This document contains RFI responses related to a ramp repair project at the 180th Fighter Wing in Swanton, Ohio. The solicitation (W50S8S26BA002) is an Invitation for Bid for a firm fixed-price commercial construction contract set aside 100% for small businesses under NAICS code 238110 (with a $19,000,000 size standard). The project scope includes demolition and removal of buildings 115, 131, 133, tent structure 321, electrical components, guardrail, and fencing; installation of stormwater control structures including catch basins, piping, and trench drains; electrical conduit and wiring installation; concrete and asphalt preparation; and procurement and installation of two new tensioned fabric shelters with liners, electrical equipment, interior lights, doors, and dehumidification equipment in one shelter. The contract duration is 180 calendar days from notice to proceed, with a performance period extended to August 31, 2027, and estimated project magnitude between $1,000,000 and $5,000,000.

The pre-bid conference and site visit were scheduled for July 1, 2026, at 10:00 AM EST at 2660 South Eber Rd, Swanton, OH 43558, with required base access registration. Multiple amendments were issued, including changes to response due dates, sealed bid procedures, and incorporation of Berry Amendment domestic sourcing requirements (DFARS 225.7002-1) for fabric shelters. Amendment 3 (July 8, 2026) added base access requirements, sample and survey information, drawings, and a Q&A document. Bidders were required to acknowledge all amendments in Section 19 of their proposals. The contract is being issued by the USPFO (U.S. Property and Fiscal Officer) for Ohio under the Department of the Army National Guard.

Detailed Technical Clarifications - 8 July 2026 RFI 1: US Steel Requirement Contractor Question: Confirm this must be Berry Compliant.

Government Response: Yes, the steel must be compliant. Please note that the Berry Amendment DFARS clause has been formally incorporated into the solicitation via the recent amendment.

RFI 2: Berry Compliant Requirement (Fabric Membrane & Interior Liner) Contractor Question: Confirm this must be a Berry Compliant product. This would require the fabric membrane & interior liner to be PVC.

Government Response: Confirmed. The product must be Berry Compliant in accordance with the incorporated DFARS clause. The Government acknowledges that this requires the fabric membrane and interior liner to be manufactured using PVC.

RFI 3: Sidewall Height Discrepancy Contractor Question: There are conflicting requirements on the Sidewall Height: Page 6 drawing says 10’ while page 3 drawing says 16’.

Government Response: The correct sidewall height of the fabric tent is 10 feet. The Government is currently revising the technical data package, and updated drawings will be posted to the solicitation portal soon to reflect this correction and remove the 16' reference.

RFI 4: Existing Site Topo Contractor Question: Existing Site Topo? Specifically ditch areas that need infilled.

Government Response: The attached storm drainage draft has the survey data plotted and overlaid on the site. The 2- excel sheets surveyor 1 and 2 are the raw survey data from the two surveyor’s that plotted the areas together.

RFI 5: Existing Concrete Paving Contractor Question: Drawings of existing concrete paving to be removed. what reinforcing currently installed?

Government Response: Drawings added.

RFI 6: Foundation Plans Contractor Question: Drawings of foundation plans of any buildings to be removed, including existing tent.

Government Response: Drawings added.

RFI 7: North Gate Access Contractor Question: Will North gate be available for access for all construction activities?

Government Response: Yes, it can be made available for the project during normal working hours.

RFI 8: Fire Hydrant and Waterline Contractor Question: Does Fire Hydrant to south of building 321 need removed and does full waterline need removed within extents of new proposed building/paving? Drawings of existing Waterline? Will new hydrant need to be placed, if so location?

Government Response: The fire hydrant can stay where it is and the concrete can be placed around it. However if it becomes a problem the Hydrant can be eliminated as it is not critical to our Fire response needs.

RFI 9: Ditch Areas Contractor Question: Will both ditch areas where storm lines/basins are being installed need to be filled in?

Government Response: Yes they will need filled in and graded to give flow to the new CB.

RFI 10: Grouted RipRap Pad Contractor Question: Size of grouted RipRap Pad at outlet of 48" outlet pipe near northgate road?

Government Response: 1 or 2’s for the RipRap.

RFI 11: Piping Material Contractor Question: Is all piping to be double wall HDPE?

Government Response: Yes, that is what was installed for our previous ditch fill projects.

RFI 12: Headwalls Contractor Question: Headwalls to be provided assumed to be ODOT HW2.1?

Government Response: Yes.

RFI 13: Additional CB16 Contractor Question: Is additional CB16 preferred?

Government Response: Our environmental office would prefer an open concrete flow channel for visual inspection of our outflow instead of CB16. The flow channel is preferred as long as the area between the road and fence is large enough to support a flow channel structure.

RFI 14: Concrete Stabilized Ditch Bank Contractor Question: Is 'concrete stabilized ditch bank' to be cement stabilized?

Government Response: A better term for the ditch would be a concrete flow line.

RFI 15: Wet Well Details Contractor Question: Details/specs on 20'x5' wet well to the east of building 138? What is inletting into this structure that is 15' deep?

Government Response: I do not have specs for this wetwell. A better description is just a large catch basin with a metal grated top. This only need to be 5 or 6 feet deep to pick up the existing inlets and ditch. I do not have survey or topo data for this ditch.

RFI 16: Trench Drain Spec Contractor Question: Spec on trench drain? Material/grating/etc.

Government Response: 4000 psi trench drain with metal grate – ODOT Class C.

RFI 17: SWPPP Documents Contractor Question: Are 180th SWPPP documents available.

Government Response: Yes they can be made available.

RFI 18: Underground Tank Liquid Contractor Question: Is contractor responsible for pumping and disposing of liquid in underground tank. If we are responsible can test reports be provided?

Government Response: Yes, Pumping would be part of the project. Sample reports are attached, one for POL w/TCLP and another with PFAS specific testing.

RFI 19: Catch Basin Elevations (RIM and INVERT) Contractor Question: During the site visit, I asked about the underground drainage structures and noted that the plans do not appear to show the RIM, or Top of Casting, elevations and the lowest INVERT, or bottom of pipe, elevations for the catch basins. Please confirm the required RIM elevation and lowest INVERT elevation for each catch basin shown on the plans, including the ODOT Catch Basin 2A structures. This information is required to determine the proper structure depth/height for accurate bidding, material ordering, and installation. If these elevations are not provided, please clarify what assumed structure depths/heights bidders should use for pricing purposes.

Government Response: With the Survey and Topo data from the first RFI they should have the info they need. The Topo will give the approximate lower invert of the existing ditch and then the original drawings have my proposed final grade elevation which would be the Rim height. I do not have any survey data for the South ditch. I would use assumed structure depths of 5’ for the CB’s for the South Ditch area. The North area lowest ditch surveyed invert was 657’ with the highest finish grade of 662’ and lowest of 661’. So the North ditch CB’s will be between 4 and 5’ depths. Safe to assume all 5’ CB’s.

RFI 20: ODOT CB 2-2A Castings Contractor Question: On the ODOT CB 2-2A do you need Airport Rated Castings since this is on Airside or will the normal 5110M3 grate that fits in within a precast box that has the block out for the.

Government Response: No everything for this project will be non-airport rated.

RFI 21: Trench Grate Details Contractor Question: For the Trench Grate do you have any detail on this, load rating or trench size. I see 6” Trench mentioned on Tank Detail Sheet lower left corner of the tank detail itself. Then it looks to be a 12” trench on that same print but in Facility 124 detail. I see Trench Drian being called out on the detail sheet for building 313 and 137 and fabric shelter connecting to CB#1 and also CB#2 but no detail or size.

Government Response: All trench drains can be 8” wide and 8” deep with a Class E (industrial) weight rating.

RFI 22: Electrical Service for Fabric Shelters Contractor Question: The SOW requires electrical service for both new fabric shelters; however, the drawings appear to show only one existing 100A feed routed to the shelter area. Please confirm whether the existing 100A feed is intended to serve both new fabric shelters, or if a separate/upgraded electrical feed is required for the second shelter. If an upgraded service is required, please provide the required panel size, feeder size, and routing intent.

Government Response: No the 100A feed will not be enough for the new shelters. The intent was to remove the existing 100A wires, locate the existing 2” conduit just to the north west of Building 137, drop in a hand hole or connect with new 2” conduit and route to the new shelter pad. The new electrical service would be 250A. Panel size would be 250A, 400A is probably more common and is acceptable.

RFI 23: Tent Spacing & Pad Dimensions for Snow Removal Contractor Question: Can the pad be larger to account for 20' between tents for snow removal?

Government Response: We had a 5’ space between buildings so having the pad 15’ wider should be fine. 180th would just need to see which way we would expand the pad, likely to the east so we don’t get closer to the Apron and create a wingtip clearance issue.

RFI 24: Base Access and Personnel Onboarding Requirements Contractor Question: Please clarify the project requirements regarding installation access and personnel onboarding. Specifically, please confirm whether all Contractor and subcontractor personnel are required to complete safety training, wear badges, and complete background checks.

Government Response: We require Antiterrorism training, and the attached vetting document must be submitted to the appointed security POC at the time of award.

RFI 25: Concrete Headwall Demolition and Tie-in Contractor Question: Please clarify which existing concrete headwall is to be demolished, and which existing headwall is to remain for the proposed tie-in.

Government Response: Contractor to demo existing headwall before installing CB #15 which is located SE of Facility 124 / 164. See plan 'Storm Sewer Extension'. Contractor to install a new headwall based on work for CB #10 Note 5. See Plan 'Engine Facility pavements'.

RFI 26: Vacuum Trucks and FOD Cleanup Contractor Question: Please clarify the requirements regarding the use of the Owner’s vacuum trucks and daily Foreign Object Debris (FOD) cleanup for this project.

Government Response: Base state maintenance will operate VAC truck and maintain FOD control on focused area to connecting DELTA taxiway. Contractor shall always maintain FOD control per their Site Safety Plan.

RFI 27: Anticipated Schedule Contractor Question: Please provide the anticipated schedule for contract award, issuance of the Notice to Proceed (NTP), and the expected project start date.

Government Response: We anticipate work to begin mid-late September.

RFI 28: Inspection Responsibilities Contractor Question: Please clarify which party is responsible for scheduling, coordinating, and paying for all required inspections associated with this project.

Government Response: There will only be internal inspections with the 180th. No fees associated with inspections.

RFI 29: Disassembly of Existing Canvas Building Contractor Question: Please clarify the requirements for the disassembly, removal, and packaging of the existing canvas building structure scheduled for demolition.

Government Response: Contractor responsible for the disassembly and packaging to Big Tops recommendations for storage. 180th can facilitate communication between parties after award.
