Solicitation - W50S8N23B0001 Construct Operations Space & Mobile Ground Control Station

RFI # QUESTION RESPONSE

1 Please clarify how many on-site personnel are required, and what responsibilities/roles may be shared?

The contractor will only be required to have one Site Supervisor and one Quality Control Manager for all three projects. The Quality Control Manager may serve as the Site Safety Health Officer if this individual meets all necessary requirements within the specifications, including (01 45 00.00 10 Section 3.4.4) completion of the Construction Quality Management (CQM) for Contractors course.

2 Please advise the current building wall and roof panel manufacturer and color so a proper match can be made for tie-in.

PEMB Roof Color: 872D111 Duranar FC Ultra Cool Gray Tweed PEMB Wall Color: 872R136 Duranar FC Ultra Cool Terras Cotta

Each Building had a different Building Manufacturer:

Building 20470 (Building 1) – American Buildings Building 20471 (Building 2) – VP Buildings

3 What is the existing fire alarm system in the building?

The existing Fire Alarm System is Siemans. This system is compatible and will accept compatible inputs.

According to the architectural drawings (Sheet No A-104 & A-201), Key Notes (1-9) says that metal structural materials, (wall siding, roof panels, overhead doors, gutters, and all pre-engineering materials) would be supply by Metal Building Fabricator. Please advise, who is responsible for the installation of metal building structure?

The contractor is responsible for the installation for all Pre-Engineered Metal Building Material and Accessories.

Please confirm for bidding purposes that the depicted pre-engineered metal building framing is for general intent only, and does not dictate the final stamped PEMB design that is required for this project?

The Contractor shall follow the Contract Documents for design intent of the pre-engineered metal building framing, including the geometry and framing locations.

We request an extension a minimum of 2 weeks from the date of receival of all RFI answers, in order to properly coordinate with interested vendors, subcontractors, and designers. Noted

Reference drawing A-503. A vapor barrier is shown within the roof section just below the insulation, and a separate continuous air barrier is shown on the underside of the PEMB purlins. Having two distinct air/vapor barriers is not best practice, and will trap moisture between these barriers. Please confirm that only one air/vapor barrier should be installed?

Please provide the continuous air barrier shown below the batt insulation only. The vapor barrier shown above the metal deck may be eliminated

Drawing A-701 is titled “Partition, Door and Finish Schedules”. There is no room finish schedule included in the RFP plans or specs detailing the desired floor, wall, and ceiling finishes in this project. Please provide an edited room finish schedule for this project.

Please refer to specification section 09 06 00 for finish material colors.

Refer to drawings for finish materials

Drawing C-103 indicates a new proposed 15’ long transition ramp to match existing asphalt pavement at the south of the new MGCS Shelter addition, and indicates it is 240 SF. The same approach slab on Drawing S-101 is dimensioned and is well over 350 SF using the printed dimensions. Please confirm if the 240 SF on C-103 is correct, or is the dimensioning on S-101 correct?

Sheet C-103 is correct. The slab dimensions on S-101 will be adjusted accordingly

Please clarify the commissioning requirements for this project? There is no Division 01 or Division 23 commissioning specification included for this project. Is commissioning required? If it is required, please provide the corresponding edited specification for use.

Commissioning is required.

Commissioning Spec 01 91 00 will be provided.

Drawing S-101 Pier Schedule indicates that Pier P1 is 2’ x 2’ x 16” thick. All piers on S-101 are tagged as P1. Top of footings is denoted as 5’-0” below the top of slab on S-502. Piers as a result will be much higher than 16”. Please confirm that pier heights should be based upon the foundation details on S-502, and not the 16” thickness as shown on the S-101 Pier Schedule?

The pier callout and schedule will be updated to reflect the correct pier depth.

Drawing S-101 depicts a foundation wall and wall footing extending from the column at 2A to the column at 2B, inside the building.

What is the purpose of this foundation wall and footing? The MGCS Shelter shown in the building just rests on the interior slab on grade, so it does not appear the foundation wall and footing is needed for this. Please confirm the purpose of this foundation wall and footing, and please clarify if this foundation may be eliminated if not needed?

The interior foundation is a lateral tie that is required between the footings. An additional detail will be provided to convey geometry and reinforcing requirements.

Regarding the open alley indicated by Keynote #9 on A-101, what is the desired detail at grade? There does not appear to be any notes stating what is at grade (concrete sidewalk, topsoil/seed, crushed stone, etc). Please clarify the Gov’s intent here?

See C-301 Existing sidewalk to be removed. See 3/S-502 New concrete slab to extend to existing building.

Is a lightning protection system required for the new addition as part of this project? There does not appear to be any requirement for a lightning protection system on the drawings, or included in the specs.

A requirement for lightning protection was not determined during design and therefore not included in the documents.

There appears to be multiple tubular steel columns shown to support the roof over the alley on Drawing A-101, but no detail is provided for these tube steel columns and there are no foundations shown. On A-503 Detail 4 calls out an indication of a beam and column saying “SEE STRUC DWGS” Please provide these drawings as they don’t appear to be included. Are these intended to be conceptual locations only and the final framing is to be included and designed as part of the pre-engineered metal building package?

The canopy and supporting columns are by the pre-engineered building fabricator

16 Please provide as-builts from the existing wall and sidewalk for column foundations at current shown locations to be designed As-builts to be provided by NY ANG / Fort Drum

Drawing A-302 shows a roof continuous to the existing wall where A-201 keynote 6 says wall will be continuous and the purlins will penetrate. There is also fiberglass insulation extending over to an unconditioned space which will create a moisture laden and bug infested situation that will have free migration into the conditioned space. For more detail see Wall Section 3 on A-501. Please clarify the intent?

See 2/ A501 for detail of roof to existing hanger. Unconditioned spaces have no opening to the exterior for bugs nor any access to the interior

18 Please provide a bollard detail applicable to the 4 bollards shown on the drawings. Construction contractor to provide submittal 19 Please remove requirement for man-doors, coil-doors and windows to be provided by PEMB supplier? NY ANG /Fort Drum decision

Gutters and downspouts are depicted as part of this project. From previous experience, Ft Drum standard design revolves around not using gutters and downspouts. Please confirm if gutters/downspouts are required. NY ANG /Fort Drum decision

The addition of door 115B at the new fire wall does not provide guidance for the existing door. Is the existing door to remain or be removed? See X-101 - Existing is to be removed

A-101 has existing-to-remain equipment shown immediately adjacent to the proposed excavation for footers. Please provide utility drawings addressing the underground conditions? Existing utility drawings to be provided by NY ANG / Fort Drum

Division 21, section 2.1.3 and 3.6 of the Specifications Manuals says that all sprinkler system components must be rated for 175 PSI.

Per NFPA 13, section 6.10.2.2, testing will be conducted at 200PSI or 50 PSI above working pressure, whichever is higher. I suggest amending that.

Do NOT concur Verbiage is correct as shown Div 21 spec says 175 psi components , the safety factor of the pipe is much higher. The system can be tested at 200 psi.

Division 28, section 1.3.1, The design and installation of a FA/MNS must also be IAW UFC 3-600-01. Will these additions have a separate FA/MNS from the hangars or be added on to the existing systems?

Answer: As per the contract drawings for the 3 Projects (FP-100) detail 1 indicates additional devices will be connected to existing MNCU. (Please evaluate and determine if you concur)

Agree, additional devices are connected to existing MNCU as shown on contract drawings.

Division 28, section 1.61, states that all circuits and connects will be of Class B design. It is preferred standard on Fort Drum that all fire alarm systems be of Class A design. That way, if one device fails all others remain operational as defined in NFPA 72, section 12.3.7

Circuits and connects can be changed to Class A design. This would require the contract drawings and specification to be re-issued.

The contract drawings for these buildings only show notification devices and pull stations. Will there be no smoke detectors or heat detectors? If they have an electrical room it will need to be protected by a smoke detector. Mechanical rooms are usually protected by a heat or smoke detector and GAS and CO detectors if a fossil-fueled heat source is utilized.

No smoke or heat detectors are shown on the contract drawings as this scope of work is limited to a new storage room. The electrical room and mechanical room are shown for refence only and are not included in the scope of work.
