About this file

This is a Question and Answer document (Revision 1) dated 16 June 2026 for federal contract W50S8R26Q0005. The document addresses four clarifications regarding a lightning protection project.

The Government clarified that Lightning Protection Institute Class IV certification does not meet AFMAN-dictated qualifications for time and experience required for inspector/designer roles. Regarding data collection methodology, UAV/drone use for overhead roof photography requires approval from both the FAA and Municipal Airport Authority, with no guarantee of authorization and potential for work delays. The document corrects a discrepancy in antenna quantities, confirming 17 antenna locations rather than the 18 initially referenced. Finally, the Government confirmed that fence grounding testing is not required despite the fence being grounded to the lightning protection system, clarifying that this element should not be included in project scope.

Question and Answer Rev 1

16 June 2026

Q1: Will the Lightning Protection Institute certification of class IV certified Inspector / Designer acceptable for the project?

A1: No, the Government does not consider this as equivalent based on AFMAN dictated qualifications for time and experience

Q2: Are we permitted to use small drones for overhead pictures of the roofs?

A2: UAV use must be approved by FAA and the Municipal Airport Authority which could lead to work delays. Since these are external agencies, we cannot guarantee that UAV would be authorized.

Q3: It says 18 antennas and I only see 17 locations on the map. Am I missing one on the map?

A3: After recounting it should only be 17.

Q4: The fence is shown grounding to the lightning protection ground (which is consistent with a good design). I don't see where the fence grounding is to be tested. Should we include the testing of the fence grounding?

A4: No
