3.2.2.2. Contractor shall completely remove any residual amounts of fuel, sludge and contents to the lowest draw-off point of the UST following industry standard Best Management Practices
(BMPs), including draining and flushing all piping back into the tank. Flush UST and vacuum to dry all tank bottoms.
3.2.2.2.1. All material generated from evacuation process must be properly characterized and properly disposed as per federal and State regulations burdened by the contractor. Every attempt shall be made to recycle or divert product. In the event generated waste is determined to be hazardous upon waste characterization approval by the Environmental
Management Office, the 174th ATKW will sign the waste manifest as the generator of the waste. All other manifesting, transportation and reporting requirements are realized by the contractor.
3.2.2.3. Remove all sensors, communication, product and vent lines from the tank sump. Cap and plug open ends of lines
3.2.2.4. Temporarily plug all tank openings, complete evacuation of UST.
3.2.2.4.1. All soil over burden must be segregated and stockpiled for future analytical and disposal by others. Soils are anticipated to be impacted by PFAS Compounds. All soil removed as part of this excavation will not be allowed as backfill.
3.2.2.4.1.1. Contractor shall construct staging area for overburden. Staged soils must be placed on two layers of 10-mil rubber sheeting. All seams must be overlapped a minimum of 4’. Sheeting shall be placed to allow 2’ edge walls around the stockpiled soils. Two layers of 10-mil rubber will also be placed over the stockpiled soils to prevent storm water runoff and/or wind displacement. All seams must be overlapped a minimum of 4’. Cover will extend out 4’ from the base of the stockpile footprint and be anchored with 60 pound tube sand arranged end to end in two rows, side by side, with staggered joints.
3.2.2.4.1.2. Overburden staging area could be up to 2-miles from excavation area
3.2.2.5. Excavate both 5,000-gallon USTs and place in a secure location.
3.2.2.5.1. Render the tanks safe and check the tank atmosphere to ensure petroleum vapors have been satisfactorily purged from the tanks.
3.2.2.5.2. Clean tank or remove to a storage yard off-site for cleaning (cleaning tank interior with high pressure rinse)
3.2.2.5.2.1. If tank is to be moved, it must be transported by licensed waste transporter. Plug and cap all holes prior to transport leaving a 1/8-inch vent hole at the top of the tank during transport.
3.2.2.5.3. Once cleaned, tank must be made acceptable for disposal at a scrapyard facility
3.2.2.6. Excluding ballast pad, remove all appurtenances to include associated underground piping and vents, catholic protection, and electronic monitoring systems.
3.2.2.6.1. Runs of electronic signaling/monitoring components located within conduit between
Building 627 and fuel station shall be disconnected at termination points and removed from conduit. Conduit can remain in place in areas where excavation activities will not occur. Cut and cap exposed ends.
3.3. Tank grave confirmatory, (“Endpoint”), sampling and backfill
3.3.1. Subsurface contamination resulting from the USTs is not expected, however cannot be ruled out.
As part of CLIN 001, contractor shall assume removal and proper disposal of approximately 100 cubic yards of contaminated soils.
3.3.2. Ground water is expected to be 5’ +/- below ground surface (bgs). Water is anticipated to be impacted by PFAS Compounds.
3.3.2.1. CLIN 002
3.3.2.1.1. Contractor shall procure Frac tanks, filter units and Granular Activated Carbon (GAC) units and all other equipment necessary that will sufficiently dewater the excavation to allow for exit confirmatory sampling and proper backfill compaction of the tank grave.
3.3.2.1.1.1. For the purpose of this SOW, anticipate 20,000-gallons of water to be removed.
3.3.2.1.2. Collected groundwater must be filtered to 25microns prior to coming into contact with
GAC
3.3.2.1.3. Filtered and treated water must be contained until sample collection and analysis confirms PFAS levels are below NYS DEC guidance levels for PFOA, PFOS and I,4-
Dioxane following EPA Methods 1633 and 8270. Threshold guidance values can be found in an addendum to Technical and Operational Guidance Series, (TOGS) 1.1.1-
Ambient Water Quality Standards and Guidance Values and Groundwater Effluent
Limitations, issued February 2023.

Initial photoionization detection (PID) screening shall be completed prior to sample collection, with samples collected from biased high reading locations.
3.3.4.1. If evidence of significant petroleum impact is identified contractor shall remove up to 100 Cu
Yds characterize and properly dispose. Contractor shall construct staging area for petroleum impacted soils. Staging area for spoils will be decided dependent on site conditions in real-time. Any staged soils must be placed on two layers of poly sheeting, (6-mil minimum), and covered with anchors to prevent storm water runoff and/or wind displacement.
3.3.4.1.1. Soil staging area may be located up to 2-miles from tank excavation. Petroleum impacted soils are not allowed to be mixed with overburden soils.
