During the bulk LBP inspection, each sample was assigned a unique identification number and placed in containers for transport to a laboratory for analysis. Each sample was identified by a seven-character code which was divided into three segments (LBP-01-01):

• The first set of digits is the type of sample (LBP)

• The second set of digits is the homogeneous area number (01)

• The last two digits are sequential sample numbers within the homogeneous area (01)

All samples were transported under a Chain of Custody (COC) to the laboratory to maintain sample integrity. COC documentation is enclosed.

FINDINGS

A total of 11 bulk samples of suspect LBP were collected during the LBP inspection and submitted for laboratory analysis. Applicable regulations require that if any one sample from a homogeneous area tests positive for lead, the entire homogeneous area must be treated as LBP. Table 1 summarizes the analytical data for the LBP samples collected. Based upon the LBP analytical results, all painted surfaces on the off-white with red undercoat trusses, off-white roof joists, brown overhead doors and off-white with red undercoat columns/cross beams contain levels of lead.

Three of the painted surfaces (off-white with red undercoat – trusses, columns/cross beams, and

Lead-Based Paint Sampling at Building 1013 roof joists) had lead levels above the EPA action level of 5,000 parts per million (ppm). Figure 2 provides a layout of Building 1013 with positive LBP locations.

RECOMMENDATIONS

It is recommended that all paint remain on the trusses, roof joists, overhead doors and columns/cross beams and disposed as construction debris. In the event paint is stripped from the trusses, roof joists, overhead doors and columns/cross beams, proper protocols should be followed for removal and disposal.
