About this file
This is a Questions and Answers document addressing two clarifications regarding the Lightning and Grounding Annual Inspection Request for Quotation (RFQ) W50S8R26Q0005 issued by the Department of the Army Ohio Army National Guard. The document clarifies personnel qualifications and equipment usage restrictions for the inspection work.
Regarding personnel qualifications, the Government does not accept Lightning Protection Institute Class IV certified Inspector/Designer certifications as equivalent to the qualifications mandated by Air Force Manual (AFMAN) standards, based on differences in required time and experience. For field operations, the use of small unmanned aerial vehicles (UAVs) for overhead roof photography is not recommended due to the necessity of obtaining Federal Aviation Administration (FAA) and Municipal Airport Authority approvals, which cannot be guaranteed and may cause project delays. These responses establish binding constraints for offerors preparing proposals for this 100% small business set-aside firm-fixed-price purchase order.
