About this file

This file contains Request for Information (RFI) responses for a Mess Attendant Services contract (Solicitation W50S8P-25-Q-A004) for the Ohio Air National Guard at Rickenbacker Air National Guard Base. The solicitation is for a firm-fixed price purchase order to provide mess attendant/kitchen services for the 121st Air Refueling Wing, with services to be performed in Building 917 (13,904 sq. ft.). The contract will cover a base year and four option years, requiring 4-6 attendants to work during drill periods (typically one weekend per month, with service times from 8:30 a.m. to 2:30 p.m.).

Key RFI responses reveal this is a brand-new contract with no current incumbent, though recent services were previously obtained using a government purchase card. The government will furnish all necessary supplies, and contractors must comply with Service Contract Act (SCA) wage determination 2015-4729 revision 28. The solicitation will be awarded to the lowest-priced quote meeting minimum technical requirements, with contractors expected to submit their best offer upfront. The contract falls under NAICS code 561720 with a size standard of $22,000,000 and will be issued by the Department of the Army National Guard.

RFIs received on 15 March 2025:

1) When will the SCA wage determination be issued/released?

Government response: The SCA wage determination for this effort will be 2015-4729 revision 28 dated 28-Dec-2024. Adjustments to the Combo are highlighted in Turquoise.

2) Is there an incumbent?

Government response: We do not currently have contracted services for this requirement.

3) What was the price of the previous contract year?

Government response: There is no incumbent contract thus no price to provide.

4) How many meals are expected per weekend?

Government response: The dining facility serves roughly 200 people (was originally listed as 120-130) per day over the course of a 2-day drill period. However, the contracted employees will not be serving or preparing food, they will be doing janitorial or service type work. (Washing dishes, setting tables, restocking food trays and silverware, etc.)

5) Who is the current contractor?

Government response: We do not currently have any contracted services for this requirement.

6) What is the current contract amount?

Government response: See the response to question #3.

5) If you are unable to provide the current contract amount, what is the current budget your agency has for this project?

RFIs received on 17 March 2025:

6) We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Government response: This is a brand-new contract.

7) Is there any contractor currently performing this service? If no, would you kindly provide us with the latest Contract number that has performed this service or similar?

Government response: While Rickenbacker Air National Guard Base does not currently have a contract for these services, another Air National Guard Base approximately 65 miles away awarded a contract for very similar services recently and the contract number is W50S8Q-24-P-0005.

8) Is work currently being performed? If so, who is the incumbent contractor/ contract number?

Government response: There is no incumbent contractor, but Rickenbacker has received services from Yolanda Shipe using a Government Purchase Card recently.

9) The pricing schedule provided within the request document references "installation of premise wiring in Building 917", can you please confirm that this is incorrect?

Government response: Yes, that information was incorrect. The Combo was edited to in that section to read “The contractor shall provide all personnel, transportation, supervision, and other items necessary to accomplish mess attendant services in Building 917, in accordance with the attached Performance Work Statement. April 202* - Mar 202*”

12) The Solicitation documents do not include a Cost Sheet or SF1449 form. Should we create our own?

Government response: There is no need to create an SF 1449. A cost sheet should be created. See below for further guidance. Make sure to use the wage determinations when coming up with a price.

13) How many attendants do you require?

Government response: It was estimated that we will require 4-6 attendants. However, it is recommended that offerors come up with their own estimate to what they think to be appropriate.
