About this file
This document is a Request for Information (RFI) related to Solicitation W50S8N-24-B-0001 for the removal of underground fuel storage tanks at the 174th ATKW in Syracuse, NY. The RFI provides responses to questions from SpecPro Environmental Services LLC regarding details of the tanks, site conditions, required testing and disposal, and site logistics. Key details include:
The tanks are over 30 years old and have been decommissioned for 1 year. The anticipated volume of residual fuel/sludge is 243-gallons of diesel and 292-gallons of gasoline. Concrete may be used for backfill but must be crushed and compacted. Groundwater cannot be discharged on-site, so the contractor will need to coordinate with the local wastewater treatment facility for a temporary discharge permit. No site drawings were provided, but the contractor can use the entire parking area for staging equipment and loading spoils, with some access limitations. Pavement and fence repair are included in CLIN 001. The federal contract opportunity is a 100% small business set-aside with a NAICS code of 237120 and a size standard of $45 million average annual revenue.

Questions:
1. What is the current age/condition of the tanks? 30yrs +/-, Unknown
2. What is the anticipated volume of residual fuel/sludge for disposal? 243-gal Diesel, 292-gal MoGas
3. Are the tanks active or decommissioned, and if decommissioned, for how long? Decommissioned, 1 year
4. Are the tanks ballasted with water if they are not in service, and what is the approximate volume? No
5. Does the base have a clean fill stockpile on base, and is recycled concrete a viable option for providing bridging over groundwater or as an option for partial backfill? The base does not have a clean fill stockpile. Concrete will be allowed in limited quantities but must be reduced to less than 6” in any direction and free from rebar and other foreign materials. Compaction must met “substantial” compaction, (90-95%) at each 12” lift. The intent is to ensure settling is minimized in the former excavation areas after the project is completed.
6. Ref. SOW 3.3.2.1.4:
a. Does the Base have an existing NYDEC NPDES stormwater discharge permit that can be used for purposes of discharging the FRAC Tank stored groundwater following successful on-base PFAS treatment? The Base is covered under a Multi-Sector General Permit. Discharge of groundwater into surface water will not be allowed.
b. If not, how long will it take for Onondaga County Wastewater Treatment Facility to grant the Prime Contractor a temporary discharge permit? The county has not provided a specific timeframe to complete this task as each project is specific and has unique challenges, however from past interactions, this process should not have a significant impact on the project if initiated early.
7. Ref. SOW 3.4.3.1: The SOW mentions site drawings but none appear to be provided in the solicitation documents, therefore, could the design package be provided for reference? No drawings or site design was provided in the bid documents, but there is reference to fencing identified in site drawings. Please provide any drawings associated with Project #HAAW232014. It was determined that drawings for this project are not needed after the final draft of the Scope of work. Verbiage pertaining to drawings should be disregarded.
8. May site equipment staging (frac tank, filters, etc) extend to the outside of the existing fence? Can frac tank be placed on the concrete pad opposite the fuels island/kiosk or across the street? The Facility will accommodate equipment staging to the greatest extent possible. Any equipment crossing roads will need to be maintained in a manner that does not impede traffic flow to and from the flightline.
9. Ref. SOW 3.2.2.2.1:
a. Please confirm if Prime Contractor is to provide a 3rd party firm to arrive on-site and perform the sampling, sample preparation/packaging, chain-of-custody, transport to a local lab for analysis and waste characterization/profiling of both tank rinsate and excavated soils ? The determination to utilize a third party is burdened by the contractor. While suggested that a third-party environmental consultant be utilized to handle confirmatory sampling and administrative requirements for regulators, this is not a requirement for this project as long as the contractor has experience and qualified personnel to complete these activities. Contractor assumes all risk for their decision.
b. Please confirm the specific lab analyses and analytical method(s) that are to be performed by the local Lab for proper Waste Characterization (i.e. BTEX? RCRA Metals? Vols/Semi-Vols? plus draft Method 1633 for PFAS) The environmental consultant or experienced contractor will determine proper disposition and analytical methods to properly characterize and/or handle generated product.
c. Does the 174th ATKW have an approved NYDEC analytical lab that supports the Base? No
10. Ref. SOW 3.2.2.4.1: Please identify what company the 174th ATKW utilizes for local hazardous Treatment, Storage and Disposal facility. The Base does not utilize a local TSD Facility. Contractor is responsible for selecting/utilizing TSD Facility if required.
11. Ref. SOW 3.2.2.4.1: Is the contactor responsible for stockpiling for future only if contamination is low/ not present; it is unclear what future analytics/disposal by others means with respect to spoils whether overburden or subsurface. All soils removed from the excavation will need to be stockpiled, (assumed to be contaminated with PFAS compounds). If during excavation petroleum contamination is evident, up to 100cubic yards will be segregated (staged for short-term near excavation area), analyzed and properly disposed off-site under base bid.
12. Ref. SOW 3.3.4.1: Is the segregation/stockpile process for all spoils and only 100cy of contaminated soil will be disposed (if levels are exceeded)? This section refers to soils that are impacted by petroleum. In this event the contaminated soils will not go with the assumed PFAS soils, but rather be set aside, near the tank excavation to await analyticals and disposition determination. This stockpile is a short-term staging area if petroleum impact is identified.
13. Ref. SOW 3.3.4.1.1: Is the spoils staging area on/off base? Will the access/transit route be on base/airport property or will there be interstate, surface road traffic to consider? Transport route is entirely on base.
14. How many parking spots/clear zone will be provided for excavating equipment and loading spoils? It is anticipated that the contractor will have the entire parking area for the duration of the project, however, building accessibility will need to be maintained to the greatest extent possible to lesson impact on mission
15. The bid schedule only include pricing for CLIN 001 and 002. Should the contractor provide pavement and fence repair as part of one of these CLINs or as a separate item? Pavement and fence repair is part of CLIN 001.
