Questions and Responses to Solicitation W50S8P-25-B-A001
Bldg 2000 Secure Area Upgrades
Q.1 Is hand delivery a requirement, or can o erors mail in their quotes? If they must be hand carried, can o erors use a courier service?
R.1 Mail and courier services are authorized. Clarification made in Section 00 21 00 Instructions Paragraph 5
Q.2 SOW 1.02 Bid Schedule – Bids shall be submitted with the prices broken out in two contract line numbers. (CLIN); however, there is only one then subsequently listed in the SOW and only one in Section 00 10 00 - Solicitation, Contract Line Item Number (CLIN) Schedule. Please confirm the reference to “two” is incorrect and there is only “one” CLIN.
R.2 Corrected in SOW to “one” CLIN, Section 00 21 00 – Instructions of the solicitation will take precedent over any other similar discrepancies.
Q.3 SOW 1.04 Submittals A. states “Quote must contain an itemized list for labor, parts, materials, equipment rental and any other incidental expenses.” To what quote does this apply as this is a bid with one CLIN pricing.
R.3 Paragraph removed.
Q.4 SOW 1.04 Submittals C. states “Contractor shall include with their proposal what GREEN Procurement (Re-cycled-Bio Based Content items which they intend to use on the contract (if applicable)…. As this is an IFB, please clarify the intent of this sub paragraph requirement in the SOW.
R.4 Clarified for post award material submittals including materials subject to FAR 52.223- 1 Reporting of Biobased Products Under Service and Construction Contracts
Q.5 SOW 1.05 Work to be Accomplished B. 3. Performance-based contractors shall provide shop drawings to identify sound masking for utility and duct penetrations to meet ICD-705 Requirements for STC 50. What are the engineering qualifications required for shop drawings and their acceptance?
R.5 Per the CSP - Construction and design of SCIFs should be performed by U.S.
companies using U.S. citizens to reduce risk, but may be performed by U.S. companies using U.S. persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. § 1324b (a)(3)). The AO shall ensure mitigations are implemented when using non- U.S. citizens. These mitigations shall be documented in the CSP
Q.6 SOW 1.05 Work to be Accomplished B. 3. Contractors are required to use a 3rd Party to perform ASTM E90 Testing for STC 50 Standards and provide a report for the entire room.
Please clarify the intent of this requirement. For the report, what is the anticipated format and acceptance standard? Which Sound Group rating applies, Sound Group 3 or Sound Group 4?

Q.7 SOW 1.05 Word to be Accomplished has various references (See Note 3). Please advise if Note 3 is referring to 1.05, paragraph B, subparagraph 3 as there are various Note 3s on the drawings.
R.7 Note references corrected and correspond to general notes found in referenced drawings.
Q.8 M-102. Please provide additional information/detail on the section annotated as “Acoustically line, Thru-Wall” for the ductwork.
R.8 Duct is required to have acoustic lining su icient to meet Sound Group 4 standards.
Q.9 SOW Note 2. Windows and A-101 Note 3 Window Infill – Would the Government consider building a shaft wall (detail below) and applying a window film or window blind in lieu of removing the window and matching the exterior CMU.
R.9 The Government does not intend to change the design at this time.
Q.10 Drawing H-8 Mechanical. Per the drawing, a 40/40 duct transitions the space and the ducts are treated. Would the Government consider moving the duct to run down the corridor/hallway to avoid having a feature transition in and out of the secure space, which is generally avoided under ICD 705?
R.10 The Government does not intend to change the design at this time.
Q.11 Has there been an approved Construction Security Plan issued? And will the Contractor be able to have a draft copy only to the items that pertain to physical construction?
R.11 Not currently. One will be provided prior to the Pre-construction meeting.
Q.12 What is the radio frequency range that the new space will be tested to? (Ex. from
30MHZ-6GHZ)

Q.13 What is the db range the walls will be required to meet? (Ex. Shielding to meet a minimum 40db of attenuation)
