SOLICITATION W50S8N-24-B-0001
PRE-BID INQUIRIES
Date of Bid Inquiry: 8 July 2024 From: Sean Carney Company Name: ENVECO Environmental Solutions, LLC Address: 103 Manor Lake Estates Drive, Spring Texas 77379 Phone Number: 607-259-7017 Emal Address: scarney@envecoenvironmental.com
1. Please provide the as-built drawings for the tanks to be removed, the associated appurtenances, surrounding asphalt/concrete, fencing, and utilities. As-built drawing details are being provided under separate document.
2. Please provide geotechnical and environmental reports that are available for the site. Specific information to be gleaned from such reports should include the underlying geologic formations, depth to groundwater, known soil and ground water contaminants and their associated concentrations. Geotechnical and environmental analyticals are not available for this project. PFAS contamination is known to exist in an upgradient monitoring well, therefore it is assumed that PFAS groundwater will be present in the tank excavation.
3. Please confirm that all soil and groundwater generated for treatment and/or offsite disposal during the executing of this project should be considered non-hazardous waste as noted in SOW Section 3. PFAS is currently not regulated as a hazardous waste. All waste removed from the site, (solids, filter media, GAC etc…), shall be treated as non-hazardous waste, but must be disposed of in a hazardous waste facility under manifest. All soils, (not impacted by petroleum), shall be transported to the soil staging area on base. If petroleum impacted soils are identified (100 CuYd or less), it must be characterized as required for landfill acceptance, burdened by the contractor.
4. As this is not a design-build request for proposal, please provide current as-built drawings, and applicable drawings and specifications required to complete the work including but not limited to demolition drawings specifications, environmental specifications, and restoration drawings and specifications. Only as-built drawings will be provided under separate document. It is expected that the contractor will provide finished product in kind to existing infrastructure and as noted in the SOW. For this project (section 3.4.3.1 of the SOW), anticipate 40’+/- of fence replacement.
5. What project planning deliverables are required by the Offerors, such as Project Management Plan, Quality Control Plan, Accident Prevention Plan/Site Safety and Health Plan. Specific project planning deliverables have not been specified for this project. It is anticipated that the awarded contractor will communicate planned activities during the pre-construction meeting to all appropriate offices, (Civil Engineering, Environmental, Safety, Bioenvironmental and Fire Department). If the tanks are going to be bodily entered for cleaning, the contractor’s confined space standard operating procedure must be provided to our safety office for review. If burning and/or torching practices are to be employed, a permit from our fire department will be required, (which can be obtained while onsite).
6. SOW 3.2.2.6 Please confirm concrete tank ballast pad and/or any other concrete anchoring devices will remain in excavation and will not require removal. The tank ballast pad is not required to be removed within this project scope. While not anticipated, any other concrete anchoring devices will be discussed onsite at time of discovery. Associated saddles will need to be cut/removed to the lowest point available based on exposed site conditions.
7. SOW 3.5.1.1 States “In the event significant contamination is present that prevents the contractor from obtaining tank and site closure, (contamination in exceedance of 100CuYd of soils), modification to this requirement will be reviewed and mutually agreed upon to complete this project.” Should the Contractor assume that such a modification requirement will be determined and agreed to between the Government and Offeror in the field during tank removal and will not require any downtime or a remobilization? Modification to this contract due to petroleum contamination will require separate agency approval. A minimal amount of downtime should be anticipated if this is to occur.
8. SOW 3.5.1.1 states contamination in exceedance of 100 CuYd of soil will result in a modification. Please confirm that per this statement the Offerors proposals should account for the excavation and offsite disposal of up to 100 Cu Yd of contaminated soil. Up to 100Cu Yds of petroleum contaminated soil shall be disposed of off-site under this scope of work. Any exceedance of petroleum impacted soils generated will require project modification. Severity of the modification will be based on exposed conditions.
9. Is weekend work allowed with Government approval? Weekend work should be avoided, however will be entertained for approval if deemed necessary.
10. SOW 12.2 States “The contractor’s foreman or project manager shall attend a security briefing prior to the start of work.” How much time should we allow for the security briefing, and will this be held on the first day of mobilization or prior to mobilization? Will this be held concurrent with the environmental management system briefing? A security brief will be provided at the pre-construction meeting and EMS Briefing. A secondary briefing may be required for all personnel during site mobilization to obtain access paperwork. And usually takes less than two hours.
11. 3.4.3.1 States “Contractor must install fencing as identified in site drawing to match existing. Installed fencing must maintain security to the Vehicle Maintenance complex as originally installed fencing.” Please provide drawings and/or specifications for the fencing to be installed. As-built drawings are being provided under separate document. Anticipate 40’ +/- fence replacement.
12. Please provide specifications for asphalt restoration (e.g., total thickness, base and topcoat thickness, light or heavy duty, etc.). Asphalt restoration shall be in kind. As-builts details have been provided in separate document.
13. Please provide historical analytical data for soil and groundwater pertaining to PFAS concentrations. If no data is available, at what concentration range shall the Contractor assume PFAS is present in soil and groundwater? Analytical data for the site is not available. Since thresholds for PFAS contamination in environmental media has not been established, concentration ranges are not being provided.
14. SOW 3.3.5 states that the backfill must be “substantially compacted.” Are compaction specifications required for the backfilled excavation? If so, please provide. Compaction must met “substantial” compaction, (90-95%) at each 12” lift. The intent is to ensure settling is minimized in the former excavation areas after the project is completed.
15. Based on the assumption that 100 Cu Yd of overburden material cannot be reused onsite, are geotechnical and chemical analysis required for contractor provided backfill? This project is not currently being completed as part of an established remedial program. As such geotechnical or chemical analysis will not be required. However, it should be noted that all fill material brought in for back fill must be free of observable contamination, (odor/staining), organics and other foreign bodies that could prevent substantial compaction.
16. SOW Section 3.2.2.4.1.1. states that the staging area for contaminated soils and onsite backfill may be up to 2 miles form the site. As this has significant impacts on the technical approach and level of effort to complete the work, can the Government please provide a definitive staging area to be assumed. The stockpile of soils will be placed on an old ramp no longer associated with the current flightline within the base boundaries. Depending on how material is trucked, a round trip should be considered 2 miles.
17. SOW 3 states that CLIN 0002 discharge of treated excavation water will require a permit. Are there any other base required permits to complete the entirety of the SOW, such as a dig permit, discharge permit, etc.. The discharge permit will be covered under the Waste Water Treatment Permit from Onondaga County. No ground water will be allowed to enter any surface water conveyances. The remainder of the permits to be obtained will be discussed during the pre-construction meeting. Dig-Safe will need to be notified a minimum of 72 hours prior to excavation activities. The base will issue a separate dig permit based on provided schedule.
18. Please provide a list of the Site Visit attendees. List will be uploaded as separate document.
