RFIs W50S8Q-22-B-0005 23-Sep-22

1. Can you please provide the contact information for the BAS Controls Company. We have not been able to locate in the specification that information. It is needed to include their connections into the existing control system.

Gov Response: The 178th does not have a company that operates its BAS (or DDC) system. It is operated internally to the base with its maintenance personnel. The new unit would have to be compatible with Niagara 4 platform, and JACE 8000 controllers.

2. On Drawing M102 Note #7 it calls for us to install a platform for the new RTU’s without penetrating the roof. Can you provide a detail on what is expected? What material do you want the platform made out of? How is it to be supported? ECT.

Gov Response: Please refer to SECTION 05 5136.19, “Non-Penetrating Rooftop Equipment Platform,” in Attachment 2 – Specifications_Redacted.pdf of the solicitation.

3. Can you provide us with an additional walk-thru for our subs? If so what date?

Gov Response: Unfortunately, it is too late to support an additional walk through at this time. The Government Technical Team is unavailable during the week of 26-29 Sep, there is not enough time to coordinate walk through of the secure area (SCIF), and base Security Forces personnel would not have enough time to process visitor pass information in time to support a walk through prior to the bid opening on 30 Sep.

4. In the equipment specs if call out for Seismic restraint. Is this required since we are just replacing equipment? If so can you elaborate on wind restraint loading and seismic restraint loading?

Gov Response: Please refer to the Drawings, pg M601, Detail 7 “Roof Curb Detail”. Also, please search throughout Specifications for the terms “Wind” and “Seismic” as there are multiple notes throughout the specifications.

5. In the spec section 2.3 Par. 2.3.1 states the completion is to be 180 days after award. In the specs Par. 52.211-10 it states the project is to be completed 360 days after award. Please advise on which is correct.

Gov Response: The Spec has been changed the period of performance listed in the Solicitation is correct of 360 days.

6. On the “Solicitation, Offer, and Award form” (pg. 24-25 of the specs). Item #17 call out for a schedule of prices. Is there a specific form you are wanting attached? What is needed broken down? Please advise.

Gov Response: With there being only one CLIN on solicitation to propose on, please put your offer price on nest to the CLIN when submitting there is no separate Schedule of Prices that is system generated.
