About this file

This is a Questions and Answers (Q&A) document from a government RFI (Request for Information) response regarding electrical service work at Building 37, a historically registered facility. The project involves bypassing an existing outdoor manual transfer switch (MTS) and replacing approximately 16 conductors (500 MCM) with 32 termination points in the main switchboard (SB-1). The work requires coordination with Ameren utility company for secondary tap work at the pole transformer and includes underground conduit reuse from the transformer to the building interior.

Key project parameters include: a binding performance period of 60 calendar days after Notice to Proceed (with the Government noting openness to alternative timelines for realistic scheduling); conductor material will be replaced on a like-for-like basis; deliverables include an updated one-line diagram to SB-1 without Professional Engineer seal requirement; all work should assume reuse of existing exterior penetrations with SHPO (State Historical Preservation Office) coordination required if new penetrations become necessary; the contractor must conduct appropriate testing on the underground conduit prior to conductor installation; all work may be performed during standard business weeks with potential modifications if weekend work becomes operationally necessary; utility outage permits and coordination with Ameren are required; and the one-year warranty on materials and workmanship commences on the date of final Government acceptance. The Government has provided a 2019 electrical study with a simple one-line diagram as reference documentation.

# RFI Government Response

Conductor count and parallel sets. SOW Section 2 states 'approximately 16 conductors, 500 MCM in size which will require approximately 32 lugs.' Please confirm the existing service feeders consist of four parallel sets (each containing three phase conductors and one neutral) totaling 16 conductors, and that 32 termination points are correct.

This needs to be verified by contractor. This was information was provided to the Government from a local electrical contractor during an initial service call to troubleshoot the building's electrical issue. If there is a significant quantity difference required, this will be processed as a differing site condition.

Conductor material (Cu vs. Al). Please confirm whether the existing service conductors are copper or aluminum, and whether the Government will accept like-for-like material in the replacement. If a specific material is required by the Government regardless of existing condition, please specify. Government will accept like-for-like material.

ATS vs. MTS clarification. The solicitation title refers to the outdoor unit as an 'ATS,' but the unit observed at the site visit appears to be a manual transfer switch (MTS). Please confirm the unit nameplate designation, and confirm that the unit will remain in place for future generator connection per the site visit discussion. Please also confirm how the bypassed conductors are to be terminated at the unit (capped, removed from the unit entirely, or landed on isolated lugs).

It is a manual transfer switch. Future projects will reuse the electric runs/conduits from the box, but will update the computer hardware and connections inside box. Landed on isolated lugs is acceptable. Project title updated.

Total pull length. Please confirm the total conductor pull length from the pole transformer secondary taps, through any existing underground conduit, into the interior of SWBD (SB-1) including drip loops at termination. Our quote is based off terminations occurring in the more western (further from the street) portion of the SB-1 switchboard. An existing One-line diagram or As-Built drawings of the installation will help with this. We have book from a 2019 electrical study. It has a simple one-line diagram. We will provide that pdf.

Underground conduit reuse. Please confirm (a) that the existing underground conduit from the pole transformer to the building can be reused, (b) The trade size of the conduit (c) any wet/condition tests required prior to pulling new conductors.

For purposes of quoting, assume that the existing underground conduit can be reused is of adequate size. If its not, it will be processed as a differing site condition. Contractor shall conduct all appropriate tests per industry safety standards.

One-line diagram requirements. SOW Section 3 requires an updated one-line diagram. Please provide any existing one-line and/or as builts from initial installation of the power distribution system at Bldg. 37 and confirm (a) the deliverable format (AutoCAD, PDF, or both), (b) whether a Professional Engineer seal is required, and (c) the scope to be captured (service from pole transformer through SB-1 only, or the full backup power one-line including the in-building emergency panel).

We have book from a 2019 electrical study. It has a simple one-line diagram. We will provide that pdf a) Both b) No electrica engineer stamp required. c) We just need an updated diagram to SB-1.

Interior GFI disconnect reset. During the site visit it was noted that the GFI-protected disconnect on the interior SWBD trips during outages and does not automatically reset upon return of utility power. Please confirm whether the scope of this project includes any remediation of that disconnect, or whether bypassing only the outdoor switch is intended to meet the project objective stated in SOW Section 1. Only bypass of the outdoor switch is required.

8 Historic building exterior penetrations. Per SOW Section 5, Building 37 is on the National Historic Register. Please confirm that all routing of new conductors will reuse existing exterior penetrations and that no new penetrations are required. If a new penetration is unavoidable, please confirm the approval pathway (CRM coordination, NPS Preservation Briefs reference) and any finish requirements.

If a new penetration is required the approval pathway is -> Proposed layout via RFI to Contracting. -> Civil Engineer Squadron will review and coordinate with State Historical Preservation Office (SHPO) -> SHPO has 30 days to review and concur. If they do not concur -> Further coordination with National Guard Bureau will need to happen (no known timeline since we have not had that happen before).

For purposes of quoting, assume that no new penetrations will be required. Any new penetrations will be treated as a differing site condition.

Period of performance. Solicitation Section 1.f states 60 calendar days after NTP, while SOW Section 5 states 90 calendar days. Please confirm the binding period of performance for evaluation. Material lead time for 500 MCM in the quantity required can run 4 to 6 weeks; our quote is built on 75 calendar days.

The requested performance period is 60 calendar days after NTP; however, we are open to alternative terms, which will not be considered in selecting a contractor. Please quote a realistic performance period in number of calendar days after NTP.

Outage window and weekend access. Please confirm the planned and acceptable power outage windows for de-energization at the pole transformer and re-energization at SB-1. Weekend or after-hours work was discussed at the site visit as possible but not preferred. If weekend work is required for any energization step, please confirm so that accurate labor rates can be included.

For purposes of quoting, assume all work can be performed during the week. If weekend work becomes required due to Government operations, the contract will be modified.

Utility coordination at pole transformer. Please confirm whether the contractor or the serving utility / base electrical shop is responsible for lifting and replacing the secondary taps at the pole transformer. If contractor scope, please confirm whether a utility outage permit is required and the lead time. The transformer is on Ameren's easement. Coordination with Ameren is and a utility outage permit is determined by them.

Sales tax exemption. Per Section 12 of the solicitation, the contract price is inclusive of taxes. Please provide a Missouri sales tax exemption certificate for materials purchased for this project, if available.

We are exempt from Missouri taxes. Our agency certificate is attached and a project specific exemption with the contract data will be provided to the selected contractor at award.

Warranty trigger. SOW requires a one-year warranty on materials and workmanship. Please confirm whether the warranty start date is the date of substantial completion, beneficial occupancy, or final Government acceptance / DD 1354 closeout. The warranty start date is the date of final Government acceptance.
